Sierra Management and Technologies, Inc. (Sierra) is a professional organization providing high-quality, cost-effective and responsive services and solutions that meet the demands of a wide array of customers. We provide broad Information Technology, Logistics, Software Engineering and Program Management Support to government, military and commercial organizations. Our support reaches such clients as the Naval Air Systems Command (NAVAIR) and Naval Air Warfare Center - Aircraft Division (NAWC-AD). A significant and growing client base in the Virginia area includes Chesapeake Virginia supporting the Navy in the Tidewater area. Further expansion includes support to the Air Force in the Dayton Ohio, and warehouse and inventory for Special Tooling/Special Testing Equipment (ST/STE) for the NAVAIR Sponsored Owned Material / Total Asset Visability (SOM/TAV) office in Granite City, IL. and the Foreign Military Sales Reserve (FMSR) in Orange Park, FL., comprised of over 750,000 square feet of facilities.

Sierra performs work on NAVAIR’s Total Asset Visibility Sponsor Owned Material (SOM/TAV) program. For this effort, Sierra maintains warehouses and offices in Granite City, IL and Orange Park, FL. The team is responsible for executing policy for the control, management and accountability of material held for current and future use by NAVAIR. Within the effort, Sierra employees utilize Navy ERP, Residual Reutilization Asset Management (RRAM) and SOM databases to track shipments and warehouse data. Sierra personnel are responsible for collecting data on Special Tooling/Special Test Equipment (ST/STE), Foreign Military Sales Reserve Material (FMSR) and SOM, track shipments, monitor supplies, update databases on changes or shortages, develop and process inventory data and perform inventory audits.

Sierra provides Operations support in the execution of PMA251 business, both internal and external to PEO (T) through the coordination of significant program meetings with PEO (T), NAVAIR, NAVSEA, OPNAV, ASN and industry; tracking of program office tasking through the various IPTs, consolidation of final recommendations for release by the PM/PDPM, tracking of internal office documentation and action item tracking. Sierra supports the program office with administrative support, acquisition management, program and financial support, and configuration management.
Sierra has provided program management, financial management, and administrative support to the PMA207 Program Office. Through this effort, Sierra personnel supported the technical, financial, acquisition, configuration, production, and administrative management support services for the Program Office. The Sierra team provided support for the Cargo/Transport, Light Lift (C-12, C-26, UC-35), Medium lift (C-9, C-40), Executive Transport (C-20, C-37), Multi-Mission Aircraft (F-5, F-16 ‘Adversary Aircraft’ and USN Test Pilot School assets (T-38, T-39D, TH-6B, U-1, U-6), H-3 helicopters, J-85 engines and Commercial Air Services (CAS purchased flight hours), C-130 aircraft including C/KC-130F/R/T, KC-130J, and DC-130A drone launch platform.
Sierra provides a wide range of information technology and information management efforts to NAVAIR including National Help Desk support, NMCI Customer Technical Representative (CTR) support and Embedded Support to the F-18 and V-22 programs.
The Joint Deficiency Reporting Systems (JDRS) program provides support for the management, system analysis, software development, support and administration of the JDRS program. Sierra provides the expertise necessary to perform the efficient architecture, design, implementation, and sustainment of JDRS, a dynamic, secure, web based application used for Joint Service deficiency reporting and NAVAIR Critical Safety Item (CSI) management while meeting all requirements for Information Assurance (IA) and Certification & Accreditation (C&A).

Sierra provided logistics support services for the aircraft and engine platforms supported by the PMA207 Tactical Airlift, Adversary & Support Aircraft Program Office. Sierra personnel participated in the development and evaluation of maintenance and logistics support concepts for the various aircraft and engines within PMA 207. We provided input and develop logistics support plans, analyzing logistics elements such as spares, training, data, facilities, etc. to ensure the development of an accurate and efficient Acquisition Logistics Support Plan.

Sierra provides software engineering support to the development of the Range Computation and Control System III (RCCSIII) for the Atlantic Test Range, Patuxent River, Maryland. The RCCSIII GUI is a Windows-based software application that provides graphic displays, tabular representations, and text file reports of data received (in real-time or playback) over a network from instrumentation systems that transmit tracking, source, and status information. Sierra Software Engineers have experience in .Net C++/C# Application Development, VxWorks Embedded System Development, Telemetry Software Development, Global Positioning System Development, Advanced Range Detection System Development, Combat Identification, and Windows CE Application Development.
