Integrated Test Team) as soon as practicable after the MDD • The TEMP is a signed contract among DT&E, the MDA, senior DoD leadership, the lead OTA, and the PM • The lead Operational Test Agency (OTA) will: • Prepare and report the results of at least one Early Operational Assessment (EOA) or Operational Assessment (OA) in support of one or more of the design phase life-cycle events (CDD Validation, Development RFP Release, or MS B) • EOA: An analysis of the program’s progress in identifying design constraints, developing capabilities, and mitigation program risks • OA: A test event conducted before initial production units are available and which incorporates substantial operational realism 43
