13 – 2. Authority a. Government Performance Results Act- Modernization Act (GPRA – MA) of 2010. GPRA – MA 2010 establishes a methodology framework for establishing ASAP process, output, and outcome indicators to aid all facets of the evaluation effort. b. The ARD retains the authority to conduct all evaluations of installation ASAPs. This evaluation authority includes the following functions deterrence, prevention, and assistance. ARD delegates the responsibility to execute substance abuse process compliance inspections to IMCOM, AMC and MEDCOM.
