2.2.1.1The Operations Subcontractor shall appoint suitably trained personnel and/or subcontractors in order to provide the Fire Detection and Protection System Maintenance and the Fire Emergency Management Service required herein. 7
2.2.2Quality Control 7
2.2.2.1Planned inspections based on the requirements in Schedule 6 Part 1 B. Planned inspections are scheduled into the Facilities Management System so that the inspection and the results are recorded and actioned accordingly; 7
2.2.2.2Call centre concerns about the Services set out herein, are actioned and results recorded against the particular call; and 7
2.2.2.3Client satisfaction surveys. 7
2.2.3Training 7
2.2.3.1All service providers will be required to attend a Site training program where they will be briefed on-site procedures and the House Rules. Each candidate will sign that they have received the training. 7
2.2.3.2The service technician will be trained in the following disciplines: 7
2.2.3.3CoT employees will be identified by the CoT to receive training as fire wardens and first aiders. Training and retraining will be done on an annual basis to accommodate changes to staff. There should always be enough sufficiently trained CoT employees to handle emergencies. The requirements are indicated by the Occupational Health and Safety Act. 8

INTRODUCTION
This Service Delivery Plan (“SDP”) provides details relating to the manner in which the Private Party intends to provide the Fire Detection and Protection System Maintenance and Fire Emergency Management Service, having specific regard to the provisions of clauses 2.3.12 and 2.4.7 of Schedule 6 Part 1 B (Facilities Management Specifications), the provisions of which shall at all times take precedence over this SDP.
The Private Party shall be entitled to revise this SDP from time to time and within its sole discretion, provided that such revision shall not in any way detract from the Private Party’s obligations to provide the Fire Detection and Protection System Maintenance and Fire Emergency Management Service in accordance with the provisions of clauses 2.3.12 and 2.4.7 of Schedule 6 Part 1 B (Facilities Management Specifications).
The Private Party shall, within 5 (Five) days of any revision of the SDP, provide the CoT with a copy of such revised SDP.
SERVICE DELIVERY PLAN
Scope of Service
Fire Detection and Protection Maintenance
To provide Fire Detection and Protection System Maintenance as provided for in clause 2.4.7 of Schedule 6 Part 1 B ("Fire Detection and Protection System Maintenance").
The following building equipment is included in this service:
Fire Hose reels;
Fire Hydrants;
Fire Extinguishers;
Automatic fire sprinkler system;
Automatic gas fire suppression system;
Fire detection system;
Public address evacuation system;
Fire escape routes;
Fire escape doors;
Fire drills;
Evacuation plans; and
Site safety co-ordination and planning.
Fire Emergency Management
To provide Fire Emergency Management Service in accordance with statutory and the Private Party's insurance requirements as contemplated in clause 2.3.12 of Schedule 6 Part 1 B ("Fire Emergency Management Service").
This Fire Emergency Management Service will be controlled by the on-site operations manager.
Operational Elements

Quality control is measured in various ways, and may include the following measurement methods:
Planned inspections based on the requirements in Schedule 6 Part 1 B. Planned inspections are scheduled into the Facilities Management System so that the inspection and the results are recorded and actioned accordingly;
Call centre concerns about the Services set out herein, are actioned and results recorded against the particular call; and
Client satisfaction surveys.
Training

Fire extinguishers, hose reels and hydrants SAQCC - certified technicians;
Automatic Fire Sprinkler Systems ASIB - Approved Company employing trained technicians;
Automatic gas fire suppression systems – Trained on specific installation;
Fire alarm systems – Trained on specific installations; and
PA Evacuation systems – Audio technician trained on specific installations.

Service Schedules
From the items listed under the Service Output Requirements in Schedule 6 Part 1 B, and thereafter matching that to the Service Level Matrix, the Service Schedules are developed and included in Annexure 1.
Self Monitoring Plan
Fire Detection and Protection System Maintenance and Fire Emergency Management Service monitoring check lists will be generated by the Facilities Management System and will be aligned to the service schedules contained in Annexure 1 hereto. This will enable the managers to check and feed back into the system any non-compliance or service impact issues that may be identified. The Facilities Management System will be able to generate a report linked to rectification periods that will be used to monitor the performance issue identified.
Contingency Planning
The following contingency plans will be put in place:
Fire extinguishers
Five spare fire extinguishers will be kept on Site in case of accidental or intentional use of one of the installed units. This will enable the on-site team to immediately replace the unit.
Fire hose reels and hydrants
Five sets of each of the following spare parts will be kept on site:
Hydrant valve seals;
Hose reel nozzles; and
Hose reel valve seals.
Fire sprinklers
Spare sprinkler heads will be kept as may be required by the rational fire design.
Fire sprinkler system maintenance
In the event of any partial or full shut down or isolation of the automatic fire sprinkler system the following preventative measures will be put in place:
Notify the local fire departments that the system is off line;
Notify all staff working in the affected are to be extra careful;
Notify all fire wardens in the building of the shut down; and
CoT will be responsible for notifying the building insurers.
Once the system is back online all relevant stake holders must again be notified accordingly.
