CHRIS DAMLE

Chris Damle has 27 years experience in the field of social work and behavioral health managed care, servicing those with a serious mental illness. He has been with Magellan Health for the past 17 years. He is an Arizona transplant making his way to Miami in May of 2014 to be part of the Magellan Complete Care specialty Medicaid Plan. He is currently the Director of Clinical Program and Project Management. This allows him to focus his passion and energy on eradicating homelessness for those experiencing mental illness.



STAN FITTERMAN
Stan Fitterman is a nimble researcher, planner and implementer of housing, community development, and disaster recovery programs. Over his 25-year career, he has conducted tours of duty in local government, led a statewide housing nonprofit organization, and currently provides management consulting services for Capital Access. Across these landscapes, his deep understanding and skilled navigation of regulatory systems, market research, and financial feasibility have promoted Mr. Fitterman to a national expert.
As Chief Operating Officer of the Florida Housing Coalition, he expanded the scope and profile of the statewide technical assistance nonprofit to a national consulting firm. He helped develop program management systems in disaster recovery starting with Florida Hurricane Housing Recovery program in 2004-2005 to the New York City Sandy Build It Back program and New York State Acquisition for Redevelopment programs.
Mr. Fitterman is a Senior Consultant with Capital Access where he manages disaster resiliency planning and implementation services and provides technical assistance in the HUD CDBG, NSP and HOME programs. Mr. Fitterman serves as a lead for Resilient Pure Michigan, which is a statewide storm resiliency plan to better prepare Michigan communities for future floods.
Mr. Fitterman designs and facilitates Capital Access training on topics ranging from single-family homeownership and multifamily rental finance and development, to financial management for nonprofit organizations.
Mr. Fitterman has a Master of City Planning degree from Georgia Tech and a BS in Community Development from Georgia State University. He is HUD Certified - HOME Regulations.
OLGA GOLIK
Olga Golik, Esq. is the In-House Counsel at CHN. Ms. Golik has a Juris Doctor and Master’s in Social Work from Florida International University. She has over fifteen years’ experience in behavioral health, homelessness and supportive housing issues, including experience in housing development, administration and program planning for persons with disabilities related to a mental illness. Her development experience includes development of emergency, transitional and permanent supportive housing including Housing First and Prevention/Rapid Re-Housing Programs.
Ms. Golik serves as Vice President on the Board of Florida Supportive Housing Coalition and actively advocates for policy and legislative changes on a national and state levels. She also serves as President of the National Supportive Housing Network, a national organization whose mission is to increase access to housing for persons with disabilities. She frequently provides presentations and trainings at statewide housing conferences and has published an article related to supportive housing and the Supreme Court ruling in Olmstead entitled: “Is Integration for Persons with Disabilities Resulting in Contradictory Barriers to Housing?” 16 Fla. JACK D. HUMBURG, M.A., C.R.C.
Jack Humburg is the Executive Vice President of Housing, Development, and Americans with Disabilities Act Services for Boley Centers, Inc. Boley Centers is a 45 year old private non-profit community based origination located in St. Petersburg, Florida. Mr. Humburg is responsible for the development of affordable housing at Boley Centers. Currently, Boley Centers and its affiliates currently provide over 1,000 units of affordable housing in Pinellas County.
In addition to his housing development responsibilities, Mr. Humburg serves as the Florida affiliate of the Southeast ADA Center, a program of Syracuse University funded through the National Institute on Disability, Independent Living, and Rehabilitation Research of the Department of Health and Human Services. In this role, Mr. Humburg has received extensive training on the ADA and the Fair Housing Act through the federal enforcement agencies including the Department of Justice, Equal Employment Opportunity Commission, The U.S. Access Board, and HUD. He provides training and technical assistance on the ADA throughout the State of Florida.
Mr. Humburg is on the Board of Directors of the Florida Housing Coalition, the Florida Supportive Housing Coalition, the Disability Achievement Center, and serves on several other boards and committees. Mr. Humburg holds a Master of Arts degree from Ball State University. He is a Certified ADA Coordinator, a Certified Rehabilitation Counselor, and a Certified Professional of Occupancy.
SUSAN MORGAN
Susan Morgan, MSW provides project management and coordination, development and capacity building for Gracepoint. Tampa Bay’s leading provider of integrated behavioral health solutions dedicated to inspiring and creating life-changing wellness for every individual. Through innovative, comprehensive inpatient, outpatient, residential and community based prevention and treatment services for people who experience mental health, developmental and substance abuse or addiction challenges. In her role, she works with public, private and nonprofit partners to develop permanent supportive housing capacity. She creates innovative strategies to build relationships with owners/ property managers, promotes housing stability among residents, and fosters relationships within the community.

