MAIN CONTROL ROOM: The center where the content, quality and accuracy of the broadcasting are monitored constantly and transferred into broadcast transmission/distribution medium,
VIDEO TAPE BROADCAST: After for a length of delay, broadcasting a program in the broadcast streaming chart by recording it in any platform,

FICTION: Selecting from available images and/or voices, lining these up according to scenario and a certain narration one after another within various rules, by taking into consideration the artistic thought, image and voice continuity, changing their sequences in the scenario when necessary, and determination of their length and remaining time on the screen,
SOLDER: Fastening two or more metal parts used in mounting of electronic components in any circuits by pouring into seam by melting a filler metal with relatively low melting temperature,

SCENARIO: It is a text prepared for the purpose of transforming an idea or an event into image and voice in accordance with the language of cinema and television productions to be used in visual-aural medium, and organized in a way that contains the form and flow of the production, the important production information. It is allocated to scenes that will be the base of shooting of the production, and written in a special page layout,
HOT REHEARSAL: Preparation record of the content of shooting before recording/broadcasting, in accordance with designed and planned business purposes, with participation of whole team in charge,
STUDIO ACOUSTIC AND LAYOUT PROJECT: The project that is prepared for the purpose of terminating noise arising out of vibrations created by sound waves in production place of the program and providing layout of the devices in most productive and practical way,
STUDIO: The structure where film, television or radio productions are prepared for obtaining not fictionalized raw images and/or voices to be used in live broadcast, non-broadcast video tape recording or post-production process,
PRESENTER: The person presenting the content prepared for the program,
TALKBACK SYSTEM: Communication system that provides the communication between technical control room and shooting area, without affecting the live broadcasting or recording,
TECHNICAL SPECIFICATION: The document where technical specifications to be included by devices or systems to be purchased or rented are specified,
TELEVISION CHANNEL: Broadcast medium used for simultaneously transmitting the television broadcasting content in accordance with a broadcast flowchart by television corporation,
TELEVISION CORPORATION: Legal entity that has editorial responsibility for selecting the broadcast content of television and decides the arrangement and broadcasting form of this content,
TELEVISION BROADCAST AUTOMATION SOFTWARE: The software that continues the television broadcast, without any control element, as it is planned before,
TELEVISION BROADCAST: Cryptical or not encrypted visual-aural broadcast service presented by a media service provider for the purpose of simultaneously watching the programs based on a broadcast flowchart,
COPYRIGHT: The rights about using and distribution of any information or idea product, given to certain persons by laws,
PRODUCTION MEETING: Preparatory meeting hold by the director about necessary aesthetics components, technical requirements and equipment to be used in accordance with scenario/program flow before shooting with team leaders,
PRODUCER: A person who carries out the project of a program, executing the realization and broadcasting activities and responsible for administrative and financial aspects of whole production,
BROADCASTING SERVICE TRANSMISSION INFRASTRUCTURE: The systems and facilities used in transmission of broadcasting services from terrestrial, satellite, cable and similar environments,
BROADCASTING STATION: A place where the mechanism consisting of one or more satellite(s), transmitter, receiver and other support equipment that is necessary for a broadcasting service is operated,
BROADCAST MEDIUM: The cable, satellite, terrestrial and similar broadcast medium where the broadcast is transmitted to subscribers and/or receivers,
BROADCAST PLATFORM: Directly transmitting several broadcast services to listeners or audiences encrypted and/or not encrypted over satellite, cable and similar medium by transforming them into one or more than one signals,
BROADCAST NETWORK: A broadcast stations community that take place in different points and broadcasting the same program, consisting of more than one transmitter,
NEW MEDIA ENVIRONMENT: The transmission medium that provides optional accession to the content through digital devices in any time and place; enables to compose interactive feedback, participation and formation community regarding content.
RETRANSMISSION: It means receiving the broadcast service provided by a media service provider, notwithstanding the technical means that is used, totally or partly and simultaneously transmitting it without any alteration.

  1. INTRODUCTION

National occupational standard titled Television Technical Director (Level 5) was issued by Radio TV Broadcasters Professional Association (RATEM) assigned as per the provisions of Vocational Qualifications Authority (VQA) Law No.5544 and “Bylaw on Drawing up National Occupational Standards” and “Regulation on the Establishment, Duties and Operation Procedures and Principles of the Sector Committees of Vocational Qualification Authority” introduced pursuant to the aforementioned Law.


National occupational standard titled Television Technical Director (Level 5) was assessed upon receiving the opinions of the related institutions and organizations in the sector, and approved by VQA Board of Directors upon examination of the VQA Media, Communication, and Publication Sector Committee.


  1. INTRODUCTION OF THE OCCUPATION




    1. Definition of the Occupation

Television Technical Director (Level 5) is the qualified person, who ensures establishment of technical infrastructure for television program production, carrying out project studies for development of infrastructure, compliance of productions and publications with technical standards and esthetical criteria in coordination with producer and director, operates required equipment and directs and coordinates technical infrastructure requirements.


Television Technical Director (Level 5) executes aforementioned tasks by taking OHS- and environmental protection-related measures within applicable legislation, quality systems, and establishment procedures and performs activities relating to her / his occupational development.

    1. Working Environment and Conditions

Television Technical Director (Level 5) may work at private or public publishing institutions. S/he may carry out her/his tasks in office environment or outside, under any and all weather conditions and difficult situations. S/he is continuously in communication with program, editing, and photography directors and relevant unit personnel and managers within institution and with technical equipment providers at outside.


Work days and hours are flexible, depending on failures, production, and maintenance schedule. S/he may have to work or be available for work at weekends, official holidays, nighttime, or in shifts. S/he generally works in a team. Since s/he may have to work under time pressure for long times in working conditions s/he may suffer from disorders arising from intense stress, electrical shocks, injuries arising from hand tools, and physical tiredness.
Environment where s/he works poses risks of accidents, injury, and occupational diseases which require OHS measures due to intense use of electro-magnetic devices in the workplace.
