1. General. The DOD, as compatible with its primary mission, will provide logistics support to NASA in conducting Space Shuttle operational missions. Support provided by the National Test Ranges will be identified in the appropriate Universal Documentation System publications. This annex identifies the specific support to be provided by DOD non-range organizations. Communications and medical requirements are addressed in Annexes K and Q, respectively. All reimbursable expenses incurred by DOD organizations tasked in this plan will be processed in accordance with Appendix 2.
2. Concept of Support.
a. DOD logistics support encompasses two levels of effort: The routine activity associated with maintenance of base resources to be employed should the orbiter land at the installation, and the additional activity associated with hosting a deployed operations team (DOT) responsible for processing the orbiter and payload for return to Kennedy Space Center. Currently established plans and procedures should ensure the reliability of those resources required in support of the orbiter landing. Additional detailed planning for DOT support is addressed in the department of Defense Manager’s Space Shuttle Support Turnaround Functional Plan 3611-XX.
b. DDMS will coordinate preplanned logistics support and post-mission requirements with the tasked organization. For Space Shuttle operations, DDMS will interface with the DOT and the affected organization to ensure appropriate support.
c. Procurement action may be necessary to satisfy requirements which are beyond existing capabilities. Such actions must be specifically coordinated and authorized by DDMS.
3. Tasks and Responsibilities.
a. Tasked commanders will identify equipment and facilities required to support an orbiter landing or contingency recovery of the astronauts. Organizational logistics plans, directives, and procedures will be reviewed and revised as necessary to ensure a high state of readiness to support.
b. Emergency landing site (ELS) commanders (which include launch abort and underburn sites) do not have a requirement to develop logistics plans. However, should an orbiter make an emergency landing, DDMS and NASA representatives will work with commanders to obtain support as necessary.

MORON AIR BASE, SPAIN, LAUNCH SUPPORT REQUIREMENTS
1. General. The 496th Air Base Squadron supports Space Shuttle missions at Moron Air Base (AB) as the host unit and at Zaragoza AB, Spain, as the OPR for DDMS requirements. A NASA team deploys to each of these sites to install the shuttle unique landing aids, which are required for contingency landings.
2. Specific Requirements.
a. The following shuttle unique landing aids are installed for runway 20 at Moron AB and are activated and operated by deployed NASA personnel for each launch:
(1) Microwave Scanning Beam Landing System (MSBLS).
(2) Ball/bar lights.
(3) Precision Approach Path Indicators (PAPI) lights at the 6500 and 7500 ft locations.
(4) Lighted Aim Point Identification Lighting System (APILS) at the 6500 ft location.
(5) Xenon lights for night operations.
b. The following support is required for NASA Space Shuttle operations at Moron AB:
(1) Coordination with SAF tower personnel for permission to launch weather balloons as tasked in Appendix 4 to Annex H.
(2) Telephone, teletype, and facsimile transmission capability between Moron AB and KSC/JSC.
(3) Office space for five persons and 300 sq ft of lockable storage space for MSBLS spares and test equipment. Backup electrical power for NASA operational and communications requirements at building 1411.
(4) A 10K rough terrain forklift or 20K forklift, for moving equipment and for installation of the SOAS (as identified in para. 3).
(5) Four personnel to assist the NASA predeployed team with installation and removal of the SOAS. Support is normally provided by deployed fire/crash/rescue personnel as coordinated by the DDMS Deployed Forces Commander (DFC).
(6) Logistics support for installation, removal, and packing of MSBLS and associated support equipment.
(7) Access to the base supply system for electrical parts, mechanical hardware, and miscellaneous supplies.
(8) Support from base facilities: motor pool, carpenter shop, machine shops, etc.
(9) Portable electric welding support as required.
(10) Fuel (gasoline) for operation of the 6.5 KW gas generators to power PAPI and APILS.
(11) Two flatbed trailers (minimum length 40 ft) for transporting Xenon lights for a night TAL opportunity. A fifth wheel tractor and driver are required to position and remove the trailers (as identified in para. 3).
(12) Three 30 KW generators for MSBLS backup power.
(13) Fuel for diesel generators.
(14) All required clearances for vehicles and personnel to access the taxiways/runway.
(15) Security at the PAPI light sites when supporting a mission.
(16) Servicing and parking for the C-130 (if supporting) and weather reconnaissance aircraft support (if required).
c. Support requirements for NASA operations at Moron and Zaragoza ABs, Spain, are specified in the support agreement (SA) between DDMS and the 31FW (for Moron AB) and fall into these areas:
(1) Security.
(2) Vehicle storage, maintenance, and supply.
