The Regional Office of Small Business Utilization (ROSBU) should be one of your first points of contact if you are interested in doing business with the Federal Government. As GSA Regional small business advocate, ROSBU is the liaison between GSA, the U.S. Small Business Administration (SBA) and other Federal agencies and military organizations. ROSBU monitors regional contracting programs and goals to ensure that small businesses are included in prime contract awards and subcontracting opportunities. ROSBU develops opportunities to expand small business participation in both of these contracting areas.


Each ROSBU office is staffed with business development specialists who can provide information, assistance and marketing advice concerning current bidding opportunities at GSA, FedBizOpps electronic posting system, general business counseling services, various government contracting and procurement preference programs.
By participating in such outreach activities as networking sessions, workshops, training and procurement conferences, as well as other public forums, the small business community has the opportunity to meet key contracting experts and be counseled on the procurement process.
GSA and the Small Business Administration have set the following goals for prime contracting in fiscal year 2004:

GSA has a web site where it publishes the Forecast of GSA Contracting Opportunities, Doing Business With GSA and GSA Subcontracting Directory. The Forecast is a listing of GSA’s projected requirements for the next several years. If you identify a procurement that interests you, feel free to contact the contracting officer listed in the procurement description to obtain additional information. Doing Business With GSA explains the Agency's procurement and contracting practices, as well as the Procurement Preference Programs. The Subcontracting Directory lists GSA prime contractors for those businesses seeking subcontracting opportunities. You must contact the listed companies directly to market your firm’s capabilities. We recommend you visit our web site at http://www.gsa.gov/oed/oedpubs.htm to view or download these publications.
The Small Business Administration (SBA) has a vendor database, the PRO-Net System, that is nationwide in scope. PRO-Net is an internet-based contractor registration program that provides access to the FedBizOpps, Federal agency home pages, and the sources of procurement opportunities. Through this system, registered firms can update and maintain their own profiles, link their home pages to their profiles, and receive and ask questions about procurement opportunities. GSA’s Office of Small Business Utilization (OSBU) has established a national database of vendors that market GSA for business. When contracting opportunities arise, the database will make vendor information readily available for GSA procurement personnel to identify potential bidders.
