6.2 Twinning Light

CAFIA has necessary structure to manage the finances and handle logistics required for its organization and implementation. The CAFIA´s International Cooperation Section in Brno will be in charge of administration of the project. Duration of the workplan is scheduled for 6 months. In addition, related administrative procedures can take up to three 3 months.



  1. Sustainability

Project beneficiary is convinced that it has the capacity to make use of project outcomes in the future and continue project activities. The maintenance of knowledge and practical experiences obtained via the seminars and study visits are one of the project’s key priorities. In this respect, the seminars could be regarded as the trainings of trainers who will consecutively hand on information to the present and future colleagues.

CAFIA also intends to use the staff trained as experts for a twinning out with EU candidate countries.


There are three elements of sustainability: institutional, financial and political stability.

CAFIA:


  • is an institution with a defined vision, mission, and values

  • has developed technical competency of the staff

  • conducts its performance reviews

  • is certified according to ISO 9001:2000

  • is flexible and able to adapt to the changing internal and external environments

  • has a tradition of more than 50 years in food safety

  • is an indispensable part of the food safety system in the Czech Republic

  • is an organizational unit of the Czech Ministry of Agriculture

  • is funded from the government budget

  • has its policy in line with EU requirements and long term perspectives



  1. Conditionality and sequencing

Availability of the required MSs short term experts is crucial for the project.

The food law enforcement by the Czech Agriculture and Food Inspection Authority is strengthened (in line with the Regulations No 178/2002/EC, 852/2004/EC, 882/2004/EC, 396/2005, 401/2006, 856/2005, 2073/2005, 2568/91 and 213/2001)


  • Inspection and laboratory capacities and skills are strengthened (implementation and enforcement of acquis in various food business operators, namely the foreign substances control and detection, irradiation of food and radioactivity, food labelling, and enhancing the laboratory capacity of the National Reference Laboratory in Prague and the laboratory in Brno)

  • CAFIA staff trained and able to implement mentioned food law precisely after the end of the project

  • New analytical methods for pesticides, mycotoxins and enterotoxins accredited by the end of 2012.




  • Wider range of foodstuffs inspected in by 2012 (also in the point of irradiation treatment)

  • New molecular biological method accredited by 2012.

  • CAFIA fulfil obligations stemming from the role of national reference laboratory in designated areas after the end of the project

I. Training


  • The important information regarding the mission, vision, food surveillance activities, system of inspection and control procedures of project partners will be handed on.

  • Knowledge will be handed on to the CAFIA’s staff participating in the seminars Foreign substances and contaminants in foodstuffs and Irradiation of food and radioactivity. Trainings will contribute to more efficient preparation for official controls and partially to the fulfilment of the Article 6 (Regulation No 882/2004/EC) concerning training of the competent authority staff. The training in Food labelling, Molecular biological methods, Protein based methods and Detection of fats and oils adulteration will contribute to the enforcement of the Article 8 (Regulation No 178/2002/EC).




  • CAFIA’s staff trained in a range of laboratory seminars will be able to formulate concrete laboratory management procedures and laboratory practice to ensure proper implementation of the relevant acquis and apply new analytical methods.


  • The trainings in Pesticides analysis by LC/MS/MS triplequad, Analysis of mycotoxins recently included into EC legislation and Allergens and enterotoxins analysis by ELISA method will result in the fact that CAFIA’s laboratory in Prague has the capacity to cope with the tasks stemming from the role of national reference laboratory according to the Article 33 of Regulation No 882/2004/EC.



II. Transfer of know-how via study visits
CAFIA is able to cover by its methods substances given by EC legislation mentioned hereafter. The trained staff in charge will be capable to carry out analysis in order to ensure that duties and requests stemming from the relevant acquis (Article 8, Regulation No 178/2002/EC; Directive No 2003/13/EC; Directive No 2003/14/EC; Regulation No 396/2005/EC; Recommendation No 2006/26/EC; Regulation No 401/2006; Regulation No 856/2005; Decision No 2006/504/EC; Directive No 2003/89/EC; Regulation No 2073/2005/EC; Regulation No 2568/1991/EC; Regulation No 213/2001/EC; Directive No 2000/36) are fulfilled.



  • The report from Introductory seminar is written and handed on to other participants within training activities (i.e. by the end of project).



  • At least one internal CAFIA document, i.e. internal organisation rule and/or guideline on control procedures, practices and techniques will be updated and/or new one will be set up in connection with the proposed seminars by the end of the project.




  • Recent methods (molecular biological methods, protein based methods, detection of fats and oils adulteration, pesticides analysis, mycotoxins analysis, allergens and enterotoxins analysis) will be demonstrated and their practical application will be proposed by the end of the project


  • At least one currently used method will be fine-tuned and/or new one will be implemented by the end of the project.




  • The CAFIA is able to conduct analysis of the majority of substances mentioned in the described EC legislation.
