REGULATIONS ON IMPORTING/EXPORTING
Dear guests, competitions participants and medical personnel!

While importing/exporting medications in an accompanied luggage and hand luggage, please follow the below mentioned recommendations
Please examine carefully the ingredients of the medications you are planning to import prior to your travel. The medication is not subject to declaring if the ingredients do not include any narcotic, strong medical and psychotropic substances. In this case you may follow the Green channel. The customs control is carried out on a random basis.
The import/export of medications containing narcotic, psychotropic and strong medical substances is allowed only in restricted amount and in accordance with the medical prescription supported by corresponding documents. As a rule, it is a prescription or a notice issued by a doctor or an abstract of a medical record. Such medications are subject to mandatory customs declaration. In this case, it is required to fill in a passenger customs declaration and to follow the customs control Red channel.
Please notice that the following types of medication often contain narcotic, psychotropic and strong medical substances:

strong pain relievers
-
sleeping medication
-
medication for treating depression and other neuropsychic disorders

weight control and appetite loss medication.
You need to study carefully the components of your medication in regard to narcotic and psychotropic substances to find out whether the medication you use falls under the restrictions and prohibitions for its import/export to the territory of the Customs Union. If you are not certain whether the medication contains strong medical substances or not, it is recommended that you fill in the customs declaration and follow the Red Channel of the customs control. In this case, it will take slightly more time, but you will secure yourself against possible penalties for the failure to declare the imported goods.
Medical representatives of the foreign sports delegations are allowed to bring in the accompanied luggage medication necessary for the provision of sports delegation. In this case it is also necessary to follow the given guidelines taking into consideration the following details.
! Doctors and medical representatives must carry a document confirming that they belong to the medical personnel of the delegation and the list of imported (exported) medications. The medication list form shall be filled in according to the sample provided in the regulations (Appendix 1).
«List of medication imported to the territory of the Russian Federation to provide medical support for sports delegation» should be forward to the Organising committee e-mail address customs@kazan2015.com. one month before arrival of delegation medical representatives.
While importing/exporting the medications by other ways including unaccompanied luggage declaring the goods is mandatory.

During temporary import of the medical equipment, please follow the below mentioned recommendations

While importing in the individuals’ luggage
Foreign individuals may temporarily import without price and weight restrictions personal belongings, sports equipment and other goods in a reasonable amount that may be needed during their stay on the territory of the Russian Federation. Thus, compact medical equipment required for the sports delegations needs may be temporarily imported in an accompanied luggage.
In this case only the goods which fall under bans and restrictions (e.g. high-frequency devices, technical appliances with encryption function) are subject to mandatory declaration. Please be reminded that import and export of these goods is available only having the permitting documents.

While importing by cargo transportations
Medical equipment of large sizes or weight is usually imported separately from the athletes’ personal luggage. In this case equipment may be imported through a special customs procedure or by an international document – ATA Carnet. Rules and conditions of the goods import in such ways are available in the Guidelines for shipment of goods subject to customs clearance.
Please be reminded that in Kazan you will be provided with free of charge assistance of highly-skilled experts in customs formalities. In order to receive assistance from the Organising Committee side, you should in advance provide detailed information of the goods you intend to import. Information forms samples and order of completing are posted at the Organising Committee official website: http://ru.kazan2015.com/en/customs_procedures.
