Highlights:
-
The proposal of APMP MoU amendment has been approved. The new MoU includes a clause for Developing Economies’ Committee, DEC. Dr.Vikram Kumar, Director of NPL India, has been elected DEC Chair. His term is from December 2006 to APMP GA in 2009.

Dr. Kwang Hwa CHUNG, President of KRISS, Korea, has been elected “APMP Chairperson-elect”. Her term will begin at 23rd APMP General Assembly in November 2007. She acts as APMP Executive Committee member from December 2006 to November 2007.

Dr.Vikram Kumar, Director of NPL India, and Dr.Husein Akil, Director of KIM-LIPI, Indonesia have been elected APMP Executive Committee members. Mr.Steven Tan, Director of MSL, Singapore and Dr.Sekyung Lee, former President of KRISS have finished their term.

JNMI, Jordan joined in APMP as an associate member in 2006. Canada has withdrawn from APMP.

MoU between APMP and APLAC has been signed at 22nd APMP General Assembly.

APMP Strategy has been proposed by APMP Executive Committee and has been agreed.

Dr. Hidetaka IMAI, ex-APMP Chairperson, has won the APMP award.

The venue for 24th APMP General Assembly in 2008 has been decided to be Indonesia.
DEC, TC and EC Joined Meetings in Xi’an, China
APMP’ s regular meetings of EC/TC Chairs/DEC for the year of 2007 were concluded in China’s historical city of Xi’an on June 14.
Starting from June 10, this 5-day event covered meetings of APMP EC, DEC and TC Chairs. A DEC Technical Assistant (TA) Workshop, an informative and fruitful discussion platform aimed to find proper and effective mechanisms and approaches to facilitate technical assistance to developing member economies of APMP to underpin their effective participation in global trade, became an important component of this event. A local lab tour at the Metrology Institute of Shanxi province was also arranged.
In the first section of EC meeting, EC discussed feedback from all members on the strategic planning report (2006 draft), with a view to achieve a consensus on objectives and priorities that will help determine APMP’s next-step projects. EC members also reviewed minutes of the 37th EC meeting, and had preliminary discussion for EC/TC Chairs joint meeting. In the second section, EC had discussions about award and prize, new membership application from Kazakh Institute of Metrology (KazInMetr), Kazakhstan, the transfer of APMP functions, matters arising from the joint meeting of TC Chairs and EC, schedule of the next EC meeting and other meetings and other matters.
The DEC meeting discussed and adopted the Report of 13th DEC meeting, discussed matters. In the EC/TCCs meeting that followed up, members discussed the plan to elect new TC Chairs and EC members, TC related issues, JCRB and RMO issues, APEC issues and others.
The TA workshop, progressed following scientific and systematic procedures of case study, sub-group discussion, all-inclusive discussion and conclusion withdraw, made effective efforts in identifying ways to enhance technical assistance delivery. The workshop conducted case studies by listening to presentations from the recipient economy, the funding/delivering agency, as well as the metrology experts, then identified lessons to be learned and key issues and concerns, and finally worked out plans to better carry out the technical assistance to APMP members from developing economies. Mr.Robert Kaarls, CIPM secretary and CCQM president, as well as two representatives respectively from UNIDO and PTB attended the Workshop as invited reporters.
National Institute of Metrology (NIM), China played host to this event. They provided all representatives with a chance to experience Xi’an, a 3,100 years’ old city that once served as capitals for 12 dynasties of ancient China, which enjoys equal fame with Athens, Cairo and Rome as one of the four major ancient civilization capitals of the world.

5. Status of quality system and review process in APMP
5.1 The QS activities since the last JCRB meeting are as follows;

QS workshop on “Establishing of Quality Management System (QMS) in developing NMIs”
The workshop was held in Delhi on 12 th December 2006. The objective of the workshop is to encourage developing NMIs to participate in the CIPM MRA and to share experiences of NMIs that have developed/are developing/ will develop a quality management system. They were 10 participants from Bangladesh, EGYPT, India, Nepal Philippines and Sri Lanka.
The topics from the workshop were related to the role of the QMS in the CIPM MRA, Essential components of QMS, experiences on QMS implementation and the sample of quality documentation. The outcomes from the workshop would be tangible benefit for the participating economies in order to comply with the requirement in the CIPM MRA.

Review of quality system of APMP NMIs in support of the CMCs
The QS information submitted by Singapore, South Africa, China, Indonesia, Chinese Taipei, Malaysia, Japan, India and Hong Kong, China were reviewed by members of the working group APMP TCQS WG 2 and reported on the acceptability of the quality management system as a whole.
