1. Purpose The Army’s Civilian DTP contributes to the accomplishment of the Army’s mission and the safety of the entire workforce. This chapter specifies policies of the ASAP pertaining to DA Civilians. Additional instructions and procedural guidance are provided in DA Pam 600

2. Background On 15 September 1986, Executive Order (EO) 12564 established the foundation fora DFW. This EO directed Federal agencies to develop a plan for achieving a DFW, while upholding the rights and protections afforded to the Government, the workforce, and the general public. In support of EO 12564, the Army implemented its civilian employee DTP.
