Subject Matter Expert (1)
DB is seeking a qualified candidate to fill the subject matter expert position within the National Center for Chronic Disease Prevention and Health Promotion. Serves as subject matter expert, possessing in-depth knowledge of a particular area, such as business, computer science, engineering, mathematics, applicable federal policies, regulations and standards, or the various sciences. Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases. Applies principles, methods and knowledge of the functional area of capability to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions.
Essential Duties and Responsibilities

Provide leadership and expertise in advanced systems design and analysis, implementation, integration and evaluation of complex computer applications to support and enhance epidemiologic research studies and activities for the Epidemiology and Statistics Branch.

Provide expertise for advanced scientific and statistical methods to accomplish research studies. This includes providing advice and leadership in the conceptualization, research, and design of large scientific data base and communications systems.

Plans, constructs, and maintains databases for storage, manipulation, and retrieval from network and mainframe systems. Supports the efforts of cross-functional teams consisting of epidemiologists and mathematical statisticians to design and monitor the implementation of data analysis to prepare scientific reports on diabetes.

Develops appropriate methods for tabulating, summarizing, interpreting and presenting data from national surveys. Assures timely access and utilization of diabetes data systems. This includes large national data sets such as Medicare, NHIS, BRFSS and NHANES.

Resolves problems involving the design and analysis of advanced computer programming systems and complex data management activities. Develops recommendations to change system requirements to meet user needs.

Comprehensive knowledge of computer operations and expert knowledge to develop shared processing environments for CDC, state health departments and other federal and international data systems.

Possess interpersonal skill to function as a team with a diverse scientific staff.

Knowledge of statistical packages (SAS, SUDAAN), skills in obtaining, editing and analyzing data.