(3) Shipping and receiving.
(4) Fuels.
(5) Access to the base supply system for parts, hardware, and supplies.
3. Vehicle and Ground Handling Equipment.
Leased vehicles used by NASA personnel for shuttle operations, will be stored and maintained (preventative and corrective) by Moron AB per SA.

SUPPORT COSTS
1. General. Services, supplies, materials, and related support rendered to NASA through DDMS in support of the Space Shuttle will be procured through reimbursable channels [Category I DD Form 448, Military Interdepartmental Purchase Request (MIPR), or AF Form 185, Project Order (PO)], and/or the use of direct citation of funds [AF Form 616, Fund Cite Authorization (FCA)].
2. Funding. Organizations that expect to incur recurring costs should formally request funding through DDMS-O (Operations Division) for validation as soon as the need for funding is identified. Indicate dollar amount by fiscal year and give detailed descriptions of services or support to be provided. Significant changes to annual requirements should be forwarded to DDMS-O NLT 31 Jan for the following fiscal year to ensure ample time to program the requirement. All other nonrecurring funding requirements should be identified to DDMS no later than 60 days prior to support being rendered.
3. Billing. Reference funding document MIPR/Advice/Project Order numbers on all obligating/ voucher/billing documents. Provide obligating/voucher/billing documents to: Defense Finance Accounting Service (DFAS-OR/FPVG), 2500 Leahy Ave, P.O. Box 934400, Orlando, FL 32893-4400. Provide advance information copies of obligating/voucher/billing documents to DDMS-FM, 1201 Edward H. White II Street, MS#7101, Patrick AFB, FL 32925-3239. If total charges exceed the amount available on the funding document, formally request a change or amendment to the funding document from DDMS-FM to increase funds before submitting the voucher/billing document.

1. Situation.
a. General. Following the DOD reorganization of 1 Oct 2002, Commander U.S. Strategic Command assumed responsibility as the DOD Manager, Manned Space Flight Support Operations. Reference c. specifies NASA and DOD areas of responsibility for PA matters concerning Space Shuttle contingencies and specifies that the U.S. Space Command Director of Public Affairs (U. S. Strategic Command Director of Public Affairs, USSTRATCOM/PA, following the DOD reoganization of 1 Oct 2002) is also Public Advisor to the DOD Manager (DOD Manager/PA). As such, USSTRATCOM/PA is responsible for Space Shuttle contingency PA policy, plans, and personnel contingency augmentation as they pertain to DOD specific support. USSTRATCOM/PA, while ultimately responsible, delegates these responsibilities to AFSPC/PA, and DDMS-P. References d. and e. assigned DDMS functions and administrative control and support, including Public Affairs, to the Air Force Space Command in 1999. Reference f. defines the topics, which may or may not be released regarding DOD participation in Space Shuttle operations with emphasis on missions totally dedicated to DOD payloads. Ref g. lists the Turnaround Functional Plan, a related reference. References h., i., and j. outline DOD Principles of Information and public affairs operations in a joint environment. This Annex provides specific guidance for DOD PA personnel in support of the Space Shuttle.
b. Policy. NASA/PAO is the primary authority on all Space Shuttle news releases, conferences, and media queries. Commander, DOD Manned Space Flight Support Office (DDMS-CC) has final approval authority for release of DOD information. (NOTE: the DOD Manager delegates final approval release authority to DDMS-CC). DOD Manager/PA is the office of primary responsibility for DOD public affairs policy decisions and guidance, with AFSPC/PA and DDMS-P (45SW/PA) offices of corollary responsibility, concerning Space Shuttle contingencies.
Mission.
a. To provide specific public affairs guidance for DOD PA personnel in support of NASA/PAO and DDMS during Space Shuttle contingency operations.
b. Prior to each Space Shuttle launch, DOD assets are deployed to selected airfields in the CONUS, Europe, and northwest Africa. These contingency sites provide immediate, safe landing sites for the Space Shuttle if it aborts during the ascent phase of launch. The deployed DOD personnel have Space Shuttle-specific contingency response training and will be prepared to support both nominal and contingency landings, as well as recovery of astronauts after bailout. DDMS validates and coordinates operational support resources requested by NASA and provided by the DOD for normal and contingency operations. The overall intent is for the DOD to support NASA by providing unique capabilities that do not adversely impact primary war fighting missions. These unique support capabilities include public affairs support. In the event a Space Shuttle contingency occurs, geographic combatant commanders will conduct contingency recovery operations to facilitate an expeditious search and rescue response to recover U.S. astronauts and the Space Shuttle and/or its payload from foreign territories or international areas when the shuttle fails to land at a predesignated abort location. DOD will continue to support turnaround operations until the orbiter is returned to Kennedy Space Center, Florida.
