TARGET / T – 1964 ATLANTA GEORGIA SUMMARY
The Target Store in Edgewood, Atlanta Georgia at Moreland Avenue and Caroline Street location was inspected by Thomas Branham of Elevator Consulting Services, Inc. on February 13th, 2006. My QEI number is 1339 and am certified by NAESA. NAESA is the National Association of Elevator Safety Authorities. We have identified corrective items that in our opinion need to be addressed by installer, Schindler Elevator Company. They are free to offer an explanation or dispute any individual item within the report but we can offer a reasonable reason for each and every negative evaluation. They are evaluated on and for the ASME 17.2 Code for Inspectors Manual and industry standards for acceptable installation and maintenance procedures.
This facility has a duplex which serves the parking ramp attached to the store. The duplex was installed by Schindler and has Schindler 330A controllers, QKS 16 door operators and Schindler standard pump units. The original water problems are resolved in the machine room as the room is very dry now and all the cracks and seams have been caulked well.
The elevators still have some problems. A majority of the punch list items are in fact new ones than from the turnover inspections. Apparently Schindler does show up for maintenance but do not document it nor fill out the required log.
The fixtures have several issues and are not easy to fix. A gasket or seal is the best option to flush out the faceplate to the brick. There is still a problem with the lanterns not being loud enough in the lower level and the alarm bell is definitely not loud enough to pass the decibel requirement.
Target also has an issue as well. The air conditioning unit has a rejected sticker from the Prevailing Code Authority that still exists. Furthermore, it was cold in the machine room due to cold weather but the air conditioner was still on or at least blowing cold air in the room. The rejection reasoning of “plans” should be fairly easy to resolve.
The pits had a little debris in them but were not terrible. The pit lights are burned out but is a easy resolution. The controllers are in good condition and the wiring was neater than the turnover inspection.
The pump units are in good condition. The no load tests are actually due next week. The relief valve is properly sealed and tagged.
Overall, I would rate this installation good due to the items on the deficiency list.

CORRECTIVE ITEMS
The following minimum items need corrective action taken. Documentation of completion is required. Annual No Load Test – Due 2-24-06
General
Replace the Phase I key switch. It does not match the Phase II key core per code.
Remove the three empty 5 gallon oil buckets in the machine room. Document all additional oil.
Perform the annual no load test as required by ASME 17.1 1996, Rule 1005.20 and ASME 17.2 Item 2.14. Properly tag and provide a copy of the test for review.
Elevator One
Document the code version on the controller data tag per code.
Lube all spring closure devices, including the lower roll pin.
Repair or replace the car position indicator to working order.
Adjust the slow speed car door upthrusts.
Adjust P1 floor level, 1/8 to 1/4” low.
The bottom rear bumper rail has a broken stand off stud on the right corner. (Looking in) Weld a new stud on the bumper and reinstall. Entire unit is also loose.
Replace the alarm bell to comply with code. Needs to be not less than 80 or more than 90 decibels. Too soft of buzzer.
Stencil the pit with the complex unit number.
Tape the kellum grip rods to the traveling cable per a safety alert.
Clean the pit.
Replace the burned out pit lights. Secure the bulbs from Target Building Services and replace.
The unit is re-leveling every 3 to 5 minutes. The piston is dry, check the synchronization of the jack, down block of the valve. Adjust each accordingly.
Elevator Two
Document the code version on the controller data tag per code.
Lube all spring closure devices, including the lower roll pin.
Adjust the door restrictors to work properly.
Clean the pit.
Reposition the car door relation. The left slow speed door is bottoming on the transom stop. May have to reposition operator.
Secure the rear wall handrail. The top round handrail is loose.
Replace the alarm bell to comply with code. Needs to be not less than 80 or more than 90 decibels. Too soft of buzzer.
Stencil the pit with the complex unit number.
Tape the kellum grip rods to the traveling cable per a safety alert.
The bottom access key box is sticking out from the brick too much. Properly recess in the wall or make a seal for it.
Replace the burned out pit lights. Secure the bulbs from Target Building Service and replace.
Adjust the car call dwell time. Currently at 23.5 seconds. Even with the door short time of a car call, should only be 6.5 seconds like Elevator 1
