Regional Victim Support Adviser

2 year contract

Based in Bangkok with regular travel around the region as required.

AAPTIP builds on Australia’s long-term support for programs to strengthen the criminal justice response to human trafficking in Asia. These programs include the Asia Regional Cooperation to Prevent People Trafficking (ARCPPT; 2003–2006), and the Asia Regional Trafficking in Persons (ARTIP; 2006–2013) project.

AAPTIP focuses on the prosecution pillar of anti-trafficking at the national and regional level. Support will be provided to the ASEAN Secretariat (ASEC), and partner countries Cambodia, Indonesia, Lao PDR, Myanmar, Philippines, Thailand and Vietnam.

AAPTIP will strengthen the criminal justice response to trafficking by: enhancing regional and national investigative and judicial cooperation on trafficking cases; strengthening legislative frameworks; providing adequate support for victim-witnesses; and expanding the evidence base for policy development and decision-making.

The Regional Victim Support Adviser will assist National Program Steering Committees (NPSCs) – or equivalent groups - and relevant counterparts with capacity building, mentoring, technical advice and training to strengthen national mechanisms to support the safe and successful participation of TIP victims in the criminal justice process. He or she will liaise closely with the Regional TIP Investigations, Regional Prosecutions and Regional Justice Processes Advisers to ensure that victim-centred approaches are integrated into all aspects of criminal justice capacity building.

Oversee regional research on TIP victims’ perspective on their experience in the criminal justice system and on existing victim support mechanisms and the integration of key findings into the Program’s approach and work;

Provide technical advice for the design and/or strengthening of victim support mechanisms in each participating country;

Provide technical advice for the development, implementation and refinement of appropriate structures, policies and procedures for managing victims’ participation in the criminal justice process;

Provide technical support to counterparts in the development of guidelines, standards and training programs for criminal justice officials and agencies working with victims;

Work with the Regional TIP Investigations, Regional Prosecutions and Regional Justice Processes Advisers, as well as the Capacity Development Adviser, to ensure that victim-centred approaches are integrated into all aspects of criminal justice capacity building;

Provide a link between regional activities and those being conducted at a national level and a link between the activities at national level in different countries with respect to victim support issues;

Liaise closely with the Regional Monitoring and Evaluation Adviser in supporting the development of regional and national annual work plans;

Ensure compliance with DFAT core policies, including but not limited to Disability and Child Protection Policy;

In coordination with DFAT, liaise closely with whole-of-government partners including AGD, and AFP on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking; and

Other duties as directed by the Team Leader.

Core Competence Required

Extensive knowledge and experience of management systems for providing victim support services to victims participating in criminal justice proceedings;

A practitioner-based understanding of the particular issues facing victims of trafficking and related exploitation in engaging safely and productively with criminal justice agencies;

Extensive knowledge and experience in the delivery of victim support services;

Demonstrated experience in the design and delivery of justice sector training programs on gender-sensitive and victim-centred approaches;

Demonstrated capacity to interact with counterparts in a developing country context, in a culturally appropriate manner whilst providing capacity building and mentoring support;

Demonstrated capacity to understand, apply and provide advice to counterparts on the application of contemporary gender and human rights principles;

Highly developed interpersonal skills complemented by excellent written and verbal communication skills; and

Competent information technology skills.

Qualifications

Experience working in a developing country context in an advisory capacity and with victims of crime in that context is highly desirable;

Experience working in both civil law and common law systems and an understanding of the implications this has for the design of victim support services is highly desirable; and

University qualifications in social work or a related discipline, or several years of demonstrated experience.