1NANCY MULLER


Nancy Muller is Director of Policy and Special Programs for Florida Housing Finance Corporation, the state’s housing finance agency. Florida Housing provides financing through a number of state and federal affordable programs for homeowner and rental housing, including permanent supportive housing for persons with special needs and homeless people. In her role at Florida Housing, she manages development of policy and programs to address a wide range of housing issues, among them housing for special needs populations and frail elders; preservation of existing affordable housing and asset management; green building and energy retrofits. She works on legislative issues; provides research and data on policy issues; manages Florida Housing’s strategic planning and reporting functions; and oversees Florida Housing’s supportive housing strategy and special programs related to capacity building for local governments and community based organizations. She also acts as a liaison to other state agencies and a number of state and national interest groups.
Previously, she was the staff director of the Governor’s Affordable Housing Study Commission and worked on a variety of policy issues in the Florida Governor’s Office and at Florida State University. Nancy has a Master’s of Science Degree in Urban and Regional Planning from Florida State University.

SHANNON NAZWORTH
Mrs. Nazworth is the executive director of Ability Housing, Inc. The mission of Ability Housing is to provide quality, affordable community-inclusive housing for individuals and families experiencing or at risk of homelessness and adults with disabilities.
Mrs. Nazworth has over fifteen years’ experience in the development of affordable housing. She is the former Associate Director of Habitat for Humanity of the Jacksonville Beaches, Inc.; Regional Administrator for Habitat for Humanity International; and Chief Financial Officer of Habitat for Humanity of Jacksonville, Inc.
Mrs. Nazworth is actively involved in statewide and national advocacy efforts.  She chairs Florida’s Council on Homelessness; is President of the Florida Supportive Housing Coalition; was recently appointed to the National Low Income Housing Coalition Advisory Group; serves on the St. John’s County Health and Human Services Council; serves on the Board of the Florida Alliance of Community Development Corporations; serves as a member of the Chase Community Advisory Board and is a past gubernatorial appointee to the Affordable Housing Study Commission.  Mrs. Nazworth routinely presents to the Florida Housing Finance Corporation board of directors; participates in rule development for various affordable housing programs; chaired a statewide workgroup which developed ‘Common Sense: A Strategic Plan to Provide Supportive Housing Throughout Florida’; was awarded Advocate of the Year by the Southeast Institute on Homelessness and Supportive Housing; and was a member of the Leadership Jacksonville class of 2011. Most recently, Mrs. Nazworth was named 2014 Eastern Region Advocate of the Year by the Corporation of Supportive Housing.


MALERIE PACSI
Malerie Pacsi is a Licensed Clinical Social Worker with a concretion in mental health. During Malerie’s years of clinical experience she has worked in Community Mental Health focusing on delivering services to the homeless SMI population, individuals transitioning from jail back into the community, children and families as well as inpatient detox, behavioral health and co-occurring units. Malerie graduated from Pennsylvania State University with a Bachelors degree in Human Development and Family Sciences and from the University of Pittsburgh with a Masters in Social Work. She has dedicated her career to serving individuals and communities who are most vulnerable and at risk. Malerie’s current role takes her passion for making a difference in the lives of people impacted by serious mental illness to larger scale to start creating macro level change. Malerie is currently the Director of Field Operations with Magellan Complete Care. As the first fully integrated Medicaid Specialty plan to provide holistic care for the SMI population in the nation, Magellan Complete Care was a perfect match for Malerie to leverage her experience, drive for innovation to impact systemic change and touch more lives statewide. It is an honor to be in the company of such mission driven professionals who have committed themselves, their work and their organizations to the same principles of equal access to care, providing the highest quality of care, and providing a meaningful patient experience that promotes recovery, resiliency and wellness for all people.
STEVE QUASNY

Steve Quasny has significant lending, development, and leadership expertise in the affordable housing market. As a Senior Loan Officer for the Eastern Region within the Community Investment Team at CSH, Steve originates and underwrites acquisition and predevelopment loans for supportive and affordable housing developments. Based in Chapel Hill, NC, Steve focuses on opportunities in upstate New York, the Mid-Atlantic, Florida, Georgia and the Carolinas.  Prior to joining CSH in March, 2015, Steve spent 18 years with BMO Harris Bank in Chicago, IL. He was most recently the Managing Director of Community Development Lending (National Sales) at the bank.  His responsibilities included the oversight of both the national community development lending group and the New Markets Tax Credit program. Steve has significant experience in affordable housing, having worked at the City of Chicago Department of Housing and First National Bank of Chicago. Steve earned his BA in Economics from the University of Illinois, Urbana-Champaign. Steve has served on the boards of many organizations including Habitat for Humanity – Chatham County (NC), Neighborhood Housing Services of Chicago, Chicago Shakespeare Theater, Chicago Community Loan Fund and Boundless Readers/Rochelle Lee Fund.
