1.5. Responsibilities of the Employer/purchaser -
- Prepare Procurement Plans
- Notify potential bidders of bidding opportunities
- Prepare pre-qualification, bidding documents, and request for proposals
- Receive and evaluate bids and proposals
- Award contracts
- Implement contracts.
- Obtain the bidding documents
- Submit bids and proposals in accordance with required documents
- Supply goods or construct works according to the contract
- Provide the services or consulting services according to the contract

- State minimum 30 days to submit bids
- Bids may be submitted by hand or post
- Budget could be disclosed
- Clear instruction on how to buy the bidding documents
- Clarification in writing only
- Amendments should be advertised with the same procedure as original bids
- Bidders should be given at least one week to amend their bids
- One envelope system is recommended
- Two envelope system is acceptable provided adequate safeguards are in place.
- Bid evaluation criteria should be non discriminatory
- Evaluation criteria should be disclosed and rigorously quantified in monitory terms.
