|
Launched in July 2013, was inspired by the WIKHYDRO experience.
The platform was developed by CETMEF (Institute for inland and maritime waterways under the direction of the General Commission for Sustainable Development (CGDD) of the French Ministry of Ecology, Sustainable Development and Energy (Ministère de l'Ecologie du Développement durable et de l'Energie - MEDDE) in the framework of the French National Plan of Adaptation to Climate Change (NAPCC).
Wiklimat is a collaborative platform (based on a Wiki like structure) for sharing knowledge between actors of adaptation to climate change: everyone can document the French initiatives on adaptation to climate change and each actor can share experience and achievements.
Wiklimat aims to facilitate the sharing of knowledge and know-how from multiple sectors. (a)
Developed adaptation measures can be searched through an interactive map.
Each result page can be accessed from three entry points: “Issues”, “Backgrounds” and “Territories”. The further category “Knowledge / Actors” identifies key stakeholder organizations in the field of adaptation in support of files’ presentation.
Through the Geoportal tool, the location of each presented result is indicated, to promote the territorial reading of Wiklimat.
|
Business model – Coordination of platform contributions and editorial design is provided by the ONERC (The National Observatory on the effects of global warming – see below for further info).
Target audience –matches with the contributors audience: officers of public institutions operating in the field of climate change adaptation, agents of decentralized State services, pilots actors identified in the National Adaptation Plan, communities and territorial observatories, consulting firms and companies, associations and non-governmental organizations.
Funding – info not available. Since the leading organization is the French Ministry MEDDE, Wiklimat is likely state-funded. (THIS SHOULD BE FURTHER INVESTIGATED through contact).
|
Links to Climate Services - No actual links with climate services at the present, but plans exist to link it to the national climate service DRIAS (see below).
Links to DRR - the portal includes information on the National Observatory natural Hazards (Observatoire National des Risques Naturels - ONRN, http://www.onrn.fr/). The implementation of this observatory strengthens the link between insurance and prevention and provides a framework for gathering players around prevention of natural hazards data and indicators of vulnerability reduction.
|
Future link it to the national climate service DRIAS (see below).

Observatoire national sur les effets du réchauffement climatique (ONERC) - The National Observatory on the effects of global warming under the French Ministry MEDDE
|
http://www.developpement-durable.gouv.fr/The-Observatory-ONERC.html
|
ONERC was established in 2001 by the French Parliament and the Government to deal with questions related to climate change effects, and it operates under the aegis of the French Ministry MEDDE. The original mission of the Observatory - to collect and disseminate information, studies and research on the risks linked to global warming and to extreme climate phenomena; to formulate recommendations on measures for prevention and adaptation to limit the risks linked to climate change - was extended in 2004 with the assignment of the coordination of adaptation activities in France and the preparation of an overall strategic framework.(b)

DRIAS service Futures of climate - climate projections for adaptation of our societies.
|
http://www.drias-climat.fr/accompagnement/legalnotices
|
DRIAS provides regionalized climate projections by French climate modelling laboratories (IPSL, CERFACS, CNRM-GAME). Climate information is delivered in various graphical and numerical forms.
DRIAS has 3 main sections: the “support area” provides a guide to use and best practices for climate projections; the “discovery centre” provides the information to understand different axes, models, emission scenarios, parameters and climate indices; the “space data and products” section is dedicated to the control and download of digital data.
Products include: main atmospheric parameters and climate indices from regionalized climate simulations, performed by major French climate modelling teams.
The portal allows an interactive exploration of the information made available in DRIAS Futures of climate, visualizing, using maps, various simulated climate change scenarios for the next century over France.
The website is a multi-partnership endeavour. Coordination and services are implemented by Direction of Climatology at Météo-France, public organism belonging to the French Ministry MEDDE.
|
Business model – support for users, host and maintenance of the web portal are implemented by Météo-France. Users can order then download the products.
Target users – DRIAS is designed for a wide spectrum of users (scientists, laboratories, universities, etc.) and non-experts (decision-makers, stakeholders, etc.) and people implied and interested in climate change impacts and adaptation issues.
Funding – info not available. Since the leading organization is the French Ministry MEDDE, DRIAS is likely state-funded. (THIS MIGHT BE FURTHER INVESTIGATED).

