ECONOMIC EVIDENCE BASE


      • Regional and local planning bodies should work together with county and unitary authorities preparing local economic assessments to prepare and maintain a robust evidence base to understand both existing business needs and likely changes in the market. The volume and detail of the evidence should be proportionate to the importance of the issue (PPS 4 para. EC1.1).

      • At the local level the evidence base should be: informed by regional assessments, assess the detailed need for land or floorspace for economic development and assess the existing and future supply of land available for economic development, ensuring that existing site allocations for economic development are reassessed against the policies in this PPS, particularly if they are for single or restricted uses (PPS4 para. EC1.4 (a, b and d).

ENCOURAGING INWARD INVESTMENT


  • Increase levels of prosperity and growth in Salford by encouraging economic investment into the city (Community Plan 2006-2016 p.42)

  • Ensure that the city has the infrastructure capable of attracting and retaining investment (Community Plan 2006-2016 p.42)

  • Generate 60 inward investments by businesses or companies moving into Salford by 2009 and 180 by 2015 (Community Plan 2006-2016 p.42)

INTERNATIONAL TRADE AND INVESTMENT


  • Increase the level of international business, imports and the rate of international business travel of the city region’s firms (GM Strategy p41).

  • Target firms in the city region with the highest potential to expand internationally (GM Strategy p42)

  • Increase the catalytic impact of Manchester Airport with regard to exporting companies and inward investors (GM Strategy p42)

  • Increase the level of foreign direct investment (FDI) from all possible destinations into the city region (GM Strategy p42)

CLUSTERS


  • Support the expansion of key clusters of companies across the North to capture a larger share of global trade (Moving Forward: Northern Way p.18 and 31)(Northern Way Business Plan p.28)

COMMUNICATION


  • Develop a vibrant communications sector both as an employer and generator of GVA, and as an enabler of productivity and competitiveness for the whole city region (CRDP p.12)

  • Expand and diversify the region’s economic base through digital infrastructure (GM Strategy p35)

Green Economy


  • Create a green economy, in which economic growth and the health of our natural resources sustain each other, and markets, business and Government better reflect the value of nature (The Natural Choice – paragraph 3)

  • Establish Manchester city region as an internationally recognised research and consultancy centre in low carbon technologies and services and position firms as pioneers of low carbon business diversification (GM Strategy p44)

  • Apply cross cutting sustainability principles to procurement, transport, spatial planning and investment activities, and prioritise the retrofit of existing domestic and commercial stock to underpin the transition to a low carbon economy, which is resilient to a changing climate (GM Strategy p44)

  • Production and consumption processes are usually linear: raw materials are used to make a product which is used, possibly more than once, and then disposed of. In future, we will increasingly need to rely on more cyclical production and consumption processes (UK Waste Strategy 2000, pg 16)(Securing the Future p.47)(A Sustainable Europe for a Better World p12)

  • Promote more radical new design solutions, which benefit the environment and the economy (Securing the Future p.47)

  • Develop pioneering approaches to solving key low carbon economy challenges via establishing low carbon economic areas (GM Strategy 46).

  • Regional Target to reduce CO2 emissions per unit (£) of GVA over the period 2006-2009 and to meet Kyoto targets by 2012, to reduce CO2 emissions to 12.5% below 1990 levels (NW RES p.8)

  • Ensure new work places are linked to walking and cycling networks (NICE Public Health Guidance 8 p.9)

MANAGING EMPLOYMENT DEVELOPMENT


  • Development Plans in conjunction with local economic development strategies should identify a range of suitable sites and premises for employment purposes which:

  • Complement the Regions sectoral priorities;

  • Take account of the needs of local businesses and communities and the need to ensure the modernisation and diversification of older manufacturing industries and their premises;

  • Are based on a review of existing commitments (RSS Policy W3)

  • Have the potential to promote clustering (RSS Policy W1)

  • Take account of the sequential approach set out in RSS Policy DP4;

  • Support the Spatial Development Framework; and

  • Take account of the availability of skilled labour and wider employment and training opportunities (RSS Policy W4)

  • Only de-allocate allocated employment land where sufficient alternative sites exist to meet identified need of equal or better quality in serving this need (RSS Policy W4)

  • Regionally significant logistics and high-volume manufacturing should be well connected to the primary freight transport networks (RSS policy W2)

  • At the local level, where necessary to safeguard land from other uses, identify a range of sites, to facilitate a broad range of economic development, including mixed use. Existing site allocations should not be carried forward from one version of the development plan to the next without evidence of the need and reasonable prospect of their take up during the plan period (PPS4 para.EC2.1(h))

  • Maintain an adequate supply of readily developable employment land located in dynamic, vibrant and accessible locations in order to support the creation of high valued jobs (Atlantic Gateway p.28)

  • Local Planning authorities should ensure their development plan supports existing business sectors, taking account of whether they are expanding or contracting and, where possible, identifies and plan for new or emerging sectors likely to locate in their area (PPS4 para. EC2.1(b))

  • Invest in existing business locations (in particular Northbank, Wardley, and Agecroft) and establish new employment locations (in particular Ashton’s Field and Wharton Lane) to enable Salford West to become a business location of choice (Salford West Regeneration Framework p.38 and 39)

  • Consider how sites for different business types can be delivered, including by the use of compulsory purchase to assemble sites and other planning tools including area action plans, simplified planning zones and local development orders (PPS4 para 2.1(j)).

  • All planning applications for economic development should be assessed against the following considerations:

  1. Whether the proposal has been planned over the lifetime of the development to limit carbon dioxide emissions and resilience to climate change;

  2. The accessibility of the proposal by a choice of means of transport;

  3. Whether the proposal secure high quality and inclusive design;

  4. The impact on economic and physical regeneration;

  5. The impact on local employment (PPS4 Policy EC10 para EC10.2).

  • When considering economic development proposals not in accordance with the development plan LPAs should: (a) weight market and other economic information alongside environmental and social information, (b) take full account of any longer term benefits and costs of development, and (c) consider whether those proposals help to meet wider objectives of the development plan (PPS4 Policy EC11 para EC11.1).

  • Within Established Employment Area, planning permission will be granted for a range of employment related developments, planning permission will only be granted for non-employment uses where it would not compromise the operating conditions of other remaining employment uses and:

    • there is no current or likely future demand; or

    • there is a strong environmental case; or

    • it would contribute to the implementation of an approved regeneration strategy or plan; or

    • the site is allocated for another use.
