1 Summary
1 Invitation to Submit Tenders
Barnardo’s Ready to Learn invites tenderers for the evaluation of ‘Ready to Learn’, a three year literacy programme for young children (starting in Primary 1) and their parents / carers. Sixteen Primary Schools in disadvantaged communities in Belfast, Antrim, Larne and Ballymena have agreed to participate in the programme and will be randomly assigned into a control or intervention group. The purpose of this document is to call for tenders to conduct an evaluation of the programme covering the period September 2010 – June 2013 with a final report available in September 2013.
A detailed specification of the requirements is set out in section 2. Tenders must comply with the format of tender as set out in Section 3.
2 Ownership of the Publication and Design
Ownership of the copyright and design of the tender and the work conducted under the awarded tender rests with Barnardo’s Ready to Learn and The Atlantic Philanthropies. However, the successful tenderer will be encouraged to publish with Barnardo’s prior consent.
3 Reporting Arrangements
The successful tenderer will report to Lynda Wilson, Director Barnardo’s Northern Ireland and with her the Ready to Learn International Advisory Committee. This will include at minimum, quarterly status reports.
4 Timescale
The deadline for receipt of tenders is noon on 1st June 2010. The successful tenderer must be in position to begin work as soon as possible after the contract is awarded.
