Planning Phase • The first step in the resource allocation process • Begins about three years in advance of the fiscal year for which budget • authority will be requested with a review of national defense policy (NDS • and NMS) • The Planning Phase: • Identifies the capabilities required to deter and defeat threats • Defines for the upcoming Programming Phase national defense • policies, objectives, strategy, and guidance for resources and force • requirements to meet the capabilities and objectives • Ends with the issuance of the Defense Planning Guidance (DPG) and Fiscal Guidance for the Programming Phase.
