    1. TAR / EWT approvals for the producing field.

    2. OSCP and JMP approval.

    3. FDP evacuation approval and evidence of milestone attainment.

    4. Plan for reverting to pipelines.

    5. Evidence of payment of appropriate fees (include late application as may be applicable).

    6. Valid tank calibration and meter recertification approval.

    7. Valid vessel/truck tank calibration approval.

    8. Crude transportation and handling agreement.

    9. Coastal vessel licence for vessels.

    10. Valid metering system and LACT unit(s) approval.

    11. NIMASA registration.

    12. Valid trucking particulars.

    13. Valid truck driver’s licence- Category G.

    14. OGISP permit for third party contractor involved in crude evacuation.

    15. CAC document of the applicant.

    16. CAC document of barging/trucking company.




  1. Companies must have metering systems at all custody transfer points (loading & discharge points) for Quantity and Quality Determination.

  2. Crude oil measurement systems at transfer points (dynamic or static) should be certified before they are used (e.g., BPV certification, evidence of conduct of bi-weekly meter proving, tank calibration certification should be sighted).

  3. Availability of office space, communication (internet) and accommodation for NMDPRA reps at all custody/ transfer points.

  4. NMDPRA reps should be present at all transfer points (loading, discharge & STS points).

  5. Clearances shall be obtained from NMDPRA HQ for every barge/truck on a trip-by-trip basis. This must be submitted 72 hours before trip date.

  6. Real-time submission of trip information at loading and discharge points.

  7. Signed copy of CoQs must be submitted as they occur for issuance of subsequent trip approvals.

  8. Physical lock & Seal of barges/trucks with seal number included in CoQ.

  9. Submission of application for barging/trucking should be made at a minimum of 15 working days to expiration of current approval, otherwise late application payment shall apply.