Execution.
a. Tasks/Responsibilities.
(1) USSTRATCOM/PA (DOD Manager/PA) will:
(a) Coordinate DOD public affairs support at overseas locations with the appropriate combatant command public affairs office (USEUCOM/PA and USPACOM/PA).
(b) Provide overarching public affairs policy, guidance, and coordination to the appropriate DOD public affairs office, and/or installation commanders at the DOD contingency site(s), when there is an exception or modification to this annex.
(c) Provide augmentation support to DDMS-P during extended turnaround operations required to prepare and return a Space Shuttle to the Kennedy Space Center, Florida.
(d) Provide a PA representative for the USSTRATCOM Crisis Action Team (CAT) in support of shuttle contingency operations, to include crash and/or salvage operations.
(e) Coordinate policy agreements and contingency public affairs policy guidance with NASA HQs in Washington DC and specifically with the Public Affairs Officer, Office of Space Flight, regarding revisions and updates to reference c.
(2) Commander, DOD Manned Space Flight Support Office (DDMS-CC) will:
(a) Ensure proper coordination of release materials (web pages, news releases, news advisories, web pages, printed information products, etc.) with NASA management officials, NASA PAO, DOD Manager/PA, AFSPC/PA, and DDMS-P.
(b) Act as final release authority for information pertaining to DOD Space Shuttle support operations. [NOTE: DOD Manager (COMSTRATCOM) delegates this release authority to Deputy DOD Manager (45SW/CC) and DDMS-CC.]
(3) AFSPC/PA, Peterson AFB, Colorado, will:
(a) Ensure that public affairs policy contained in this annex is reviewed at least annually with revisions provided to Directorate of Plans (DDMS-X) normally as part of the annual revision/update process.
(b) Provide coordinated policy and guidelines regarding DOD payloads manifested on Space Shuttle flights with DOD Manager/PA and DDMS‑P.
(c) Provide DDMS-P augmentation, as required, at specified sites during Space Shuttle missions.
Provide Space Shuttle contingency planning support to DOD Manager/PA, DDMS-P, and DDMS-X.
(4) 45 SW/PA (DDMS-P) will:
(a) Work directly for Deputy DOD Manager (45SW/CC) and DDMS-CC as the public affairs assistant to provide direct PA support for DOD Space Shuttle support operations. This includes, but is not limited to:
Meet with the DDMS-CC prior to the launch to confirm which PA personnel are supporting him for the mission. PA should establish a meeting place for escort to the NASA Press Site with the commander and review any mission specific messages.
Compile DDMS support information for the mission fact sheet and coordinate with DDMS-CC prior to release. This information sheet, which is distributed to the media, outlines what assets are supporting the mission and other contingency information (abort landing sites, etc.).
(b) Provide primary DOD manning and logistical support for the DOD media desk at the NASA News Center at Kennedy Space Center (KSC) on launch day and continuing through the post launch news conference. In the case of a contingency, DDMS-P will provide manning and logistical support for the DOD media desk at the NASA News Center as needed and required.
(c) Provide primary Space Shuttle planning support to DOD Manager/PA and AFSPC/PA.
(d) Develop timely release materials and products, as required, for NASA/PAO release after direct coordination with and approval from DDMS-CC, DOD Manager/PA, and AFSPC/PA. NASA/PAO is always the primary authority on all shuttle releases.
(e) Act as direct liaison with the NASA KSC Public Affairs Officer.
(f) Provide a fully qualified public affairs officer to augment the staff in the DDMS Support Operations Center (SOC), as required.
(g) Immediately advise HQ AFSPC/PA if any additional augmentation is needed from other PA agencies to support this plan.
(h) Ensure appropriate DDMS personnel receive media training and are equipped to interact with media during contingency operations.
(5) Installation PAOs. A complete listing of all DOD landing sites is provided at Appendix 1 to Annex C and Appendix 12 to Annex C of this FUNCPLAN. In the event of a landing at any DOD augmented/emergency landing sites, guidance from the Johnson Space Center Mission Control Center Public Affairs Officer (JSC MCC PAO) will be provided through DDMS-P at the SOC until the NASA/PAO and DDMS-P representative arrives on the scene. The specific procedures are described below and in Appendix 1. The DOD installation PA at the affected site, in coordination with the installation commander, will:
(a) Develop a contingency public affairs plan and provide copies (electronic preferred) to DOD Manager/PA, AFSPC/PA, and DDMS-P along with current site media packet/info materials in accordance with this annex.
