GO-Science contribution to DIUS Draft Response

Council for Science and Technology
The Council for Science and Technology (CST) is the Prime Minister’s top-level independent advisory body on strategic science and technology policy issues; reporting to the Prime Minister and Government. Council members are senior individuals drawn from the fields of science, engineering, academia and technology, and are appointed by the Prime Minister. Although DIUS provides the Secretariat for the CST, the Council does not report to DIUS. The CST meets on a quarterly basis.
Below is information about when CST has met since 2007, a list of attendees for each meeting, and the topics that were discussed. Please look at the CST website at - http://www2.cst.gov.uk which holds information about CST’s terms of reference, membership details and reports that it has published.

Ad hoc group to assess the scientific evidence relating to badgers and bovine tuberculosis in cattle
An ad hoc group met on 17/18 July 2007, under the chairmanship of Sir David King, to assess the scientific evidence relating to badgers and bovine tuberculosis in cattle. A report outlining the group's conclusions can be found at http://www.defra.gov.uk/animalh/tb/pdf/badgersreport-king.pdf. This also lists the members of the group.

Foresight Programme
The UK Government's Foresight Programme, located within the Government Office for Science, uses the best evidence from science and other areas to provide visions of the future. As the Government’s ‘think tank’ on science and technology issues Foresight operates through projects that investigate the challenges and opportunities arising from emerging areas of science and technology or that address major issues for society where science and technology have an important role to play.

From 2007 to date (March 2009), the following projects have run:

Tackling Obesities: Future Choices

Sustainable Energy Management and the Built Environment

Mental Capital and Wellbeing

Land Use Futures

Global Food and Farming Futures

Each of these projects is advised by an ad hoc group of leading experts from the widest scientific and other relevant disciplines, who meet between every six to eight weeks for the duration of the project, which is usually between 18 months and two years. Their role is to ensure that the project includes all the relevant evidence, and that the work and findings are of the highest technical and scientific standard.

Details of the membership of these groups and all others involved in the projects are included when the findings of the projects are published. For projects which are currently running these details are available on the Foresight website at www.foresight.gov.uk.

The Foresight Programme as a whole is supported by the recently established Advisory Board for Foresight, membership details are published in the Foresight Annual Review. They have met twice – 6 February 2008 and 3 December 2008 – so far and will be meeting about twice a year. They have discussed a range of issues relating to the strategic direction of the Foresight Programme.

All information about the Foresight Programme and published documentation is available on the Foresight website www.foresight.gov.uk .

The Global Science and Innovation Forum

The Global Science and Innovation Forum (GSIF) was established under the 10 year Science and Innovation Investment Framework (2004-2014). It is a vehicle for cross-government exchanges of information and ideas to improve UK engagement in international science and innovation collaboration. The Forum provides strategic guidance on the coordination of the UK’s international science and innovation activities, in particular on introducing greater emphasis on the exploitation of science and engineering in addressing global challenges, and systematically scans the horizon for new and emerging issues. The Forum has met twice since 2007, on 25th March 2008 and 18th February 2009 (copies of Agendas are attached at Annex A).

The Forum is chaired by the Government’s Chief Scientific Advisor and brings together the main Whitehall departments and key non-governmental actors involved in international engagement in research and innovation. Current members of GSIF are listed below; each member sends a senior representative.
