The work that you propose, although very important, is not relevant to the sort of research to be funded from this solicitation. If I understand correctly, the work you outlined mainly relates to calibration issues for remote sensing whereas the goal of this solicitation is to develop new sensors. I would encourage you to discuss the work you outlined with the appropriate Program Manager in Atmospheric Sciences as they will be able to provide you with better advice as to where this proposal should be submitted.
