Fishing Vessels to Tag Atlantic Cod on Cashes Ledge, Fippennies Ledge and the Area from Mount Desert Island Out to Brown’s Bank

December 27, 2002




Proposal Due Date: Received by Friday, February 7, 2003 on or before 2 pm (postmarked by Thursday, February 6, 2003).

Introduction:

We are seeking proposals from groundfish fishing vessels to conduct cod tagging operations in the Gulf of Maine. The Maine Department of Marine Resources (DMR), in collaboration with the Gulf of Maine Aquarium (GMA), the Canadian Department of Fisheries and Oceans (DFO), and the Manomet Center for Conservation (Manomet), has successfully secured funding from the National Marine Fisheries Service (NMFS) to tag Atlantic cod as part of a larger regional effort. Cod will be tagged in both U.S. and Canadian waters including Cashes Ledge and Fippennies Ledge, Mt. Desert Island out to Browns Bank and the outer Bay of Fundy. We seek to deploy up to 20,000 tags per year over the course of two years. This project is part of a region-wide effort to tag cod in five regions throughout the Gulf of Maine and Georges Bank to gain a greater understanding of cod migration and movement throughout the region.


The Gulf of Maine Aquarium will serve as vessel management support for this project. We are seeking proposals from groundfish vessels of all gear types from Maine, New Hampshire and Massachusetts to conduct tagging operations. Vessels may focus on either nearshore or offshore areas.

Project Goals and Objectives:

The purpose of this project is to determine patterns of movement of Atlantic cod throughout the year by tagging fish in selected areas of the Gulf of Maine. Those areas include: 1) Cashes Ledge and Fippennies Ledge, and 2) areas from Mount Desert Island to Browns Bank. Cod will be tagged year round with focus on areas and seasons where they have been known to be most abundant in the past and present based on fishermen’s knowledge and fishing experience.


Specific objectives are to:


  • Develop a collaborative cod tagging program between scientists and fishermen in the Gulf of Maine area, including Canada;




  • Obtain and analyze data from tagging recaptures that will enhance our understanding of cod distribution and movement patterns in the Gulf of Maine, and surrounding waters;




  • Determine if local substocks or units of cod occupy selected fishing grounds year round in the areas of Cashes Ledge, Fippennies Ledge, and the eastern Gulf of Maine (Mt. Desert Island out to Browns Bank);



  • Describe the size and age structure, and reproductive characteristics of cod tagged in these areas;




  • Establish a preliminary understanding of cod movements and stock structure that will enable us to develop testable hypothesis for continuing tagging studies.



Project Overview:
GMA will contract with up to eight groundfish vessels of all gear types from Maine, New Hampshire and Massachusetts to complete a total of 56 trips (7 trips per vessel) with a cod tagging assistant on board.
The vessels will fish for cod in two target areas: Cashes Ledge and Fippennies Ledge (Area 1), and eastern Gulf of Maine (Mt. Desert Island out to U.S./Canada border) (Area 2). Specific locations and times will be determine after consulting with fishermen throughout the region and the successful bidders.
Cod will be tagged year round to determine seasonal patterns of movement, with the exception of the time of the strong summer thermocline. More fish will be tagged at particular locations and times of year when fish are aggregated, such as in the late winter and spring during spawning. Year round tagging should also provide tag return information from the tagging areas. This will be particularly important for some areas, such as Cashes Ledge, that are closed to fishing.
Each vessel will conduct seven tagging trips distributed throughout the year. Trips in Area 1 will be two-day trips and trips in Area 2 will be one-day trips. Protocols will be followed which will help maximize survival and recovery of tagged fish. On trawl vessels, tow duration will be approximately 10 minutes using a standard 6.5 inch mesh and be retrieved slowly to minimize damage to the fish. Following each tow, fish will be placed into a holding tank with flowing seawater. Cod will be measured, tagged with a T-bar tag and immediately released. Cod caught by hook and line will be processed and released immediately, eliminating the need for having holding tanks aboard.
Data, including date, location, tag number, fish condition, and length will be recorded on waterproof paper by an onboard cod tagging assistant. Catches will be sampled for length frequency. A biological sample of approximately 100 whole fish will also be collected from different tagging locations on each trip for further processing (sex, maturity, aging and/or genetic work). When equipment is available, a CTD cast will also be conducted to produce full temperature and salinity profile from the surface to the bottom.
A minimum of one cod tagging assistant will be provided by either GMA or DMR to accompany each vessel on each trip to tag, count and weigh the cod caught. Vessel crew will be expected to assist with sorting, measuring and tagging fish when not engaged with tending gear or other vessel operations. Vessels will be expected to keep accurate logbooks, regardless of the sea sampling. We propose to tag a minimum of 5,000 cod per year in each area, with a target of 10,000 fish per area per year. Based on the recent DFO experience, we estimate that a minimum of 100-300 fish will be tagged per day, depending on the season. The number of fish tagged per day in recent studies has been up to up to 700-800 fish on directed trips.
Vessel Requirements:
GMA expects the captain, crews and vessels to:
1. Provide their vessel ready for work at agreed-upon dates, times and places. This includes:



