Mr. George O. Navarini is the Director of Emergency Management of the Society of St. Vincent de Paul for the Archdiocese of Miami. Additionally, he serves as adjunct faculty for the National Emergency Training Center, Emergency Management Institute in Emmitsburg, Maryland. An internationally recognized, multilingual lecturer on a variety of homeland security topics, Mr. Navarini brings humor, energy, and excitement to every presentation, developed over 40 years of business and operational emergency management experience.
Mr. Navarini currently serves as National President of the U.S. Student Region of the International Association of Emergency Managers (IAEM) as well as an Auxiliarist in the U.S. Coast Guard (USCG). He was part of the USCG Seventh District Joint Information Center during Operation Haiti Response in 2010 and was deployed overseas to the Republic of Panama during both the 2010 and 2011 U.S. Department of Defense PANAMAX exercises as a lead ICS instructor and exercise evaluator. He was also deployed to Antigua, West Indies, in a leadership capacity in support of USSOUTHCOM Operation TRADEWINDS-2011, as Interpreter Team Leader and staff ICS instructor. He served as a senior staff officer in the International Affairs Department of the National Headquarters of the U.S. Coast Guard Auxiliary. Additionally he is a Coast Guard-rated TCT/ORM Facilitator, Instructor, Interpreter, Marine Safety Specialist, Public Affairs Officer, and Telecommunication Operator, as well as serving as an Admissions Partner with the U.S. Coast Guard Academy. He is one of the first in the Nation to translate the DHS/FEMA G0100, 0200, and 0300 courses into Spanish in support of the PANAMAX exercises, then successfully delivered the same in Panama and later in Colombia and the Caribbean, and was decorated by the USCG for this project.
A retired Lt. Colonel of the U.S. Air Force Auxiliary (Civil Air Patrol), Mr. Navarini served in numerous command and staff positions across three decades of volunteer service. Since his first deployment during Hurricane David in 1979, he has been involved in more than 15 Type I and Type II incidents, including several major hurricanes and other Events of National Significance. He led RECON teams in response to Hurricanes Charley, Frances, Jeanne, and Katrina, and served as the lead Agency Representative at the State of Florida Emergency Operations Center during Hurricane Wilma.
Mr. Navarini is a member of the IAEM, and earned the credential of Certified Emergency Manager as well as being named the 2014 Student Member of the Year. He is also recognized by the Florida Emergency Preparedness Association as a Florida Professional Emergency Manager and Master Instructor, and by FEMA/DHS as a Master Professional Continuity Practitioner. Academically, he has been inducted into Phi Alpha Theta National History Honor Society, Epsilon Pi Phi National Emergency Management Honor Society, Pi Gamma Mu, and the Order of Sword & Shield National Homeland Security Honor Society, where he serves as the APUS chartering Chapter President.
Mr. Navarini is a Ph.D. candidate in the Fire and Emergency Management Administration Program at Oklahoma State University. He is a 2015 graduate of American Military University, where he earned an M.A. in Emergency Disaster Management as well as a Graduate Certificate in Terrorism Studies. Additionally, he is a 1979 graduate of Florida Atlantic University with a B.A. in American History, as well as an alumnus of the DHS National Emergency Management Academy, the USAF/USCG National Search and Rescue School, Coast Guard Leadership and Management School, the U.S. Department of Homeland Security - National Emergency Training Center, Energetic Materials Research and Testing Center, and the U.S. Department of Energy Counter-Terrorism Operation Support Center. He completed instructor-level courses in Advanced Public Information; NIMS All-Hazard Position-Specific Incident Command System; Continuity of Operations; Community Emergency Response Team; Homeland Security Exercise and Evaluation Program; Incident Response to Terrorist Bombings and Prevention of and Response to Suicide Bombing Incidents; and Radiological/Nuclear Response programs.
