Please note that in addition to the questions noted above, applicant must attach the following documentation:


  • Documentation detailing proposed project underwriting and justifies the accuracy of the underwriting. Applicants must submit justification of development capacity and the fiscal soundness of the project. Neighborhood market analysis must be submitted justifying that there is an adequate need for the project requested.




  • PJs may not commit HOME funds to a project consisting of new construction or rehabilitation until: All necessary financing is secured; A budget and production schedule is established; underwriting and subsidy layering is completed; Construction is expected to start within 12 months.



  • CHDO’s must demonstrate that paid staff have development capacity commensurate with the scope of the development project for which funds are requested prior to the PJ’s reservation and commitment of HOME CHDO funds. This must be certified in IDIS before an agreement is executed.
