MANAGING EMPLOYMENT DEVELOPMENT

• 
  Development Plans in conjunction with local economic development strategies should identify a range of suitable sites and premises for employment purposes which:
  

• 
  Complement the Regions sectoral priorities;
  
• 
  Take account of the needs of local businesses and communities and the need to ensure the modernisation and diversification of older manufacturing industries and their premises;
  
• 
  Are based on a review of existing commitments (RSS Policy W3)
  
• 
  Have the potential to promote clustering (RSS Policy W1)
  
• 
  Take account of the sequential approach set out in RSS Policy DP4;
  
• 
  Support the Spatial Development Framework; and
  
• 
  Take account of the availability of skilled labour and wider employment and training opportunities (RSS Policy W4)
  
• 
  Only de-allocate allocated employment land where sufficient alternative sites exist to meet identified need of equal or better quality in serving this need (RSS Policy W4)
  
• 
  Regionally significant logistics and high-volume manufacturing should be well connected to the primary freight transport networks (RSS policy W2)
  

• 
  At the local level, where necessary to safeguard land from other uses, identify a range of sites, to facilitate a broad range of economic development, including mixed use. Existing site allocations should not be carried forward from one version of the development plan to the next without evidence of the need and reasonable prospect of their take up during the plan period (PPS4 para.EC2.1(h))
  

• 
  Maintain an adequate supply of readily developable employment land located in dynamic, vibrant and accessible locations in order to support the creation of high valued jobs (Atlantic Gateway p.28)
  
• 
  Local Planning authorities should ensure their development plan supports existing business sectors, taking account of whether they are expanding or contracting and, where possible, identifies and plan for new or emerging sectors likely to locate in their area (PPS4 para. EC2.1(b))
  
• 
  Invest in existing business locations (in particular Northbank, Wardley, and Agecroft) and establish new employment locations (in particular Ashton’s Field and Wharton Lane) to enable Salford West to become a business location of choice (Salford West Regeneration Framework p.38 and 39)
  
• 
  Consider how sites for different business types can be delivered, including by the use of compulsory purchase to assemble sites and other planning tools including area action plans, simplified planning zones and local development orders (PPS4 para 2.1(j)).
  
• 
  All planning applications for economic development should be assessed against the following considerations:
  

1. 
   Whether the proposal has been planned over the lifetime of the development to limit carbon dioxide emissions and resilience to climate change;
   
2. 
   The accessibility of the proposal by a choice of means of transport;
   
3. 
   Whether the proposal secure high quality and inclusive design;
   
4. 
   The impact on economic and physical regeneration;
   
5. 
   The impact on local employment (PPS4 Policy EC10 para EC10.2).
   

• 
  When considering economic development proposals not in accordance with the development plan LPAs should: (a) weight market and other economic information alongside environmental and social information, (b) take full account of any longer term benefits and costs of development, and (c) consider whether those proposals help to meet wider objectives of the development plan (PPS4 Policy EC11 para EC11.1).
  
• 
  Within Established Employment Area, planning permission will be granted for a range of employment related developments, planning permission will only be granted for non-employment uses where it would not compromise the operating conditions of other remaining employment uses and:
  
  • 
    there is no current or likely future demand; or
    
  • 
    there is a strong environmental case; or
    
  • 
    it would contribute to the implementation of an approved regeneration strategy or plan; or
    
  • 
    the site is allocated for another use.
