3.20 Promotional Materials/Endorsements:


Contractor agrees that they will not use any promotional or marketing material which states expressly or implies that the University endorses either the Contractor or any party related to the Contractor or this Contract.

Section #4: Requirements and Specifications
Requirements that include the word "must" or "shall” describe a mandatory requirement. Failure to meet a mandatory requirement MAY disqualify your Proposal.
Proposer must: 1) indicate agreement on each mandatory requirement and, if requested, describe how the specifications will be met and/or provide additional information, 2) complete any required form(s) and 3) provide a complete and detailed response to any non-mandatory requirement that can be fulfilled. If supplemental materials will be provided, clearly mark all supplements with the corresponding section number. Only proposals submitted by Proposers that meet all mandatory specifications will be considered for evaluation.
NOTE:  Failure to respond to all items in this section may be deemed as sufficient reason to reject a proposal. Format your response to correspond numerically with items on the Submittal Instruction (see Section 2.2).
4.1 Specifications


  1. The specified system must be capable of purifying and liquefying at least 30L/day of liquid helium. See Table 1.




  1. Performance and efficiency of system must be >80%, but higher efficiency will be counted as a plus.




  1. Pipes and bags to recapture helium boil off from NMR spectrometers are already installed at NMRFAM that capture 83% of NMRFAM’s liquid helium boil off from previous campus-wide liquid helium recycling efforts (see Table 1). The specified system must interface with this pre-existing infrastructure. Future plans include integrating the remaining spectrometers into this system, and the specified system must be able to accept the total volume.

4. The specified system must be cooled by chilled water. No parts of the system should use liquid nitrogen.


5. The specified system must be capable of drying the input stream of helium to meet the specifications of the purifier and liquefier. It must be able to handle and detect sporadic bursts of contamination (>10% non-helium gas) in the input helium stream and provide protection to the magnets against back pressure fluctuations.
6. The specified system must be capable of fully automated production of liquid He from the impure He input stream. The specified system should be capable of issuing alerts using either email or texting for out of range conditions, quantity of liquid product warnings, and approaching maintenance issues. This includes warnings such as drop in purity of input stream, temperature alerts for compressor chilled water cooling, liquefier warnings, or almost full warnings.

7. NMRFAM staff should be able to perform routine maintenance with appropriate initial training. Expected routine and annual maintenance should minimize disruption to the function of the specified system. Bidder must supply the procedure for use and routine maintenance, including purifier regeneration and helium transfers to allow estimation of staff time requirements to use and maintain the system. The bidder must include in-house training in operations and maintenance.
8. Bidder must specify the recommended routine and annual maintenance with cost estimates for the required service visits or part replacements, including cold head exchange, compressor maintenance and filters.
9. Bidder must supply (with their bid) a client list of three (3) NMR laboratories of comparable size to which similar items/services have been provided during the past three (3) years. If contacted, information received from those clients will be used to determine whether bidder can reasonably meet contract requirements and specifications. The University reserves the right to solicit reference information from any Big 10 institution and any UW Systems School. Client references may be used in the award consideration.

The Proposers response to this Section must clearly demonstrate the capacity to handle the needs stated in this RFP. The University reserves the right to request supplementary information deemed pertinent to assure Proposers competence, business organization, capacity, and financial resources are adequate to successfully perform the requirements of this RFP.


Adequate detailed specifications of the items/services being offered or proposed should be included with your proposal to insure that the items/services being proposed can be compared to determine if the items/services meet all specifications.
