In this section of the report, monitoring parameters and tools to be used for implementing requirements of the prevention and improvement plan examined in the previous section. For this purpose, the following " Monitoring Plan" has been created, showing which parameters will be monitored where, how, how often and by which organization. The monitoring plan during the construction stage is given in Table 3 .7 and the monitoring plan during the operation stage is given in Table 3 .8.

| Risks and Measures
Character of the construction directly relating with public health increases importance of measures to be taken. Many safety and environmental risks arise because an important part of the project area is located in residential areas and it is directly related with life areas of people particularly during excavation and pipe laying works in streets. In order to eliminate those risks, it is recommended to take into consideration the measures given under the following headings, as well as the prevention and improvement plans given in the previous sections. Among these measures, technical suggestions are related with the contractor, supervisor and project consultant, in priority order, and social suggestions are related with Elbistan Municipality, the project consultant, supervisor and the contractor firm.
Technical Measures -
Considering the Regulation for Control of Excavation Soil, Construction and Demolition Waste, a Plan will be prepared for Demolition Waste’s temporary and final disposal, by Municipality. Necessary permissions will be taken from the municipality for waste disposal. Measures to be taken during excavation are specified in Clause 14 of the regulation.
In accordance with Clause 14:
Those performing the excavation are liable to take measures to minimize noise, visual pollution and dust emissions and to enclose around the activity area during removal of the excavation soil. Further measures such as balecloth covering plastic line bordering and wetting in order to prevent dust should be taken by the contractor In the excavation process, planning is made to match the soil amount to be removed from excavation, with the filling volumes, and it is provided to utilize the excavation soil primarily in the activity area.
Activity owners that have minimum 2000 (two thousand) meter square area besides the construction location may temporarily collect the removed excavation soil in this area for reuse. If not, they have to utilize it in a continuous way in accordance with the specified regulation
While removing the excavation soil, natural drainage systems shall be protected and measures shall be taken against possible erosion. During removal the excavation soil, the individual/organization performing the excavation is liable to protect buildings beside the excavation area, natural drainage, power and telecommunication plants/system, pavement and road surfaces, and to take measures. Further measures (construction of temporary drainage sets to drain the water from the construction site in case of heavy rain) should be taken by the contractor against possible damage and erosion.
Topsoil is collected separately from the subsoil in excavation. It is excavated in accordance with its depth and structure, and piled up for reuse. Location of topsoil stocking should not be sloped more than 5%. Likely losses in topsoil stocking period should be avoided and soil quality should be protected. If the topsoil will be left outdoor for a long time, its surface should be covered with fast growing plants. Separately collected topsoil should be reused for parks, gardens, green areas, agriculture and alike works.

No explosive, inflammable, dangerous and toxic material will be used in excavation, all excavation works will all be performed manually or mechanically.
-
Topsoil from excavation will be kept by surrounding its borders at areas found appropriate by the Municipality, and will be utilized in a short time as road filling material and as upper cover soil for landscaping works or landfills.
-
Upon completion of excavation and construction works, roads and footways will be covered and reinstated as soon as possible. For this purpose, connection lines construction will be progressed along the route in certain intervals to minimize the excavation area.
-
Trucks carrying excavation will be covered on to prevent dusting and alternative roads will be used to avoid these trucks to disturb surrounding.
-
In order to minimize impact on the traffic, pipes will be passed as far as possible through places of old pipes and care will be taken not to create new excavation areas.
-
In excavations, types and sizes of working machines used will be in accordance with the road, traffic and infrastructure conditions of the location.
-
For the dust emissions caused by working of bulldozer, excavator and trucks during preparation of the area, necessary measures will be taken to keep them below levels specified by the Regulation for Control of Air Pollution Caused by Industrial Plants (2006). According to this regulation the amount of dust settled cannot exceed 450 mg/m2 day around the project area. (Irrigation of the land by raining method, etc.) Measures specified for "Piled Material Stored Outdoors" in section Appendix 1, part 2.3.d of the regulation are as follows:

Wind breaking plates are placed on the land,
-
Conveyors and other vehicles and the connection parts on which they empty material on each other are covered,
-
Loading and unloading are made without scattering,
-
Materials are covered with nylon tents or with items having particle size above 19 mm,
-
Top layers are kept with 10% moisture. Necessary facilities are installed to provide this situation
-
Domestic wastewater of site personnel at the construction stage will be collected with mobile toilets and transferred to the sewerage at nearest discharge points.
-
In regions with higher density, the excavation area will be closed with necessary equipment (prefabricated wall equipment) and spread of noise will be avoided.
-
Emission and noise of vehicles and machinery will be considered. New vehicles and machinery will be prior used vehicles during activities.
-
Necessary measures, defined in “Regulation for Assessment and Management of Environmental Noise / Vibration Regulation” will be taken to make noise and vibration to occur at all stages in accordance with "Regulation for Assessment and Management of Environmental Noise / Noise Control Regulation" and collective noise generation will be avoided by setting working machines and trucks separately in construction sites to be carried out simultaneously in different stages.