KomPass - Competence Centre on Climate Impacts and Adaptation
|
http://www.umweltbundesamt.de/en/topics/climate-energy/climate-change-adaptation/kompass
|
Former National Adaptation Portal http://www.anpassung.net/ launched in 2008 as a follow up of the NAS process. The 2008 NAS was supplemented by a 2011 NAP requiring the strengthening of the Adaptation Portal. This was re-launched after improvement in 2013. The platform is now integrated into the Umweltbundesamt (UBA) - the Environmental Federal Agency website (as one of the thematic websites).
One of the main tasks of KomPass is to develop and implement the German Adaptation Strategy (DAS) and to identify ways towards a resilient society.
For that purpose, KomPass compiles the latest research findings on climate impacts and potential adaptation measures and uses them to develop target group-specific information products. The majority can be found on the website.
KomPass promotes the cooperation and networking among stakeholders responsible for adaptation through: workshops and conferences, expert dialogues and cooperation exchanges on climate adaptation.
Is states that: the “Tatenbank”, the project catalogue on climate impacts and adaptation and the Klimanavigator (see below) constitute further useful tools for successful climate change adaptation.
|
Business model – the majority of information products for target groups are available on the website. KomPass pursues its goals through projects some of which are presented in the portal.
Target users –authorities, scientists, industrial and environmental associations and citizens
Funding – the development of the platform services were based on projects funded by the Federal Ministry of the Environment (in charge of the NAS) The maintenance of the platform is funded by UBA (as the host).
|
Links to Climate Services - The relationship between Kompass and the (below mentioned) CSC is an example of complementarity and positive collaboration between adaptation platform and climate service.
Links to DRR - Identification and assessment of risks is one of the topics of the Portal.
Furthermore, in Germany there are informal links: annual workshops are organized to exchange info on ongoing activities by both groups on DRR and CCA.

Klimanavigator - The directory for climate-knowledge in Germany
|
http://www.klimanavigator.com/
[Note: German only Website.
Part of the info here reported was translated through an on-line translator.]
|
Since July 2011, more than 50 institutions of the German Climate Research have joined forces to run the Klimanavigator as a national Internet portal for climate information.
The objective of the Klimanavigator is to provide an overview of the climate-related research as well as on climate change and climate adaptation initiatives on a universally understandable level and on the international current state of research.
It provides: knowledge on climate change - the current state of research, German and regional climate atlases (on the basis of observational data and regional climate projections showing either the already observed and the expected changes in different climate variables for Germany and for different regions in Germany) and a directory of institutions and associations (research institutions have to apply for partnership). There are dossiers on interdisciplinary emphases that are jointly created by scientists and reviewed externally.
The Climate Service Center – CSC Germany (http://www.climate-service-center.de/) is the initiator of the Klimanavigator and assists the technical side. The CSC is a research-oriented service institution which was created within the Hightech-Strategy on Climate Protection of the German Federal Government, established in January 2009 at the Helmholtz-Center, and is funded by the Federal Ministry of Education and Research (BMBF).
The Klimanavigator is a standalone portal with original trade mark and corporate design (and is pointed to by the CSC Website).
Apart from the content, strategic and conceptual orientation and the admission of new portal partner are decided at the annual meeting in which all portal partners are represented. Participation in the Klimanavigator requires the signing of a cooperation agreement and is free for the partners. The partners have the opportunity to contribute to the content and the design of the portal.

C3-Alps Knowledge Inventory Platform (KIP) [future Climate Adaptation Web Platform]
|
http://www.c3alps.eu/
|
The C3-Alps initiative (Capitalising Climate Change Knowledge for Adaptation in the Alpine Space) is conducted by a transnational consortium of 17 partners from all Alpine countries.
The partnership combines authorities responsible for climate adaptation policies on national and regional levels and expert institutions that support national and European adaptation strategies.
C3-Alps is coordinated by the Environment Agency Austria and is co-funded by the Alpine Space programme, through the European Regional Development Fund – European Territorial Cooperation 2007-2013.
The project's runtime will last from January 2012 to December 2014.
Within C3-Alps a Knowledge Inventory Platform (KIP) is being developed aiming at the production of a Climate Adaptation Web Platform.
|
C3-Alps is co-funded by the Alpine Space programme, through the European Regional Development Fund – European Territorial Cooperation 2007-2013.
The target groups are defined using a user oriented approach: municipalities, public administration.
The objective is the provision of customized products in the national, regional and local ‘languages’.
The underlying questions behind the development of the KIP were: What knowledge has been produced? Is that knowledge relevant and complete? Is it able to support a complete strategy? Is something missing? Is this knowledge useful? Is it able to match the target group requirements? How to improve the efficacy of that knowledge?
The KIP aims at: (1) collection of knowledge relevant for the Alps; (2) compare, analyse and synthesize the knowledge to assure it is complete and practically sound; (3) organize and prepare the knowledge to make it useful and practical; (4) target group oriented information products with an easy access via web portal; (5) provide smart search options.
|
Not known.
|
Current work plan includes: (a) Compiling and commenting thematic collections; (b) Customizing products for target groups and regions; (c) Designing web architecture and target group oriented user functionalities.
