FACTORS FOR PHASE II PROPOSALS

WEIGHT

  1. The soundness and technical merit of the proposed approach based on:

  1. Identification of clear measureable goals (milestones) that have a reasonable chance of meeting the topic objective in Phase II;

The approach is innovative and not routine,

Offeror’s ability to implement technical approach, i.e., has or can obtain the resources (facilities, personnel and equipment) suitable to the task.

ccclxxixThe potential of the proposed research for commercialization, as documented in the offeror’s Commercialization Plan and evidenced by (a) the offeror’s record of successfully commercializing its prior SBIR/STTR or other research projects (b) commitments of additional investment during Phase I and Phase III from private sector or other non-SBIR funding sources, and (c) any other indicators of commercial potential for the proposed research.

ccclxxxThe qualifications of the proposed PDs/PIs, supporting staff and consultants.

For proposals designating multiple PDs/PIs, is the leadership approach, including the designated roles and responsibilities, governance, and organizational structure, consistent with and justified by the aims of the project and the expertise of each of the PDs/PIs?

ccclxxxiThe adequacy and suitability of the facilities and research environment.

Technical reviewers will base their conclusions only on information contained in the proposal. It cannot be assumed that reviewers are acquainted with the firm or key individuals or any referenced experiments. Relevant supporting data such as journal articles, literature, including Government publications, etc., should be contained or referenced in the proposal and will count toward the page limit.

ccclxxxi.1Award Decisions


For proposals recommended for award, the awarding component considers the following:

  1. Ratings resulting from the scientific/technical evaluation process;

ccclxxxiiAreas of high program relevance;

ccclxxxiiiProgram balance (i.e., balance among areas of research); and

ccclxxxivAvailability of funds.

ccclxxxvCost/Price

The agency is not under any obligation to fund any proposal or make any specific number of contract awards in a given research topic area. The agency may also elect to fund several or none of the proposals received within a given topic area. The SBIR contract projects do not require establishing a competitive range or requesting final proposal revisions before reaching source selection decisions.

ccclxxxviPROPOSAL SUBMISSION

ccclxxxvi.1Limitation on the Length of the Technical Proposal.


SBIR Phase I technical proposals (Item 1) shall not exceed 50 pages.

SBIR Phase II technical proposals (Item 1) shall not exceed 150 pages. All pages shall be single-sided, single-spaced pages for the entire proposal, all inclusive [including all pages, cover sheet(s), tables, CVs, resumes, references, pictures/graphics, and all enclosures, appendices or attachments, etc.]. Proposal pages shall be numbered “Page 1 of 50,” “Page 2 of 50,” and so on. Pages shall be of standard size (8.5” X 11”) with a font size of 11 points (or larger). Two sided pages count as two pages. There are NO exclusions to the page limit – the technical proposal shall not exceed 50 pages for Phase I, and 150 pages for Phase II. Pages in excess of the page limitation will be removed from the proposal and will not be read, considered, or evaluated.


ccclxxxvi.2Submission, Modifications, Revision, and Withdrawal of Proposals


  1. Offerors are responsible for submitting proposals, and any revisions, and modifications, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Offerors may use any transmission method authorized by the solicitation (i.e., regular mail, electronic commerce, or facsimile). If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposals are due.

(1) Any proposal, modification, or revision, that is received at the designated Government office after the exact time specified for receipt of proposals is “late” and will not be considered unless it is received before award is made, the contracting officer determines that accepting the late proposal would not unduly delay the acquisition ; and—

  1. If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals; or

ccclxxxviiThere is acceptable evidence to establish that it was received at the Government installation designated for receipt of proposals and was under the Government’s control prior to the time set for receipt of proposals; or

ccclxxxviiiIt was the only proposal received under the HHS Component Topic.



  1. However, a late modification of an otherwise successful proposal, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

ccclxxxixAcceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

cccxcIf an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the Government office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation closing date, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

cccxciProposals may be withdrawn by written notice at any time before award. One copy of withdrawn proposals should be retained in the contract file (see 4.803(a) (10)). Extra copies of the withdrawn proposals may be destroyed or returned to the offeror at the offerors request. Extremely bulky proposals must only be returned at the offeror’s request and expense.

cccxciiThe contracting officer must promptly notify any offeror if its proposal, modification, or revision was received late, and must inform the offeror whether its proposal will be considered, unless contract award is imminent and the notice prescribed in 15.503(b) would suffice.

cccxciiiLate proposals and modifications that are not considered must be held unopened, unless opened for identification, until after award and then retained with other unsuccessful proposals.

cccxcivIf available, the following must be included in the contracting office files for each late proposal, modification, revision, or withdrawal:



  1. The date and hour of receipt.

cccxcvA statement regarding whether the proposal was considered for award, with supporting rationale.

cccxcviThe envelope, wrapper, or other evidence of date of receipt.
