PROPOSAL BY THE GOVERNMENT OF NAVARRE FOR THE ATLANTIC ARC COMMISSION OF THE CPMR

  1. PRECEDENTS


CRPM’s Atlantic Arc Commission, in its General Assembly held in Les Sables d’Olonne (2/03/2017) approved the Final Declaration where, in relation to Transport and Accessibility, and related to european transport policy states that:
28. It will contribute until the end of 2017 to the mid-term review of the CEF, provided for in Article 27 of the ECM Regulation, by proposing amendments to Annex 1 on priority projects, proposals related to the priorities of our Regions.
Based on this Declaration, the commission has addressed the Government of Navarre requesting the amendments that may be proposed by the Government of Navarre to this document.

  1. AMENDMENTS FROM GOVERNMENT OF NAVARRE


The proposal of the Government of Navarre to amend Annex 1 of the ECM Regulation is:



Incorporate the section Bilbao-Pamplona-Zaragoza (*) to the Atlantic Corridor.
(*) In any case, Navarre Government does not rule out the future connection between Zaragoza and Sagunto. Nevertheless, Navarra initially priorities to integrate the Bilbao-Pamplona-Zaragoza connection.

Therefore, section Bilbao-Pamplona-Zaragoza that belongs to the TEN-T Core Network and that is included in the Annex I point 3: Other Sections of the Core Networksshould be placed in “Annex I point 2: Core Networks Corridors” in section “Atlantic”, in the “Rail” Infraestructure in “Studies and Works”.


  1. JUSTIFICATION


The justification for proposed amendments is detailed in ANNEX 1 “JUSTIFICATION TO PROPOSAL FROM THE GOVERMENT OF NAVARRE TO MODIFY THE TEN-T CORRIDOR MAP”
We also include as ANNEX II the document supplied by the commission with Navarre’s proposed amendments highlighting proposed changes”.
Annex I: JUSTIFICATION TO PROPOSAL BY THE GOVERNMENT OF NAVARRA ON MODIFICATION OF MAP OF RED TEN-T CORRIDORS


  1. PURPOSE

This document aims to provide the vision of the Government of Navarre on the need to extend the European Corridors of the TEN-T Trans-European Transport Network in south-western Europe. Specifically the extension of the Atlantic Corridor through Pamplona to Zaragoza that will allow to connect with the Mediterranean Corridor.




  1. PRECEDENTS

At the General Assembly of the Atlantic Arc Commission held in Pamplona on 2 and 3 June 2016, it was reported that the Transport Working Group was preparing a proposal to modify the maps of the European Transport Corridors of the TEN-T Network, to be presented to the European Commission this fall.


This proposal coincides with the interest of the Government of Navarre, which aims to expand the Atlantic Corridor and its future connection with the Mediterranean Corridor in Zaragoza, through Pamplona.
The final Declaration of Pamplona of the General Assembly of the Atlantic Arc Commission expressly requests the modification of the Atlantic Corridor:


TRANSPORT AND ACCESSIBILITY

The Atlantic Arc Commission pays particular attention to the development of the European Transport Policy and the Trans-European Transport Network (TEN-T). This policy has a strong territorial impact and must be balanced to the benefit of all regions. In this context, the Atlantic Arc Commission:
9. Calls for a true Atlantic Corridor covering the five Atlantic member states (Portugal, Spain, France, United Kingdom and Ireland) to ensure better competitiveness between the Atlantic territories on the one hand and between these territories and the rest of Europe on the other. The current corridor should be modified in that direction, taking advantage of the upcoming revision of the Connecting Europe Facility (CEF). It must also be complemented by a network of Motorways of the Sea that interconnect the Atlantic ports, including those of the comprehensive network, to improve the competitiveness of all the Atlantic territories.
Likewise, at the General Assembly of 2 March 2017 in Les Salles d'Olonne, the Final Declaration 2017, at point 28, on Transport and Accessibility, states:
28. It will contribute until the end of 2017 the mid-term review of the CEF, as provided for in Article 27 of the ECM Regulation, by proposing amendments to Annex 1 on priority projects, proposals related to the priorities of our Regions.




  1. PROPOSAL

The European Union has defined a Trans-European Transport Network consisting of nine corridors forming a grid.



This gridded network has a very high density in central Europe, and much lower in southwestern Europe not being proportional or justified by the difference in GDP, by population or by the importance of the transport sector.

Navarre, which is not crossed by either the Atlantic Corridor or the Mediterranean Corridor, despite being adjacent to the Atlantic Corridor, is notable for its level of industrialization: the industrial sector's share of GDP is the largest in Spain, and one of the most important in Europe: 160% on the EU-28 average, according to EUROSTAT
