PSAC 6th Triennial Atlantic Regional Convention

CONVENTION CALL
To : All Locals, Branches, Component National Officers, Atlantic Regional Council, Area Councils, Regional Women’s Committees, Human Rights Committees, Miramichi Regional Aboriginal Peoples’ Circle, National Officers, EOC and NAPC Representatives - Atlantic Region.
The 6th Triennial Atlantic Regional Convention will be held at the Saint John Trade & Convention Centre, Saint John, NB, on June 20-22, 2014. Evening registration will take place on June 19, 2014 at 4:00 pm. DCL & Component caucussing can be scheduled between 7:30-8:30 pm on June 19. Who can be a Delegate to the Triennial PSAC Atlantic Regional Convention?
Section 8 of the Public Service Alliance of Canada Atlantic By-Laws, (reprinted below), determines who can be a delegate at the Public Service Alliance of Canada Atlantic Regional Convention:
SECTION 8 – Representation and Voting at the Triennial PSAC Atlantic Convention

Sub-Section (1)

Each Local or Branch shall be entitled to one delegate up to the first 200 members and one additional delegate for each additional 100 members or any part thereof. Should there be a discrepency in delegate entitlement, sending bodies shall provide a copy of the monthly report confirming their membership numbers in any one of the twelve (12) months preceding the call-out to the PSAC Atlantic Regional Triennial Convention in order to determine their delegate entitlement.


Sub-Section (2)

Two (2) delegates from each of the four Atlantic Provinces to represent all the duly established Regional Women’s Committees shall be entitled to attend.


Sub-Section (3)

One delegate entitlement from each of the four Atlantic provinces (i.e. four (4) delegates from each province) to represent each of the following equity groups:


1) Aboriginal members ;

2) Gay, lesbian, bisexual and transgendered members;

3) Members with disabilities;

4) Racially visible members; and


Sub-Section (4)

One francophone delegate from each of the four Atlantic Provinces to represent francophone groups.


Sub-Section (5)

All Component National Officers who are members of an Atlantic Region Local shall be entitled to attend the Triennial PSAC Atlantic Regional Convention as delegates.


Sub-Section (6)

(a) One delegate for each active Area Council from each of the four Atlantic Provinces to represent Area Councils.

(b) PSAC members who hold a position as formerly NAIM Circle Representative, as an EOC elected Equity Representative or as a Component National Officer who are members of the PSAC Atlantic Regional Caucus shall be entitled to attend the Triennial PSAC Atlantic Regional Convention as delegates.

(c) All Officers outlined above who are unable to attend the Atlantic Regional Convention are entitled to be replaced by an alternate recognized from their organization’s structure providing they are a member of the Atlantic Regional Caucus.



Sub-Section (7)

PSAC Atlantic Regional Council members shall have delegate status to the Triennial PSAC Atlantic Regional Convention.


Sub-Section (8)

One young worker delegate from each of the four Atlantic Provinces has a seat as a delegate to the PSAC Atlantic Regional Convention to represent young workers.



Registration/Credentials:
Each delegate, alternate, observer and guest must complete the enclosed credential form. If applying for status as delegate under more than one subsection of Section 8, please do so on the same form.

The credentials form must be received in the Regional Executive Vice President’s office no later than April 11, 2014 to be entitled to a subsidy. Otherwise the deadline to register is May 20, 2014.

Registration:
There is a registration fee of $50.00 for each delegate and observer. This payment must be paid in advance accompanying the credentials and accommodation request form.
Delegates from locals who may experience hardship due to registration fees may contact the REVP’s office at atlconvention@psac-afpc.com.
Please make your cheque payable to PSAC Atlantic Region. Please indicate on the cheque the DCL/Component/Local/Branch # and the name of the delegate(s).
Delegate Subsidy:
To receive a delegate subsidy, delegates must register and apply by April 11, 2014 if they intend to use their subsidy. Only one subsidy is available for each delegate entitlement. To be clear, while a local/branch/committee may be entitled to four delegate seats, should that local choose to use only two of those seats, that local/branch/committee is then entitled to only two delegate subsidies. Subsidy cheques will be made payable to the local/branch/committee (or component when requested) and mailed directly to locals/branches/committees (or component when requested) at least 30 days prior to Convention.
To apply for delegate subsidies, locals/branches/committees must provide completed delegate credentials forms. No subsidies will be allocated for credential forms received after April 11, 2014. After April 11, 2014, the Finance Committee of the PSAC Atlantic Regional Council will review the subsidy claims. Any funds from unused local/branch/committee delegate seats will then be reallocated to increase the

subsidies available to those locals/branch/committee delegates who registered by the deadline of April 11, 2014.


Call-Out for Resolutions:
Resolutions to Convention must be forwarded to the office of the Regional Executive Vice-President by March 15, 2014. Please submit the resolutions in electronic format where possible to atlconvention@psac-afpc.com
Section 7 Sub-Section (3) of PSAC Atlantic Regional Council By-Laws defines who can submit resolutions.
Transportation/Hotel Reservations:
All delegates, observers and guests are responsible for the costs incurred for transportation and hotel accommodations. Delegates, observers and guests are expected to make their own transportation and hotel reservations.
A block of guest rooms has been reserved at the Hilton Saint John and Delta Brunswick.
When booking accommodations, please keep in mind that the Hilton Saint John is directly attached to the Trade & Convention Centre; whereas the Delta Brunswick requires a short walk via indoor pedway (approximately 7-10 minutes).
Please refer to the “PSAC Atlantic Regional Convention” when making your booking. Accommodations are available as follows:

Accommodations are available at a daily rate of $145.00 for a standard room plus applicable taxes. For reservations, please call the reservations department locally at (506) 693-8484 or toll free at 1-800-561-8282.


Underground parking is available at a daily rate of $20.
Wireless interent access has been negotiated within the room rate for your convenience.
Please complete your bookings prior to May 23, 2014 to guarantee the negotiated rate.
Delta Brunswick

Accommodations are available at a daily rate of $145.00 for a standard room plus applicable taxes. There are a number of Signature club rooms available at a rate of $204.00 plus applicable taxes. For reservations, please call the reservations department at 1-800-335-8233.


Parking and wireless internet access has been negotiated within the room rate for your convenience.

*Complimentary parking will be available effective from 12 noon on Friday, June 20 to 2:00 pm on Sunday June 22, 2014. Discounted 24 hour parking on additional dates is available upon check-in at a rate of $13.00 plus HST.


A short walk (7-10 minutes) via indoor pedway is required to reach the Trade & Convention centre.
Please complete your bookings prior to May 18, 2014 to guarantee the negotiated rate.

Accommodation of a Disability:
Sign language interpretation, alternate format materials and other accommodations will be provided based on needs identified on the Accommodation of a Disability request form. To ensure arrangements are made, please identify your needs on the attached form and submit with your registration/credentials.
