The Project
Project title: The Balochistan Rural Development & Community Empowerment Programme (BRD&CE)
Project Location: Pakistan, Quetta
The Balochistan Rural Development & Community Empowerment Programme (BRD&CE) envisages establishing a conducive policy environment for, and setting requisite pre-conditions for a Sector-wide Approach (SWAp) towards community-led development, which will provide a platform to the Government of Balochistan and its development partners for evolving a consensual contextualised approach to community-led development and local governance. The Programme will support communities as well as provincial and local governments/authorities to partner for improving the efficiency and effectiveness of front line public service delivery, so that opportunities for livelihoods are improved.
The Programme has three key components:
1) Community Empowerment through social mobilisation and social & productive assets creation and social and productive assets and infrastructure;
2) Development and implementation of a community led development policy framework, accompanied by technical and institutional capacity building interventions;
3) Public Finance Management reform. Component 1 will be implemented through (maximum three) grants to civil society organisation, while components 2 and 3 will be implemented by the Government of Balochistan with Technical Assistance Services to be contracted by the EU separately for each component.
This tender concerns Technical Assistance Services for component 2 of the Programme.
The Role
Key Expert I: Team Leader (indicatively on an average of 224 days/year basis)
The Team Leader will be responsible for overall project implementation, coordination and supervision of the entire technical assistance team also including key-expert, long-term, mid-term and short-term non-key experts. S/He shall be based in Quetta, with missions in the rest of the country, notably in Khyber Pakhtunkhwa, Sindh and in Islamabad. S/He will be entitled to work from home for a fraction of his/her time, notably during years 2 to 4, to be defined in the Organisation & Methodology.
The Team Leader will be the primary point of contact for the EU Delegation and Government officials. The Team Leader will have a primary role in the Expected Result 1: Develop and operationalise a dedicated policy framework to deliver economic, environmental, and social outcomes in a process involving the local governments/authorities and communities. Development of its institutional arrangements for community-led local development and participation in local governance processes for effective service delivery in partnership with local governments/authorities).
Person specification
Qualifications and skills:
A University degree, or equivalent, in Public Policy and Administration, Economics, Development Studies, Political Studies, Monitoring and Evaluation, Law, or a degree in a directly related discipline (MR).
Post graduate studies and/or specific trainings in sub-national governance or in Development studies (PR).
Full working knowledge of English and excellent report writing skills (MR).
General professional experience:
At least 10 years' professional experience (MR).
At least 8 years' professional experience in developing countries (MR).
At least 5 years' experience as Team Leader implementing complex projects with Government authorities (MR), while coordinating with other donors and Civil Society Organisations (PR).
Professional experience in volatile environments (PR).
Experience in implementation of EU-funded projects (PR)
Professional experience in Pakistan or South Asia (Afghanistan, Bangladesh, Bhutan, India, Maldives, Pakistan, Sri Lanka) (PR).
Specific professional experience:
At least 8 years' experience in one or more of the following areas: Decentralisation processes (fiscal, political, administrative) and support to local governments/authorities, public sector reform, institutional development and reform, legislation/regulation/local development within the framework of decentralisation, Sector Wide Approaches (SWAPs), capacity building, design and implementation of government Monitoring & Evaluation frameworks, planning & budgeting for subnational governments or equivalent (MR).
Experience in policy setting/drafting (MR), preferably in a field related to community led local development or poverty reduction (PR).
Experience in public financial management, government financial processes and budget allocations, MTEF, etc (PR).
Experience in the Monitoring and Evaluation of the impact of projects and policies (PR).
Experience of working with government planning & development, finance, and other line departments settings (PR).
Experience in one or more of the following areas: area-based/ Territorial Approaches to Local Development (TALD), local development strategies, community development, participatory needs diagnostics, (PR).
At least 5 years' experience in complex programmes of capacity building of government counterparts (PR).
Experience in drafting ToRs for assignments of non-key experts and oversight of their work (MR).
Experience with the technical and thematic work area of the respective key experts and non-key experts to be deployed under the service contract (PR).

Project Duration: April 2017 – March 2022
Location: Quetta, with missions in the rest of the country, notably in Khyber Pakhtunkhwa, Sindh and in Islamabad.
