Bylaws Committee Meeting
April 4, 2013

Meeting called to order at 7:09

Prayer

Explanation of Bylaw changes by executive committee

  • Accountability of job descriptions and campus involvement

  • Addition of each officer’s job description

  • Changes to regulate consistency throughout the bylaws

Revision of Changes

  • Removal of AU (GSA),

  • Atlantic Union College and Kettering College of Medical Arts

  • None of the latter schools owe AIA any money and no longer participate in AIA

    • No representation from any of the schools

Officer Changes

  • President

    • Article b removed, redundancy

    • Article c, removal of ‘vice president’s’ for clarity

    • Article f, additions of ‘with approval from executive committee’

    • Article i, addition of ‘communicating with each member student government president on a monthly basis’

  • Executive Secretary

    • Article e, addition of ‘send out executive committee meeting minutes to all member student governments every other month

    • Suggestion to add specification of bylaw compilation and distribution to the job description of the executive secretary in article a

      • Compile all official AIA documents and distribute to executive committee and general advisor

  • Executive VP

    • Article h, addition of ‘facilitate communication with each executive vice-president of member student governments every other month’

    • Article i, addition of ‘facilitate communication from AIA representatives from member student governments

      • Suggestion to tie portion of stipend along with meetings that occur within the executive committee

    • Article j, removed

  • Financial VP

    • Article h, addition of ‘facilitate communication with each executive vice-president of member student governments every other month’

    • Article i, removed

    • Question on facilitation of communication and what it entails

  • Publications VP

    • Article d, addition of ‘and distribute to member student governments every other month’

    • Article e, addition of ‘ensure the publication and distribution of an AIA mug-book b the host campus of the annual convention’

    • Article f, addition of ‘assist the public relations vice-president in promoting the AIA convention

    • Article g, removed

      • Suggestion that this article is useful and should not be removed

      • No specification that AIA PVP needs to communicate with other VP’s or host campus publications rep

        • Suggestion that it must be removed or changed

      • Suggestion that it irrelevant to publications and more so under the social position

    • Suggestion to add revision, update, and copy editing of bylaws, constitution, and other documents

  • Public Relations VP

    • Article d, removed

    • Article e, addition of ‘as directed by the host campus specifically for the convention use

      • To increase relevance of convention and remove emphasis from yearly duties

    • Article h, addition of ‘facilitate communication with each executive vice-president of member student governments every other month’

    • Article j, addition of ‘be the incoming PR officers to the host campus. If declines the general assembly shall hold PRVP election. The host campus must make their intentions known before the start of general assembly’

      • Allows PR officer to work closely and efficiently with the host campus

      • Relieves work from the host campus PR SA rep

      • Facilitates printing and distribution

  • Social VP

    • Article d, addition of ‘facilitate communication with each social vice-president of member student governments every other month’

    • Article e, addition of ‘distribute member student government social event calendars every other month’

    • Article f, removed

    • Article g, addition of ‘host campus, for’, removal of ‘at, while assisting the host college’

    • Suggestion that a website would be useful for forums and such

      • Most of the AIA information is being put on ORGSYNC

    • Article i, addition of ‘incoming’

  • Religions VP

    • Article e, addition of ‘facilitate communication with each religious vice-president of member student governments every other month’

    • Article d, addition of ‘assist the host campus’

  • Parliamentarian

    • No suggested changes

    • Suggestion that parliamentarian ensures consistency and correctness in grammar and spelling

      • Not substantive changes

    • Suggestion to add revision, update, and copy editing of bylaws, constitution, and other documents

  • General Advisors

    • Suggested removal of article e

Advisors

  • Article 4, removal of ‘by June 1 of each year’, addition of ‘and term of office shall be three (3) years’



  • AIA Executive

    • Appointed members must be appointed by June 1st



  • Note that the webmasters position has not been removed from the constitution

    • Was elected to be removed at LLU

Annual Convention

  • Purpose

    • Article 1, addition of ‘after one year of deliberation at member student governments, bring documented confirmation to AIA from student body’

      • Question on the year wait regarding discussion of pressing topics

      • Answer, consider ramifications for statements and effects on student government and administration

      • Suggestion to do a vote mid-year because the purpose is defeated from AIA being the student voice

      • Does not prevent individual campus action but rather association with AIA

      • Suggestion that this is the specific purpose of AIA

      • Ultimately, we are trying to prevent misrepresentation of our schools and their opinions due to spontaneous and rash decisions

      • Suggestion that this is at the cost of the students’ voice

      • Question on ratification of bylaws

        • Does not have to be done at convention, can be emailed out by president

      • Suggestion that the deadline should be before the end of the executive committee’s term (June 1st)

      • Suggestion that confirmation should be from 2/3 or 3/4 of the schools

      • Concern regarding appropriate deliberation time

      • Suggestion that schools should receive 6 month notice on topics that will be discussed

      • Suggestion that different topics need different time frames

        • Who determines what a pressing issue is?

    • Suggested change, After deliberation with member student governments bring documented confirmation to AIA executive committee time line shall be outlined by the AIA executive committee

      • All official statements must be passed with 2/3 majority

      • Highlighted importance of AIA’s suggestions and voice to AACU and NAD

    • Section 10

      • Article 3, addition of ‘executive’

  • Standing Committees of the Convention

    • Section 8: Logistics

      • Article 1, addition of ‘appointed by the AIA executive committee with consultation from member student government presidents’

        • Exec committee’s approval is not only regarding appropriateness of the individual but also to ensure that the exec receives the information that they need

      • Consist of representatives from student governments, 2 of which should be presidents

      • Suggestion that different universities should choose their own representatives for the various committees

      • Concern on the lack of representation from all schools

    • Section 9: Bylaws

      • Article 1, addition of ‘elected by their respective committees’

  • Concern on how we define facilitation of communication

    • Concern that it is too broad

    • Suggestion that responsibility is placed on the executive committee and that they are held accountable to their fellow VPs

    • Communication is defined as a minimum of 1 email message every other month to student governments

  • Suggestion to add an Appendix to the bylaws wherein which terms can be defined and clarified

G. Doctoroff (UC) Motion to approve changes made to the bylaws. Second by M. Quinlan (SWAU)

Motion Passes

M. Quinlan (SWAU) Amendment to only scratch AUC and talk to official sponsors about combining Andrews and regarding Kettering

Motion Passes

  • Suggestion to leave removed schools out of rotation until they renew membership and start paying their dues

  • AIA’s aim is to include as many people as possible

  • Question on whether we can combine the AU GSA and AU SA

  • AUC was already removed, non substantive change

  • Remove AUC, leave AU GSA and Kettering until further notice and approval