(b) Plan media center and media control/access procedures to allow execution of the plan on notification of a contingency.
(c) Upon notification of a contingency, establish and maintain contact as necessary through the SOC for guidance from JSC MCC PAO until the NASA/PAO and/or the DDMS-P representative arrives on scene with the Rapid Response Team (RRT).
(d) Assist in providing logistical support for the NASA and DDMS‑P representatives.
(e) Provide DDMS related support information and site activity information to NASA/PAO after direct coordination with DDMS-CC and informing DOD Manager/PA and AFSPC/PA.
(f) Not release any information about the Space Shuttle, its crew, or payload without prior coordination and approval from DDMS-CC and NASA/PAO or NASA Ground Operations Manager (GOM) on site.
(g) Specific base/unit instructions are provided in paragraphs 1 through 5 as follows:
1. Air Force Flight Test Center (AFFTC), Edwards AFB, California, will:
Provide primary DOD manning and logistical support for media operations during landing operations at Edwards AFB.
Provide Space Shuttle planning support, as required/requested, to DOD Manager/PA, AFSPC/PA, and DDMS-P.
Be a direct liaison with the NASA Dryden Flight Research Facility/PAO for Space Shuttle landings.
2. White Sands Missile Range, Public Affairs Officer (WSMR/PAO) New Mexico. White Sands Space Harbor (WSSH) might be identified as an alternate landing site. In case of a landing at WSSH, a NASA/PAO representative, in conjunction with WSMR/ PAO, will provide media liaison and support. WSMR/PAO will also:
a. Provide media center and media control access procedures to allow execution on notice of landing.
b. Provide sufficient personnel to augment NASA/PAO, as required, to help support the joint NASA-DOD media site and seek augmentation and support from Holloman AFB/PA, New Mexico, as required.
c. Assist in providing logistical support for NASA/PAO and staff personnel.
d. Provide Space Shuttle contingency planning support, as requested, to DOD Manager/PA, AFSPC/PA and DDMS-P.
3. Holloman AFB/PA, New Mexico, will:
a. Augment and support WSMR/PAO, as required.
b. Provide Space Shuttle planning support, as requested, to DOD Manager/PA, AFSPC/PA, and DDMS-P.
4. HQ USEUCOM/PA with DOD ALS/ELS locations within their theater will:
a. Designate an on-call PA to augment an ALS/ELS through combatant command operations channels (J3).
b. As tasked, deploy the PA officer to support DDMS-P.
c. Ensure designated PA representative is thoroughly familiar with the contents of this FUNCPLAN, Turnaround Functional Plan 3611-XX (reference g.) and the public affairs annexes for each.
d. Provide Space Shuttle planning support, as requested, to DOD Manager/PA, AFSPC/PA, and DDMS-P.
e. The NASA Ground Operations Manager (GOM) is the official spokesperson for NASA operations at the Transoceanic Abort Landing (TAL) site until the arrival of the NASA/PAO. Upon arrival of the NASA Rapid Response Team (RRT), the designated NASA/PAO will assume the role of the spokesperson concerning the orbiter and crew. Specific DOD related questions will be referred to DDMS-P.
5. 14AF/SPACEAF and 30SW/PA will:
a. Provide launch-related expertise and advice to AFSPC/PA and DDMS-P as requested/required.
b. Provide personnel augmentation support to DDMS as requested by AFSPC/PA and DDMS-P.
b. Coordinating Instructions.
(1) Coordination of Release of Information. NASA mission management and NASA/PAO, in coordination with DDMS-CC, will review and approve news releases and media query responses.
(2) Reporting requirements.
(a) For nominal (or non-contingency) missions, reporting will be by exception. Units experiencing news media attention or other public affairs activity that is not routine will report specific details to DDMS-P and inform AFSPC/PA and DOD Manager/PA.
(b) If JTF-DDMS stands up for a turnaround operation, DDMS-P will provide daily PA updates to JTF-DDMS-J3 for inclusion in the JTF SITREP. DDMS-P will provide, DDMS-X, an after action report (AAR) within seven days of return to home station.
When contingency operations (i.e., emergency landing, crash, explosion, salvage
operations, etc.) occur, units will fax an interim report ASAP to DDMS-SOC, (321) 494-9648 or DSN 854-9648 with info to DOD Manager/PA, DSN 692-3165 and AFSPC/PA, DSN 692-6013. All reports will be followed by electronic report (within 24 hrs) with additional pertinent news clips, photos, or other details, provided electronically or by mail as soon as possible after publication.
