I have a professional reputation as a person who can achieve success working in challenging difficult environments and enduring hardship. My core skills are in the field of investigations; criminal investigations, breaches of international humanitarian law and professional standards. I have extensive experience in Detective and Police investigative training. I naturally assume the role of a mentor to my junior investigation colleagues and pride myself on my good interpersonal and communication skills. I am a confident, diligent and intelligent team player. I seek to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. I consider my greatest strengths to be my professionalism, honesty and integrity. I am currently working as an Investigations Advisor for the United Nations in Liberia. The mission is due to end in the near future and I am now seeking new opportunities. EMPLOYMENT HISTORY
Investigations Advisor January 2015 – present: Monrovia, Liberia. I investigate allegations of misconduct by UN staff members; breaches of professional standards, high value thefts, suspected homicides, fatalities, sexual exploitation and abuse. I review investigation reports and I also deliver a professional investigations training package to UK Police standards. My presence here has raised the standards of the local investigations; there has been a visible improvement in evidence gathering, report writing, the quality of witness statements and in the conduct of investigative interviews. This has led to the successful resolution of cases.
Consultant Investigator January – October 2014: Seapark, Carrickfergus, N.I. I was attached to the PSNI Serious Crimes Branch working on Operation Jennett (the ‘Bloody Sunday’ investigation) in Londonderry. This was an opportunity to return to mainstream UK policing and I renewed my training qualifications in HOLMES (2) for major incident investigations. I also attended the College of Policing National Review Officers Course and other investigations training. Operationally, I was successful in obtaining numerous high quality witness statements for the inquiry in challenging circumstances. I also conducted a review of archived material held in the Northern Ireland Cabinet Office in London (I had security clearance to SC Level 5). Unfortunately my role in the inquiry was ended due to budgetary constraints.
Department of Internal Oversight Services (DIOS) Senior Investigator- A/Chief of Investigations 2011 – 2012: Amman, Jordan As the Chief of Investigations Division for UNRWA (30,000 staff members) I was engaged in conducting high level serious and complex internal investigations. Daily, I provided advice and support to the five Field offices in the Middle East region. My role included strategic planning; the development of the investigative function within the Agency; investigation staff training; conducting ethics and anti-corruption initiatives. During my time with UNRWA I initiated a new Case Management System (I-Sight) for oversight investigations and produced an investigation manual to reform the role of investigations within the Agency. After leaving UNRWA I worked as a freelance Investigations trainer for Abu Dhabi Police (2013) providing CHIS management and investigations training.
I was a member of a team of academics conducting an in-depth evaluation of the Internal Security Force (ISF) police training in Lebanon on behalf of the United States Bureau of International Narcotics & Law Enforcement Affairs (INL). I contributed substantially to a report for the US authorities, which was praised for the methodology, quality of research and well written conclusions.
Investigations Team Leader 2010 Geneva, Switzerland I planned and conducted investigations into fraud and misconduct in the worldwide Global Fund programmes and operations. I acquired operational experience in Nigeria where I identified fraudulent aid recipients and recovered substantial financial losses for the Global Fund.
Senior Investigator 2005 – 2009 Beirut, Lebanon In 2005 I was deployed to the UN commission to investigate the bombing that killed Rafik Hariri former Prime Minister of Lebanon and 22 others in February 2005. My role was later extended to include technical assistance to the Lebanese authorities for other attacks of terrorism (bombings and political assassinations) perpetrated in Lebanon since 2004. I was appointed as the lead Investigator for the Hariri crime scene and I conducted a full and comprehensive review of the Lebanese and international investigations. I developed an investigative plan with recommendations for developing leads; to improve information and intelligence analysis and to seek new witnesses. I was the custodian for evidential material (‘chain of custody’ and forensic liaison) and took a lead role in maintaining the confidentiality of the investigation. This was an extremely challenging time and I am very proud of my achievements with UNIIIC following which the Special Tribunal for Lebanon (STL) was created in The Hague.
Investigator - Head of Field Office 1998 – 2005 Bosnia-Herzegovina (1998-2003). The Hague, Netherlands (2003-2005) I was an Investigator in the Office of the Prosecutor, UN International Criminal Tribunal for the former Yugoslavia; engaged in the investigations of war crimes committed in the territory of the former Yugoslavia since 1991. Upon secondment by the Lancashire Constabulary in 1998 I was immediately deployed to the UNICTY Sarajevo Field Office in Bosnia-Herzegovina support the staff in the field. My duties included the interviewing of witnesses and suspects; witness protection issues; securing and preserving evidence; mission planning; arrests of fugitives and liaison with diplomatic missions, local and international agencies to achieve the mission objectives. I had a prominent role working with Bosnian government officials and with the international community (diplomatic and military). I achieved considerable success in Bosnia acquiring evidence and arresting high level war criminals and I received a commendation from the Chief Prosecutor in 2000 for my work on the Srebrenica massacre. In 2003 I was re-deployed to The Hague supporting investigations and trial projects.
Detective Sergeant / Acting Detective Inspector 1974 – 2005 1998 – 2005 (secondment to the United Nations) 1994-1998: I was a Detective Sergeant investigating breaches of professional standards by police officers. Reporting directly to the Deputy Chief Constable I was responsible for investigations into serious complaints against police officers alleging criminal activities and / or serious breaches of ethics potentially leading to arrest and prosecution. I investigated deaths of persons held in police custody and I was trained to investigate officer involved firearms incidents. I supervised and monitored police procedures to ensure compliance with legal and ethical requirements. I prepared criminal prosecution files, internal case papers for discipline hearings and civil claims court documents. 1974-1994: In a police career spanning over twenty years and prior to my role in the Professional Standards unit I was a Detective Sergeant / Acting Detective Inspector (Drugs Branch) responsible for the supervision of investigators and investigations of serious crime. I worked at a regional level in the north west of England and in the course of my duties I acquired international investigative experience abroad working with police and judicial officers in The Netherlands, Belgium, France and the United States. I was commended on several occasions by my Chief Officer and by the Courts for my work in investigating and successfully prosecuting professional criminals, murderers and paedophiles. I apprehended and worked tirelessly to prosecute organised violent criminals and high level drug suppliers. I spent lengthy periods protecting vulnerable and high profile witnesses. I also achieved success in the prosecution of cases which covered the whole spectrum of serious criminal behaviour including murder, serious sexual offences and child abuse. With the exception of my initial training (probationary period) and subsequently for a short period as an Temporary Inspector supervising uniformed patrol officers my whole career had been exclusively engaged in detective work. Apart from operational success I gained nationally recognised certificates in my legal studies. I was an approved training instructor in surveillance techniques, covert evidence gathering, source handling, advanced driving (surveillance only), cognitive interviewing and a lecturer in the investigation of drugs misuse; drugs education and prevention; criminal evidence and procedure at the CID Training School in Hutton HQ, Preston, Lancashire.
