Regional Alternate Care Site Table Top Exercise
Introduction
Atlantic General Hospital Corporation (the Hospital) is a 501(c)(3) not for profit hospital located in Berlin, Maryland in the Lower Eastern Shore region. The Eastern Shore of Maryland consists of nine counties on the Chesapeake Bay’s eastern side. The counties included are Cecil, Kent, Queen Anne’s, Caroline, Talbot, Dorchester, Wicomico, Somerset, and Worcester. Of these counties, seven of them have hospitals and one has a free standing emergency department.
The Hospital is a member of the Delmarva Regional Healthcare Mutual Aid Group (DRHMAG). DRHMAG’s membership is a broad coalition of partners from a variety of healthcare and emergency response-related sectors. All acute care facilities in Maryland Region IV are members, as are all public health departments. In addition, several assisted living, State long-term care, and federally qualified health centers participate in DRHMAG. There is strong local EMS and emergency management participation as well as representation from State agencies such as the Maryland Department of Health and Mental Hygiene (DHMH), the Maryland Institute for Emergency Medical Services Systems (MIEMSS), and the Maryland Emergency Management Agency (MEMA).
Mission
DRHMAG’s mission is to move emergency preparedness planning forward through a collaborative effort amongst healthcare partners on the Delmarva Peninsula in order to sustain the healthcare infrastructure during and after emergencies and/or disasters. Its’ goals are to build partnerships, strengthen medical surge capabilities, facilitate communication and information sharing, maximize movement of existing resources, promote public health and preparedness education, and coordinate regional training, drills, and exercises. DRHMAG is awarded funding through the Federal Hospital Preparedness Program (HPP) Grant program.
Project Overview
The Hospital supports all activities by the coalition in the efforts to expand and improve healthcare preparedness in the Lower Eastern Shore region. On behalf of the DRHMAG, the Hospital is seeking bids for a qualified vendor to conduct an exercise that will provide participants the ability to evaluate the findings from the from the Alternate Care Site (ACS) Workshop After-Action Report (AAR), the Alternate Care Site Planning and Operations Toolbox, as well as allow for testing of other newly constructed Regional Plans, such as the RMS CONOPS and the Standard Operating Guideline. The anticipated completion date for this is June 30, 2016.

Project Scope and Requirements
In DRHMAG’s continuing efforts to shape the future of healthcare coalitions in Maryland, as well as nationally for rural areas, this request for proposal is provided to solicit a quote to accomplish the following:


  • The contractor will conduct an ACS table top exercise (TTX) in which the event requires multiple facilities to evacuate. Note: This event must be a plausible scenario that could reasonably impact the Eastern Shore Region of Maryland, resulting in mass injuries and/or fatalities.

  • The contractor will request the ACS plans from each facility in the region.

  • The contractor will develop a planning group to discuss the objectives and how to integrate them.

  • The contractor will develop an Exercise Plan and Evaluation Guide.

  • The contractor will act as the facilitator for the TTX and move the discussion forward by adding injects.

  • The contractor will develop an AAR to identify recommendations for improvements in an effort to enhance regional capabilities.

  • The contractor will take the information gained from the ACS TTX AAR and utilize this during the functional/full scale exercise.

  • The contractor will reconvene the planning group to discuss the new/revised objectives and how to integrate them.

  • The contractor will develop an Exercise Plan and Evaluation Guide for the functional/full scale exercise.

  • The contractor will act as the facilitator for the functional/full scale exercise and provide a Master Scenario Events List (MSEL) with injects that will move the exercise forward.

  • The contractor will develop an AAR to identify recommendations for further improvements in an effort to enhance regional capabilities.

Demonstrated Qualifications of Personnel

  • Contractor shall have 5 or more years in experience in developing and conducting a variety of large scale exercises for emergency management/preparedness.

  • Contractor shall have knowledge/experience in dealing with the public health sector.

  • Contractor shall have thorough knowledge of Maryland’s Eastern Shore and inherent hazards that pose a threat to the region.

  • Contactor should have strong communication skills as well as experience working with a large group of people.

  • Experience is required in completing projects with a small time frame.

  • Contractor shall have a working knowledge of the Hospital Incident Command Structure (HICS) and Alternate Care Site Planning.

  • Contractor shall have a working knowledge of Joint Commission Standards.

  • Contractor shall have thorough knowledge/experience in the Homeland Security Exercise Evaluation Program (HSEEP).

  • Contractor shall have knowledge of general evacuation procedures of a facility in the event of an emergency.


Pricing
The identified scope of work for the Alternate Care Site table top exercise is not-to-exceed a total of $19,973.00.
Contract Monitoring:

The contract will be monitored by the Regional HPP Coordinator and the Atlantic General Hospital Liaison.  In the event the contract is not fulfilled as agreed through the written contract, DRHMAG leadership will work with Atlantic General Hospital to pursue renegotiation or termination of the contract.
