NCLB Categories Overview


  • With the exception of FSAHS and WECS, the percentage of Special Education (SPED) students served is lower at all charters than the FCS average.

  • All start up schools in the north serve students of Asian background at a higher average.

  • Fulton Science Academy MS, Sunshine and Fulton Science Academy High School serve male students at a higher average. However, the attendance pattern is not straight; the students served at FSAMS are not strongly matriculating to FSAHS.

  • Hapeville Middle and KIPP SFA serve black female students at a higher average.

  • Main Street Academy and KIPP SFA serve middle income black families at a higher average.

  • All the conversion charters serve Hispanic/Latino families at a higher average.

  • There is a significant entry of white students and a significant exit of Hispanic students in the transition from the conversion middle school to the conversion high school. The black population remains relatively stable.

Governance Operations

Summary Page
Charter law allows school systems to delegate certain specific responsibilities to local governing bodies as specified by the charter contract. According to O. C. G. A. 20-2-2062:
"School level governance" means decision-making authority in:

  • personnel decisions,

  • financial decisions,

  • curriculum and instruction,

  • resource allocation,

  • establishing and monitoring the achievement of school improvement goals, and

  • school operations.”

While Local School Advisory Councils (LSAC) may advise the principal, Governing Boards retain true authority to establish school policy.


New this year, FCS has started conducting training for governing board members to assist them in this important task. In September, 68 governing board members attended a five hour workshop held at North Springs Charter High School. The topics covered included:

Performance Assessments
A follow up survey will be conducted in January to ask participants about the usefulness of the material presented. The intervening three months timeframe was to allow the governing boards time to discuss the concepts presented and review their internal operations as they relate to the training material.


  • Every charter was represented at the training. Initial Survey results indicate that the training topics were timely and useful.

  • Four governing boards requested and have received additional training and/or presentations on governance issues.

  • All governing board members have had fingerprint and background checks.

  • Every charter was requested to begin compliance with the Open Meeting Act and all related Sunshine laws. Beginning in January, such compliance will be monitored. Currently, only half the charter governing boards are in compliance.

Governance Board (GB) Training Brief
The entire workshop presentation is available from the FCS Charter Department. However, the summary learnings of each of the four topics covered are as follows:

Governance Theory

  • The GB needs to agree on a philosophy of governance in order to be effective.

  • The GB is not a group of individuals; it is a single unit.

  • Principals will come and go; the GB remains.

  • The GB works for two bosses: The GB spends the monies of the taxpayer to educate the children of the community.

  • THE GB IS HELD ACCOUNTABLE


Charter Law

  • Have access to a lawyer.

  • Post your Meetings and Minutes on line.

  • Establish a “policy book” that contains the agendas, minutes and an organized set of GB board’s policies.

  • Follow ALL of FCS directions when it comes to federal programs

  • TRANSPARENCY


Financial Practices

  • Budget needs to be a line item at every meeting and included in the public minutes.

  • The proposed budget, the actual, and the year to date are good top liners.

  • Run Capital Accounts on separate books.

  • GB don’t have to crunch their own numbers.

  • GB have free access to school, county, state, and national comparators.

  • GB can drill down to subgroup performance.

Academic Performance

Charter schools are required to meet or exceed the same academic expectations as typical schools, are held accountable under the No Child Left Behind Act (NCLB), and are required to participate in all state mandated tests.
Additional nationally normed tests such at the ITBS or the Terra Nova can be selected by the charter governing body.
FCS requires that charters also compare their student performance to similar typical school performance. FCS has included the charter schools in our Value Added Framework (VAF) and that report was given to all governing boards in September. The individual reports for each school in FCS are also already available to the FCBOE.
Therefore, to avoid repetition, this report compares charter school academic performance on the national normed ITBS to typical FCS schools with similar poverty levels in the “high stakes” grades of third, fifth, and eighth grades. Since not every student must take the national Scholastic Aptitude Test (SAT) or American College Testing (ACT), the scores of the GHSGT will be analyzed for the eleventh grade. The Value Added Report reflects the EOCT scores; this analysis is a separate and distinct measure.
There exists a very strong relationship between poverty levels in a school and overall school performance on standardized tests. A trend line on the attached charts indicates the expected performance levels of a school as predicted by the poverty level in the school. Analysis for each of the “high stakes” grades follows:

Financial Assessment

Start Up Charters
FCS start up charter schools are required to submit financial statements every month and their Annual Audit each October 1. This is the first year of operation for both Main Street Academy and Fulton Sunshine Academy. They will be audited next year, but, as of this writing, do not have financial information which can be included in this analysis.
The May 2009 report from the National Consensus Panel on Charter School Operational Quality sponsored in part by the National Association of Charter School Authorizers indicated the Liquidity, Sustainability, and Occupancy Expenses were useful measures of a charter schools’ financial performance. Based on feedback from board members as well as the as the October 2010 charter case study from the Andrew Young School of Policy Studies at Georgia State University, a Debt – Asset measure has also been included.
1. Liquidity Ratio compares a charter school’s assets (what they “own”) to liabilities (what they “owe”). The charter’s total assets less their total liability as a percentage of their total expenses calculates the liquidity ration in the below table. A school with a high liquidity ratio is better able to raise additional capital, either through selling off or borrowing, against its assets.
Since the December 2009 report:


  • Amana and Hapeville’s liquidity ratio decreased, due in part to the construction taking place at both campuses.

  • FSAHS (TEACH) improved its liquidity ratio. This is a direct result of the FCBOE directive to lower the charter’s liabilities as a condition of renewal.

  • FSAMS remains relatively unchanged

  • KIPP SFA improved its liquidity ratio. The charter’s assets have increased and the liabilities decreased while expenses have remained relatively the same.
