SYNOPSIS
Requires New Jersey Turnpike Authority and South Jersey Transportation Authority to provide natural gas refueling, propane refueling, and electric vehicle recharging stations at certain rest areas on New Jersey Turnpike, Garden State Parkway, and Atlantic City Expressway.

An Act concerning natural gas vehicle refueling, propane vehicle refueling, and electric vehicle recharging on the New Jersey Turnpike, Garden State Parkway, and Atlantic City Expressway, and supplementing P.L.1948, c.454 (C.27:23-1 et seq.) and P.L.1991, c.252 (C.27:25A-1 et seq.).
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. For the purposes of 1[this act] this section1:
“Charging station” means an electric recharging point complete with electric vehicle supply equipment that is capable of providing at a minimum, level 3 charging, or more current readily available technology, for plug-in electric motor vehicles.
“Electric vehicle supply equipment” means the conductors, including the underground, grounded, and equipment grounding conductors, and the electric vehicle connectors, attachment plugs, and all other fittings, devices, power outlets, or apparatuses that are installed specifically for the purpose of delivering electricity from the 1[premises] premise’s1 wiring to a plug-in electric motor vehicle.
“Level 3 charging" means providing direct current electricity to an onboard charger of a plug-in electric motor vehicle with an available power output greater than 20 kilowatts.
"Natural gas fueling station" means a fueling site that is capable of delivering, storing, and dispensing natural gas in any form for the purpose of filling natural gas vehicles at the rate of at least 400 gasoline gallon equivalents per hour.
"Natural gas vehicle" means a motor vehicle either propelled solely by natural gas or by natural gas and gasoline or diesel fuel.
“Plug-in electric motor vehicle” means a motor vehicle that is propelled to a significant extent by an electric motor which draws electricity from a battery that is capable of being recharged from an external source of electricity.
b. The New Jersey Turnpike Authority shall provide, or arrange to be provided, natural gas fueling stations for natural gas vehicles, propane fueling stations for propane vehicles, and charging stations for plug-in electric motor vehicles at no fewer than four rest areas on the New Jersey Turnpike and no fewer than four rest areas on the Garden State Parkway. Such stations shall be geographically distributed in the northern, central, and southern portions of this State in such a way as to provide maximum refueling and recharging services throughout the State.
1c. If the New Jersey Turnpike Authority determines that it is
unable to fully comply with the provisions of subsection b. of this section within three years of the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill), the New Jersey Turnpike Authority shall prepare a report detailing the reasons why the New Jersey Turnpike Authority was unable to fully comply. The report shall be submitted to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), within three years of the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill).1
2. a. 1For the purposes of this section:

b. The South Jersey Transportation Authority shall determine whether it is feasible to provide natural gas fueling stations for natural gas vehicles at rest areas on the Atlantic City Expressway. If the South Jersey Transportation Authority determines that it is feasible to provide natural gas fueling stations at rest areas on the Atlantic City Expressway, it shall provide such stations at no fewer than two rest areas on the Atlantic City Expressway.
c.1 The South Jersey Transportation Authority shall provide, or arrange to be provided, 1[natural gas fueling stations for natural gas vehicles to the extent feasible,]1 propane fueling stations for propane vehicles 1[,]1 and charging stations for plug-in electric motor vehicles at no fewer than two rest areas on the Atlantic City Expressway.
1[b. As used in this section, “charging station,” "natural gas fueling station," "natural gas vehicle," and "plug-in electric motor vehicle" shall have the same meaning as provided in section 1 of P.L. , c. (C. ) (pending before the Legislature as this bill)]
d. If the South Jersey Transportation Authority determines that it is not feasible to provide natural gas fueling stations on the Atlantic City Expressway pursuant to subsection b. of this section the South Jersey Transportation Authority shall prepare a report detailing the reasons why the natural gas fueling stations were deemed infeasible. The report shall be submitted to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), within three years of the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill).
e. If the South Jersey Transportation Authority determines that it is unable to fully comply with the provisions of subsections b. and c. of this section within three years of the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill), the South Jersey Transportation Authority shall prepare a report detailing the reasons why the South Jersey Transportation Authority was unable to fully comply. The report shall be submitted to the Legislature, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), within three years of the effective date of P.L. , c. (C. ) (pending before the Legislature as this bill)1.
3. This act shall take effect on the first day of the 13th month next following enactment.
