Another year has come and gone, it is hard to believe that a year has passed since the 1st Leadership and Safety Conference. Since this time last year, the fire service has continued to evolve facing numerous challenges all the while increasing our level of community expectations. However, this is the nature of the beast and how the fire service has and will continue to operate. Firefighters are trained to size up the situation, adapt and overcome obstacles. I cannot think of anything that a group of firefighters will not be able to accomplish if they are willing and able.


In order to conquer the challenges presented to firefighters, training has to be the number one priority for all firefighters. My hope is that the training provided at the 2nd Annual Gwinnett County Leadership and Safety Conference will provide several items that can be taken back and shared with your departments.

Please enjoy the conference and take in as much as possible. There is an extensive line-up of subject matter experts from our “backyard” and throughout the country, including two past FDIC Keynote Speakers. Their passion for the service will hit you hard, recharge your batteries and send you back to your departments with a renewed perspective that we all need from time to time.

Gwinnett County Fire and Emergency Services

Gwinnett County is the largest fire service district in the State of Georgia for the number of legal jurisdictions (15) under one fire department, and protects a population of over 800,000 people covering an area of 437 square miles.

Serving this area with fire protection and emergency medical services is the mission of Gwinnett County Department of Fire and Emergency Services. The Department meets its challenge with a force of 800 superbly trained men and women who are proactive in their approach to the challenges and our citizen-oriented in their focus.

Gwinnett County Department of Fire and Emergency Services has a history of excellence in all areas of service. The Department has designed its divisions and strategically placed its stations to facilitate excellent responses to community needs.
Some of these needs include:


  • 28 stations with ALS engine companies with the addition of 29 and 30 in 2010

  • 8 (BLS) truck companies

  • 22 (ALS) rescue (ambulance) companies

  • 2 air and light truck’s, 1 tanker truck and two manpower squads

  • Handle over 70,000 fire and emergency incidents a year

  • Review over 11,600 building plans and conduct over 12,000 field inspections annually

  • Provide over 15,000 health and blood pressure screenings a year

  • Deliver over 1,800 education presentations on fire safety, disaster preparedness, CPR, and first aid to civic, business, school, and community groups every year

  • Raise over $62,000 a year for Georgia Firefighters Burn Foundation

  • Nationally recognized Arson Investigation, Swiftwater Rescue, Hazardous Materials, and Technical Units

  • Received 1998 Fire Service Award for Excellence for Youth Disaster Program from International Association of Fire Chiefs

  • Received 1999 Fire Service Award for Excellence for Youth Fire Safety Training Facility from International Association of Fire Chiefs

Personnel attending Hands-On-Training/Workshops will need to be at the Gwinnett County Fire Academy at 3608 Braselton Hwy. Dacula, Georgia 30019. All PPE is required.
Directions from Atlanta: I85 North to Hamilton Mill PKWY Exit, bear to the right at the light, take a left on to Braselton Hwy and go approximately ½ mile. The Training Academy will be located on the left behind Fire Station 18.


Thursday Speakers

Capt. Jim Nelms, has served as a career Firefighter and Paramedic for 26 years.  He has been an innovator in the strategic development and tactical implementation of crisis intervention services for 21 years in his native Georgia. He currently serves as the Director and Chief Executive Officer the Georgia Critical Incident Stress Foundation. The focus of his work has been in helping responder groups to manage the extraordinary stressors associated with public safety.  He has actively participated in over 400 crisis interventions providing comprehensive psychological services and spiritual support at 7 federalized disasters and a significant number of regional incidents. He presently serves as recognized faculty for the International Critical Incident Stress Foundation, providing training seminars nationally to a wide spectrum of audiences. He is also a member of the American Association of Christian Counselors Christian Crisis Response national training team.

Gary Simpson, Thermal Imaging Specialist, Gary has retired after completing twenty-
three years in the fire service. He first entered the fire service as a firefighter with the Merrimack NH Fire Department and retired from the Manchester NH Fire Department as their Training and Safety Officer. As Training Officer he was responsible for overseeing the departments recruit academy, all fire, rescue, and hazardous materials training for 250 uniformed personnel. Among his other responsibilities he was involved with equipment evaluation and purchasing. Gary has recently relocated to Kentucky where he has accepted the position as the Thermal Imaging Training Specialist for Bullard. Gary now travels extensively throughout the USA, Canada, and Europe training firefighters on thermal imaging, its applications in the fire service, and image interpretation. Gary has recently returned from a two week trip where he conducted training in over 42 countries to date.

Mac McGarry, 22 year career Driver Engineer/Paramedic with the Glenview Fire
Department and chaired the Apparatus Committee for 14 years. He is an Illinois State Certified FFIII, Haz-Mat, Special Rescue, Instructor 1 and 2. He represents Elkhart Brass at the National Fallen Firefighters LODD Summit and sits on the Structural Attack and Training Committee for the NFFF. Currently, he is the Southeastern Regional Manager for Elkhart Brass Firefighting Equipment.

