NOTICE OF DRAFT RESOLUTIONS
(Pursuant to PU Code § 311(g))

The Energy Division has prepared Draft Resolution E-4718 for the June 11, 2015, Commission Meeting. This Draft Resolution approves Pacific Gas and Electric’s Advice Letter (AL) 4573-E. This AL proposes encumbrance with a perpetual conservation easement of approximately 899 acres of land in Amador County commonly known as Lower Bear Area.  Notice of this Draft has been sent to parties in the service list. The Energy Division has prepared Draft Resolution E-4722 for the June 11, 2015, Commission Meeting. Draft Resolution E-4722 address approving interim changes proposed by Southern California Edison to its Air Conditioner cycling programs. The Energy Division has prepared Draft Resolution G-3499 for the June 11, 2015, Commission Meeting.  Draft Resolution G-3499 address Southern California Gas Company’s request for recovery of the Transmission Integrity Management Program (TIMP) Balancing Account balance as recorded on December 31, 2013.  Any questions and/or comments should be directed to Belinda Gatti at Belinda.Gatti@cpuc.ca.gov and Richard Myers at Richard.Myers@cpuc.ca.gov

The Safety and Enforcement Division has prepared Resolution ST-174 for the June 11, 2015, Commission Meeting. This Resolution grants approval of the Santa Clara Valley Transportation Authority (SCVTA) request for a variance to General Order 143-B, Section 9.06 (c) (2), side clearances requirements, to accommodate two proposed signal cases “SC050 and SC059” for their Mountain View Line Double Track Phase 2 Project. The Division of Water and Audits has prepared Proposed Comment Resolution W-5042 for the June 11, 2015, Commission Meeting. Proposed Comment Resolution W-5042 approves California-American Water Company’s request to acquire Ox Bow Mutual Water Company under the terms and conditions set forth in Advice Letter 1066-W. The ALJ Division has prepared Resolution ALJ-309 for the June 25, 2015, Commission Meeting regarding the appeal of fines for violations of Public Utilities Code Section 1031, Operating as a Sub-Carrier for a Passenger Stage Operation without the proper authority. The Energy Division has prepared Draft Resolution E-4678 for the June 25, 2015, Commission Meeting.  This Draft Resolution approves SCE’s and SDG&E’s request for disbursements from the San Onofre Nuclear Generating Station (SONGS) decommissioning trusts for decommissioning related activities.  Notice of this Draft has been sent to parties in the service list. The Energy Division has prepared Draft Resolution E-4719 for the June 25, 2015, Commission Meeting. Draft Resolution E-4719 addresses GRID Alternatives (GRID) request for approval of a Third Party Ownership (TPO) model for the Single Family Affordable Solar Homes (SASH) Program pursuant to Decision 15-01-027. When the Commission acts on the draft resolution, it may adopt all or part of it as written, amend or modify it, or set it aside and prepare its own order. Only when the Commission acts does the resolution become binding on the parties.

The Communications Division has prepared Resolution T-17479 for the June 25, 2015, Commission Meeting re: Adopting the California LifeLine Program Surcharge Rate from 2.40% to 3.80%, effective July 25, 2015, until further revised by the Commission. The Communications Division e-mailed the Notice of Availability letter for this resolution to parties in accordance with PU Code Section 311(g) (1). Instructions and timelines on the filing of comments as well as the service list for this resolution are included in the Notice of Availability. The Communications Division has prepared Resolution T-17482, which will be on the Commission’s June 25, 2015, meeting agenda. Resolution T-17482 proposes adoption of authority to grant AT&T California (U-1001-C) retroactive deviations from the requirements of Public Utilities Code § 320, for placement of aerial distribution facilities on state designated scenic highways along California Highways 1, 9, 12, 49, 50, 89, U.S. Interstate 580 and Laureles Grade Road (Monterey County Road G20). The Communications Division e-mailed the Notice of Availability letter for this resolution to parties in accordance with P.U. Code Section 311(g)(1). The Division of Water and Audits has prepared Proposed Resolution W-5045 for the June 25, 2015, Commission Meeting. Proposed Resolution W-5045 authorizes North Gualala Water Company a general rate increase to produce additional annual revenue of $190,390, or 20.77%, for Test Year 2015, and to amortize its Water Supply Compliance Memorandum Account for the expenses associated with the State Water Resources Control Board’s Orders WR 2001-14 and WR 2009-0036.