  1. rigging for catching cod either by trawl, hook and line or gillnet;

  2. nets and twine to support fishing activities;

c. electronics to record depth and location of tow tracks;

d. adequate fuel;

e. deck and storage space for extra equipment;

f. deck space for sorting, weighing and measuring the catch, including a holding tank and icehold or freezer space for sample preservation;

  1. food for the cod tagging assistant and other scientific staff as well as crew; and

  2. bunk space for up to two scientific staff on 2-day trips.




    1. Provide captain who is knowledge of waters and crew able to conduct tows in one of the two areas as requested in the vessel bid.




    1. Provide vessel and crew capable of rigging and handling fishing gear for catching cod in a gentle manner to increase their survivability.



4. Provide crew to assist with sorting, measuring and tagging catch between tows.



  1. Provide life raft and other safety equipment to accommodate captain, crew, and up to two scientific staff, except for survival suit (provided by scientific staff).




  1. Complete the specified trips on schedule, except if delayed by weather. (Vessel bears risk and expense of weather delays.)




  1. Participate in planning meetings required to organize project.




  1. Enter into a written contract with GMA regarding vessel services and payment.


Vessel Payment:



Vessel payment will be made within five business days of invoice to the captains or vessel owners as specified in vessel contracts.
Proposal Requirements:
Vessels interested in being considered for the project should submit a written proposal containing the following information:
1. Vessel name and port.


  1. Two photographs of vessel, one beam to and one of deck layout.




  1. Vessel specifications (LOA, engine horsepower, fishing gear, electronics).




  1. Owner name, address, business phone, cell phone and e-mail.




  1. Captain name, address, business phone, cell phone and e-mail, if different from owner.




  1. Specify the area or areas (Area 1 - Cashes Ledge and Fippennies Ledge; Area 2 - eastern Gulf of Maine - Mt. Desert Island out to U.S./Canada border) that the vessel would like to be considered for in the proposal process.




  1. Captain’s experience in the groundfish fishery, including any experience fishing in Area 1 or Area 2.




  1. Owner’s experience participating in fishery research projects.




  1. Captain’s experience participating in fishery research projects, if different from owner.




  1. Certificate of insurance or statement of willingness to provide same showing that vessel is covered for crew and up to two scientific observers (cod tagging assistants).




  1. Statement that vessel will be made available for project beginning in March 2003 through March 2005 at times mutually agreed upon by project participants.




  1. Charter cost per 24-hour day, assuming seven trip of two days duration for Area 1 and seven trips of one day duration for Area 2. (total of 14 days for Area 1 and 7 days for Area 2).

Written responses to questions will be sent to all parties that have indicated their intent to submit a proposal.
Submission Deadline and Proposal Review:



Three copies of each proposal must be received at the Gulf of Maine Aquarium, P.O. Box 7549, Portland, Maine 04112 on or before 2 PM on Friday, February 7, 2003 (postmarked by Thursday, February 6, 2003.
Sealed proposals should be clearly identified as "Sealed Proposal to Provide Vessel Support for Cod Tagging Research". Proposals received after 2 PM on February 7, 2003 will not be considered. All proposals shall become the property of GMA.
Proposals will be reviewed and a preliminary vessel decision will be announced on February 17, 2003. Final vessel selection will be contingent on negotiation of a research contract with each vessel selected. Contracts will be issued pending final funding approval from NMFS for this project.
The Gulf of Maine Aquarium will use the following guidelines when reviewing and ranking proposals:


  1. Experience of vessel owner in groundfish fishery: 10 points

  2. Experience of vessel captain in groundfish fishery: 20 points

b. Vessel specifications (size, electronics, gear, safety, etc): 25 points

c. Experience and commitment of captain and crew to fishery research: 20 points

d. Vessel charter day rate: 25 points
GMA reserves the right to extend the proposal and decision deadlines if insufficient proposals are received.
