Deliberate Response JCIDS Documents and Document Review • Capability Production Document (CPD) • Prepared in EMD to support P&D • Must be validated and approved < MS C to support the MS C decision • Identifies production attributes for a single increment of a program • Rewritten for each increment in an evolutionary acquisition program • Contains “refined” KPPs, performance attributes, and cost / engineering estimates • Document Review • The J-8/Deputy Director for Requirements is the Gatekeeper for all JCIDS documents (regardless of ACAT) and other capability requirement related issues • J-8/DDR determines the degree to which a proposal affects the joint force. • Based on this review, a Joint Staffing Designator (JSD) is assigned. • The JSD determines the level of validation and approval of the capability document (More on Slide 74)
Key Performance Parameters (KPPs) Performance attributes of a system considered critical to the development of an effective military capability Identified by the sponsor Should be kept to a minimum Expressed in terms of Thresholds and Objectives Validated by JROC for JROC Interest Documents Failure to meet validated thresholds rescinds JROC validation Key System Attributes (KSAs) • Attributes or characteristics considered essential to achieving a balanced solution/approach to a system……BUT • Not critical enough to be designated a KPP • Must be measurable, testable, and quantifiable • Specified by the sponsor
KPP Structure • KPPs and KSAs: • Expressed as threshold/objective values • Contained in the CDD/CPD with KPPs included verbatim in the APB • Threshold value = The minimum acceptable value considered achievable within the available cost, schedule, and technology at L – to - M risk. • The objective value = The desired operational goal achievable but at higher risk in cost, schedule, and technology. NOTE: Performance above the objective does not justify additional expense. • Trade space = The difference between threshold and objective values sets the trade space for meeting the thresholds of multiple KPPs and/or KSAs. NOTE: “Initial Minimums” - For Information Systems (IS) the initial minimum value takes the place of the threshold value. Initial minimums are used only for IS, and have no corresponding objective values