Jeff Whidby, Jeff has served 29 years in the Georgia’s fire service serving through
all ranks up to the rank of Captain for the Circle Five Volunteer Fire Department, including Captain for the City of Woodstock, and Fire Apparatus Operator for the City of Atlanta. He has also served as
District Chief, Special Operations Chief, and Battalion Chief for Cherokee County. Jeff has taught as an instructor for both the public and private sectors since 1986 across the southeastern region of the
United States, including an extensive background teaching extrication across Georgia. His active service in the Metro Atlanta and North Georgia has given a great deal of real world experience on
a multitude of complex extrication incidents. He also is a lead instructor for the Georgia Smoke Diver program. For the last 6 six years he has worked for his family’s company, Georgia Fire & Rescue Supply, and has contracted with several customers for extrication training.
Jason Whidby, Jason currently serves as a Fire Captain for the City of Atlanta Fire
Rescue Department.  Over the past 17 years he has served Atlanta Fire Rescue as a Firefighter / E.M.T., Fire Apparatus Operator, Lieutenant and Captain. His Fire Service Instructor experiences
include Georgia Smoke Diver Instructor, E.S.E. Training Associates Haz-Mat & Technical Rescue Instructor, FDIC H.O.T. Instructor, Atlanta Fire Training Academy Instructor, Metro G.S.A.R. Instructor, Georgia Fire Academy Technical Rescue Instructor, and Georgia Fire & Rescue Supply Instructor. Jason is Georgia Fire and Rescue Supply’s sales representative for Southeast Georgia.

J.T. Whidby, J.T. is the retired Fire Chief of the Circle Five Volunteer Fire Department (in Cherokee County) after serving for 32 years and was Cherokee County’s Rescue Chief for 28 years before retiring. J.T. has been an auto extrication instructor for the state of Georgia. He has been affiliated with the Holmatro Rescue Tool Company since the product line was introduced to Georgia customers in the mid 1980’s. During his tenure as Fire Chief J.T. has worked a multitude of very complex extrications in his local community and has been recognized as an authority on extrication and has been published in fire service trade magazines on topics relating to auto extrication.  He has managed the family company, Georgia Fire & Rescue Supply, for the last 6 years since the inception of the company. J.T. is the father of Jeff & Jason Whidby who also work for the family company.
Tim Keeble, Tim has 17 years of experience in the fire service and is currently with Loudon County Fire and Rescue. Tim has taught heavy rescue all over the country and is a Natel Heavy Rescue Instructor. He has been certified in aircraft recovery through Fraport in Frankfurt, Germany and is a Heavy Lifting Instructor for Louisiana State University in their structural collapse courses. He has been a ResQTec dealer since 2001 and currently operates Keeble Rescue.

 





Friday Speakers
Peki Prince, has served as the Assistant Fire Chief for the City of Peachtree City, Georgia since 2007. She began her career in the fire service in 1985 as a line firefighter. She has served in each department rank from firefighter to Assistant Fire Chief. Her experience includes operations, training, communications, and emergency medical services as a critical care paramedic, safety, fire investigation and administration.
She has a strong background in Fire, Emergency Medical Services, and Public Safety Communications. Chief Prince is an active member of; GAFC, GFIA, IAAI, IAFC and IFE. Chief Prince received her Bachelor’s degree in Public Administration and is eligible for graduation for her Masters in Psychology in 2010.
Mark Lighthill, 27 year veteran of the Fire Service who holds the rank of District Chief with the Brevard County Fire Department (FL). His experience includes national level Wildland Operations, Haz-Mat Operations as well as structural firefighting. As a member of BCFR he chaired committees for Engine Company and High Rise Operations and created a Research & Development Division responsible for equipment purchases. He is a Florida state-certified Instructor and a Florida Live Fire Adjunct Instructor. He is also a Chief-Officer-Level Instructor for High Rise, Structural, Wildland Operations and Incident Command. He holds an Associate Degree in Fire Science and Business Management. He is nationally certified in Incident Command, Safety Officer and Haz-Mat Command.  He holds Tech levels in Trench, Rope, Confined Space and Haz-Mat. He has been a presenter at Fire Rescue East and a contract Instructor for Elkhart Brass Mfg in Hydraulics, High Rise and Engine Company Ops at the National level.

Steve Rolader, Steve Rolader began his career with Gwinnett County as an entry level Firefighter in 1976. He progressed through the ranks of the department to the position of Fire Chief.  In addition to his Firefighter credentials Chief Rolader also is a Paramedic and a FEMA certified emergency operations manager.  He has undergraduate degrees in Business and Management and Master’s Degrees in Business and Leadership.

Chief Rolader retired as Chief of Gwinnett County Fire and Emergency Services in September, 2009. Since retiring he has been speaking on leadership and management to business and civic organizations.  




