Promoting a culture of lawfulness is ultimately
about leading by example, both within the police organization and the culture it is embedded in. For the police, values are transmitted from commanding officer to patrolman, patrolman to community.
Working together, all can accomplish more. Finally, whether we are talking about organizational or societal change we must also remember that it does not happen overnight, and will require regular reinforcement over even a decade or more.