Necessary repair and maintenance works will be carried out to keep vehicle exhaust emissions used and the emissions from machines below the limit values stated in "Regulation for Control of Exhaust Gas Emissions of Vehicles in the Traffic". According to this regulation carbon monoxide amount in vehicle exhaust emissions cannot exceed 3.5% by volume.

Oil replacement of working machines at open areas and pouring the oil to the soil will be prevented and. For this purpose, maintenance works inside vehicle garage will be performed periodically. Necessary collection with discharge equipment such as oil collector and separator will be provided which will be constructed for collecting spilled oil with necessary absorbant materials such as oakum cloth for cleaning purposes.

As-build drawings and plans of other existing infrastructure (electricity, telephone, sewerage, etc.) will be provided and these structures will be kept free from damages during excavation.

Firefighting equipment will be provided in the construction site and construction vehicles and machinery used.

Works will be managed in accordance with Worker Health and Work Safety Laws, and measures will be taken to reduce risk of accidents listed below:

Use of warning signs at site,
-
Installing warning bands and temporary barriers,,
-
Use of safety shoes and helmets,
-
Provision of first aid equipment and staff,
-
Wearing masks against dust,
-
Wearing ear caps against noise.

"The Regulation About Health and Safety Measures for Works With Asbestos" which took effect in December 2003 aims to prevent exposure of workers to asbestos dust and to protect them against possible heath risks. In this case according to this legislation, contractor will be make a risk analysis and will notify the Ministry of Environment and Forestry before starting construction. Emergency response plan for the construction will be prepared by contractor before the operation begins. This plan will be reviewed and approved by municipalities disaster management expert. According to the legislation, contractor will provide the asbestos concentration in the site under 0,1 fiber/cm3 as the eight hour average (TWA) value. Considering legislation; it will be provided that relevant workers will use equipment as masks to protect respiratory system. The warning signs will be displayed, passing out of site of asbestos dust will be prevented. During activities to be carried out under the project, measures specified in this regulation will be taken into consideration while the asbestos pipes are disposed off in accordance with the Hazardous Waste Control Regulation thus exposure of workers will be avoided. In order to specify asbestos material class in the hazardous waste regulation, asbestos content of the asbestos waste pipes will be analyzed. According to these regulation requirements (especially 13. Section of Asbestos Regulation) following measures will be taken into consideration;

Proper respiratory protection elements such as face masks will be provided by the contractor and determined by the contractor and supervisor according to prevention plan.

Warning signs will be displayed around the presence of asbestos
-
Dust emission of asbestos inclusive material, will be isolated and passing out of site of asbestos dust will be prevented.
-
New trees and plants will be planted for those removed for excavation, or removed plants will be kept safe and planted at the same place.
Administrative Measures -
Elbistan Municapility will be inform and in contact with Directorate of Provincial Environment and Forest of Kahramanmaraş about the environmental preventions and work programme.
-
In order not to harm other infrastructure systems such as electricity, sewerage, etc. during construction, excavation and constructions will be carried out in coordination with the relevant institutions. Department of Electricity will be informed and be coordinated with until activities stop.
-
In order to ensure safety of city traffic and public in construction sites, Provincial and District Police Directorates will be informed in time and support will be demanded when necessary
-
In order not to harm archeological and cultural structures that may be encountered in the excavation areas, Directorate of Provincial Culture was informed about the construction sites and work programme and necessary permissions were taken.
-
Measures on the Environmental Management Plan in plans and designs to be made by the Project Consultant will be marked on technical and administrative specifications.
-
An "Emergency communication list" for emergency cases will be made and the executives will be informed as soon as possible.
-
Protection zones should be created around water sources and development plans should be based on catchment area protection
Social Measures -
Neighborhood population will be informed via effective ways about water cut offs to be made during construction.
-
When the new pipes are put into operation, initial water given to the line will be discharged in a certain rate before reaching the consumers and announcements will be made for public not to use this water reaching the taps first for drinking purposes.
-
Impacts that may occur on city traffic will be taken into consideration and arrangement of vehicle routes will be provided accordingly.
-
Work schedules will be made to allow construction of main city arteries at different times and especially in weekends.
-
Pedestrian crossing roads will be created around the construction site.
-
Necessary warning signs in the construction site will be posted in legible manner and order.
-
Public safety will be ensured by surrounding the construction site boundaries and in particular, measures will be taken to prevent entry of children to the construction site.
-
Necessary measures against possible work accidents will be taken at highest level in accordance with the regulations of the Ministry of Work.