Friday Continued…
Eddie Buckholts, began his career as volunteer firefighter in 1976 with the Stockbridge Volunteer Fire Department. He ascended through the ranks including appointment of Fire Chief in 1985. He started full-time with the City of Forest Park as a firefighter in 1991 rising through ranks to Fire Chief/EMA Director in 2002. He has been very active with the Georgia Mutual Aid Group serving as State Operations Chief and President from 2005 to the present. He has served on several large Incident Management Team deployments including the Florida Wildfires, McIntosh Wildfire, G8 Summit, Hurricane Katrina, South Georgia Wildfires and Cyntergy Parking Deck Collapse. Eddie was also selected to serve as the Georgia Association of Fire Chiefs Vice-President in 2005 and awarded Fire Chief of the Year in 2007 by the Georgia Association of Fire Chiefs. Currently, he is a member of the Georgia Association of Fire Chiefs, Georgia State Firefighters Association, Metro Atlanta Fire Chiefs Association and Georgia Mutual Aid Group.
Sam Heaton, began his career with Cobb County Fire in October 1985. He has worked his way through the ranks of Firefighter, Engineer, Lieutenant, Captain, Battalion Chief, Deputy Chief of Response and was appointed as Fire Chief on May 27, 2008. Chief Heaton is a state certified firefighter and paramedic, has an Associate’s degree in Fire Science, and a Bachelor’s Degree in Public Safety Administration. He worked in the Joint Operations Center during the G-8 Summit and as fire liaison during the National Disaster Medical System incident at Dobbins Air Reserve Base during hurricane evacuations. Heaton is the past District 7 Vice-President of the Georgia Association of Fire Chiefs, Past Chair of the Metro Georgia Search and Rescue Executive Board, and a member of the International Association of Fire Chiefs, Georgia State Firefighter’s Association, Georgia Association of Fire Chiefs, Georgia Mutual Aid Group, and the Metro Atlanta Fire Chiefs Associations. He also serves as the Chairman of the Chattahoochee Technical College Fire & EMS Advisory Committee.



Saturday Speakers
Brian Ward, Brian is an Acting Officer and adjunct instructor for Gwinnett County Fire and Emergency Services. He is the City of Gray Vol. Fire Dept. Training Officer and adjunct instructor for the Georgia Fire Academy. He is a Certified Georgia Smoke Diver, holds an Associate’s Degree in Fire Science and is currently completing his Bachelors in Fire
Safety Technology and Engineering with the University of Cincinnati. He has published several articles for Fire Engineering, Everyone Goes Home and FireRescue1 while presenting at seminars and conferences including FireHouse Central. He currently serves as the Chairman of the Metro Atlanta Training Officers Association, Everyone Goes Home State of Georgia Advocate and Founder of www.FireServiceSLT.com.
Rick Rochford, Rick has been involved in the fire service for the past 30 years. Sixteen years as a Volunteer Firefighter with the Arlington Volunteer Fire Department, (Jacksonville, Florida), and 14 years with the City of Jacksonville Fire/Rescue Department. At the present time, Rick holds the rank of Captain at Engine 50 on Jacksonville's southside, one of the busiest engines in the city. His certifications include:

David Rhodes, 23-year fire service veteran currently serving as a Battalion Chief with
the City of Atlanta Fire Department. He is a Chief Elder for the Georgia Smoke Diver Program, a member of the Fire Department Instructors Conference (FDIC) Executive Advisory Board, a Hands-on-Training Coordinator for the FDIC conferences, an Editorial Advisor and author for Fire Engineering Magazine, and adjunct instructor for the Georgia Fire Academy. David was the keynote speaker at the FDIC 2000 and FDIC West 2000 conferences. He has several published articles and the video, “Marketing the Mission” from PennWell publishing.

Sunday Keynote Speaker
Eddie Buchanan, began his career in the fire service in 1982 and currently serves as the Operations Division Chief with Hanover (VA) Fire & EMS. He is author of The Volunteer Training Officer's Handbook from Fire Engineering Books & Videos and serves on the Board of Directors for the Volunteer / Combination Officer's Section of the International Association of Fire Chiefs. He also serves as President for the International Society of Fire Service Instructors. He is the former Chief of the Henry Volunteer Fire Department and remains a life member today. He is an Adjunct Instructor for the Virginia Department of Fire Programs as served as a Hands-On Training (H.O.T.) Instructor for the Fire Department Instructor's Conference and

Training Like You Mean It!

Today’s training officers are challenged more than ever before.  Some firefighters blunder through training and drills like robots, lacking the motivation to train effectively.  Many wonder what is missing in the quality of today’s new firefighter, in spite of how well they can perform basic skills.  This program will provide a detailed description of what is actually missing from modern firefighter training programs and how to incorporate the missing elements at little or no cost to the department.  If you feel like your training program could be just a little bit better, this is a program for you.



Leading With Attitude

Go to just about any fire station and you’ll likely hear someone talking about how it used to be.  They talk about the values and work ethic they had when they came on the job, back when the mission was clear and company officer was king.  This program will explore how we, as individuals, can help ensure our departments are on track and ways we can truly make a difference in our organization, regardless of rank. The Leading with Attitude program is a nameless and rankless “gut check” into how we contribute to the fire service. The program offers tangible ways we can improve our job for today and for future generations.  The course calls “us” out to be part of the problem, or part of the solution! The program will also explore the concept of loyalty alignment.  What does it mean to be a good “follower without becoming a “yes-man?”   Each of us are empowered to make positive change, but we must accept that responsibility and take charge of our lives!
