TRANSPORT ASSESSMENT/ TRAVEL PLAN

  • Where development will have significant transport implications, Transport Assessments should be prepared and submitted alongside the relevant planning applications for development (PPG13 para.23)(UDP Policy A1)
  • Encourage adoption of Travel Plans (PPG13 para.87)(UDP Policy A1).
  • Develop a green travel plan for the city (Health Inequalities in Salford- a local strategy for action, p28)
  • School travel plans to include reference to public transport and safer routes to school (Claremont and Weaste Neighbourhood Plan Statement 2)
  • Travel plans should be submitted alongside planning applications which are likely to have significant transport implications, including:

  • All major developments comprising jobs, shopping, leisure and services (floorspace thresholds identified);

  • Any development of a smaller nature that will employ 200 or more staff;

  • Smaller development which would generate significant amounts of travel in, or near to, air quality management areas, and in other areas where there are local initiatives or targets;

  • All new and expanded school facilities; and

  • Where a travel plan would help address a particular local traffic problem associated with a planning application (Land use planning and public transport para 5.5.3).


INFRASTRUCTURE


  • Maintain, improve and make best use of existing transportation infrastructure (RSS RT4)

  • The priorities for transport investment and management will be determined in accordance with the Regional Economic Strategy, RSS transport objectives, spatial principles and the regional and sub-regional frameworks (RSS policy RT10)

HIGHWAYS


  • Vision of a well-maintained road network with real-time driver information for strategic routes and reduced congestion (Transport Ten Year Plan para.1.4).

  • Reduce congestion (The Northern Way p.18 and Business Plan 2005-2008 p.32) on our inter-urban strategic road network and in large urban areas to below 2000 levels by 2010 (Transport Ten Year Plan Annex 2)

  • Development will not be permitted where it would have an unacceptable impact on highway safety or the ability of the Strategic Route Network (including abnormal load routes)(UDP Policy A8).

  • Boost the capacity of the M62 corridor (The Northern Way p.18 and Business Plan 2005-2008 p. 32).

  • Deliver demand management and capacity /infrastructure improvements on the GM and Cheshire/Warrington motorway network (including the A556 link between the M6 and the M56)(NW RES p.40)

  • Deliver new roads linking:

    • Broadway and Centenary Way (the Broadway Link)(Central Salford Integrated Transport Strategy p.49) (Salford West p.34)

    • A57 and Trafford Park (Salford West p.34)

    • A57 and M62(UDP Policy A9)

    • A57 and A6144 (UDP Policy A9)

    • Reduce traffic levels by 30% along Chapel Street (Central Salford Integrated Transport Strategy p.45)

    • Divert traffic off the Crescent through a revision of the Broad Street/ Albion Way/ Crescent Junction (Central Salford Integrated Transport Strategy p.43)

    • Improvements to the following junctions:

    • A580/Langworthy Road (p.53)

    • Liverpool Street/Albion Way (p.55)

    • Liverpool Street/ Oldfield Road (p.55)

  • Deliver M60 JETTS improvements (SEDP p56)

ROAD SAFETY


  • Provide a safer transport network by increasing road users’ awareness of road safety and achieving a high level of maintenance (Community Plan p.51).

  • Improve road safety (GM Strategy p34)

  • Minimum target of a 40% reduction in the number of people killed or seriously injured in road accidents by 2010, compared to the average for 1994 to 1998 and 50% reduction in the number of children killed or seriously injured (Transport Ten Year Plan Annex 2)

  • Better the national target of a 10% reduction in the slight casualty rate (RSS Policy T4 p.129 and 191) (Transport Ten Year Plan Annex 2).

PARKING


  • Develop residential parking policies, taking account of expected levels of car ownership, the importance of promoting good design and the need to use land efficiently (PPS3 para. 16 and 51)

  • Policies in development plans should set levels of parking for broad classes of development. Standards should be designed to be used as part of a package of measures to promote sustainable transport choices and the efficient use of land, enable schemes to fit into central urban sites, promote linked-trips and access development for those without use of a car and to tackle congestion (PPS13 para 51)

  • Local planning authorities should, through their LDFs, set maximum parking standards for non-residential development (PPS4 paras 8.1 & 8.2. See also PPS4 Policy EC18)

  • Parking charges, enforcement and provision are all key elements of an effective strategy to manage the demand for travel by car. To maximise effectiveness, parking policies and provision should complement wider land-use and accessibility plans and strategies (RSS paragraph 8.7)

  • Develop maximum parking standards in accordance with the regional ceilings set out in table 8.1 (RSS Policy RT2)

  • Development with more than 1.5 off-street car parking spaces per dwelling is unlikely to be regarded as sustainable (Salford UDP Policy A10).

  • As part of an overall approach on parking, coving both the local transport plan and development plan, local authorities should adopt on-street measures to complement land use policies. Local authorities should set out appropriate levels and charges for parking which do not undermine the vitality of town centres. Parking enforcement should be proportionate (PPG13 para 56).

  • Enforce strict management of long stay parking in the Chapel Street area (Central Salford Integrated Transport Strategy p.45)



BUSES


  • Increase bus use in England (number of passenger journeys) from 2000 levels by 10% by 2010 (Transport Ten Year Plan Annex 2.)

  • To achieve significant modal shift, the bus network needs to attract more commuters. Whilst high quality services are being delivered by the best operators, particularly on the QBCs, quality on the rest of the network needs to be raised (LTP 3 p.28).

  • Construct the Leigh-Salford-Manchester Guided Busway (UDP Policy A5)(Central Salford Planning Guidance (Policy SC5)(Central Salford Integrated Transport Strategy p.23)

  • Deliver bus rapid transport along the Manchester to Bolton Corridor (Central Salford Integrated Transport Strategy p.23)

  • Introduce Quality Bus Corridors:

    • A6 /A580 Leigh Guided Busway (LTP p45)(UDP p103);

    • A56 Bury to Manchester(UDP Policy A5);

    • A6 through Swinton (UDP Policy A5);

    • A666 through Swinton (UDP Policy A5); and

    • A57/B5320 Cadishead to Eccles (UDP Policy A5)

  • Investigate potential for further QBCs:

    • A575 through Walkden and B5211 through Worsley, Winton and Patricroft (UDP Policy A5);

    • A5063 Trafford Road/ Albion Way (UDP Policy A5);

    • A576 Pendleton to Cheetham (UDP Policy A5); and

    • B5229 and B5231 Eccles to Swinton (UDP Policy A5).

      • Deliver cross city bus package allowing for through journeys across Manchester city centre from Salford, Middleton and Didsbury (LTP3 p45)

      • Improve the bus interchange within the town centre and improve bus services between Pendleton town centre and Salford Quays and Trafford Park (Pendleton Planning Guidance Policy 7)

      • Extend the free Metro Shuttle bus service to Pendleton and Salford Quays (Pendleton Planning Guidance Policy 7)

      • Extend the free Metro Shuttle service to better serve the Central area around Chapel Street and Greengate (Central Salford Integrated Transport Strategy p.24, 43 and 45)

      • Provide local bus service providing a link between Salford Crescent, Salford Quays and MediaCityUk via Pendleton and Langworthy (Central Salford Integrated Transport Strategy p.24)
