OPERATIONAL NOTES

On Oct. 21, 1999, U.S. satellites, reportedly belonging to the Defense Support Program , tracked two SRBMs launched from the Russian city of Mozdok. The missiles made an impact approximately 60 mi (97 km) northeast of Grozny, hitting a crowded marketplace and a maternity ward. Reports from the regio n indicated that 143 people were killed in the attack. Intelligence analysts believed the missiles were SS-21 Scarabs.
