MEMORANDUM FOR SEE DISTRIBUTION SUBJECT: Preliminary Planning Data Call for name of competition – PROCUREMENT SENSITIVE 1. Reference: a. E-mail message, Deputy Commanding General, 9 September 2004, subject: FY05/06 Competitive Sourcing Planning Guidance. b. Competition Life Cycle Project Management Guide, Strategic Sourcing Program Office, January 2006. c. OMB Circular A-76, Competitive Sourcing, May 29, 2003. 2. A USACE-wide Preliminary Planning Project Delivery Team (PP PDT) has been formed for the name of competition. Preliminary planning requires the specific collection of data and information, its analysis, and documentation prior to the public announcement for an A-76 public-private competition. 3. Request all commands complete and submit the data and information using the attached data call instructions and templates. The suspense date for the submission of this data call to HQUSACE is suspense date. The data call will be sent in two phases. The first phase requests data for materials & supplies, equipment, and facilities. The second phase will request data for in-house costs, contracts, and reimbursable sources.
