POLICY: The New Jersey Motor Vehicle Code and the College’s Administrative Regulations governing traffic and parking on the campus property have been adopted and promulgated for the safety and welfare of the College community. The Chief of Police is authorized to amend these regulations and sections as necessary and/or required for the safety and welfare of the campus community. Amendments made to the regulations or sections shall required appropriate notice to the campus community prior to taking effect. Campus Police Officers, Security Officers and Student Public Safety personnel authorized by the Chief of Police have the authority to enforce the College’s Administrative Regulations governing parking on the campus. These efforts will be facilitated by the issuance of Campus Parking Citations, which are returnable to the Richard Stockton College of New Jersey. Campus Police Officers, as well as State, County and Municipal Police have the authority to enforce the State Motor Vehicle Code, Title 39 on the campus property. These efforts will be facilitated by the issuance of Motor Vehicle Summonses, which are returnable to Galloway Township Municipal Court. These Administrative Regulations are necessary and proper for the safety, health and welfare of the College community. 1.2 Under the Regulations, unless another meaning is clearly apparent from the language or context, “campus” means all roads, streets, parking lots, alleys, buildings and properties under the control of the Richard Stockton College of New Jersey. Whenever certain hours are cited in these Regulations, they shall mean either Eastern Standard Time or Eastern Daylight Savings Time as may be in current use. 1.3 On the main campus in Galloway Township, the Richard Stockton College Campus Police (RSCPD), the Galloway Township Police, the Atlantic County Sheriff’s Office and the New Jersey State Police are authorized to issue traffic summonses for violations of the New Jersey Motor Vehicle and Traffic Laws, N.J.S.A. Title 39. These summonses are returnable to the Galloway Township Municipal Court for adjudication. At the Nacote Creek Campus, the RSCPD, Atlantic County Sheriff’s Office and New Jersey State Police are authorized to issue traffic summonses for Title 39 violations. These summonses are returnable to the Port Republic Municipal Court. At the Atlantic City Carnegie Center Campus, the RSCPD, Atlantic County Sheriff’s Office, the Atlantic City Police and the New Jersey State Police are authorized to issue summonses for violations of Title 39. Those summonses are returnable to the Atlantic City Municipal Court. For other locations under the ownership of the Richard Stockton College of New Jersey, the Richard Stockton College Campus Police (RSCPD), the local police, the County Sheriff’s Office and the New Jersey State Police are authorized to issue traffic summonses for violations of the New Jersey Motor Vehicle and Traffic Laws, N.J.S.A. Title 39. These summonses are returnable to Galloway Township Municipal Court. 1.4 RSCPD Police Officers, Campus Security Officers, or student public safety personnel employed by the RSCPD are authorized by the Chief of Police to issue campus citations for violations of the Administrative Regulations governing campus parking. Campus parking citation fines are returnable to the Bursar’s Office at the Richard Stockton College of New Jersey. 1.5 To the fullest extent permitted by law, The Richard Stockton College of New Jersey, their respective officers, directors, agents, employees, beneficiaries, and successors shall not be responsible or liable to any extent for: damage to or theft of any vehicle or its contents due to fire, collision, vandalism or any other cause injuries or liabilities suffered by any person while using the campus roadways, parking facilities, paths, trails or bikeways. 1.6 Whenever any words and phrases are used in this regulation, the meaning respectively ascribed to them in Subtitle I of Title 39 of the Revised Statutes of New Jersey shall be deemed to apply to such words and phrases used herein. ARTICLE 2: PARKING PROHIBITIONS 2.1 No person shall park a vehicle on any road, entrance or exit, or in front of dumpsters, loading zones, fire hydrants or oil fills, pedestrian walkway or any grass area not specifically designated for parking (See Section I of Attachments). 2.2 All provisions of Article 2 shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping or standing or parking of vehicles as set forth in R.S. 39:4-138, or any other New Jersey Statute as provided. ARTICLE 3: DESIGNATION OF SNOW EMERGENCY/NO-PARKING AREAS 3.1 Whenever snow has fallen and accumulation is such that it covers the streets or roadways, an emergency shall exist and no vehicle shall be parked on the streets or roadways or portions thereof indicated. The above parking prohibitions shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic. 3.2 Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic and any police officer may provide for the removal of such vehicle in accordance with Article 20. The owner and/or operator shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle. ARTICLE 4: PARKING IN LOTS AND DESIGNATED AREAS Parking lots where parking is permitted are described in Section II and Article 24 of these Regulations. (References to Sections I – XI refer to the Attachments to these Regulations and are incorporated as if set forth herein at length.) ARTICLE 5: SPECIAL EVENTS PARKING Parking will be permitted for special circumstances in areas that parking is normally prohibited. Temporary parking zones will be posted with the date and time that the special events parking expire. While posted special events (temporary) parking will be considered on a case by case basis, it will occur on move in and move out day, as well as on commencement weekend. ARTICLE 6: SPECIAL NEEDS PARKING No person shall park a vehicle at any time in a Handicapped Parking Space as described in Section III attached to and made part of these regulations except those who have been issued special identification tags by the New Jersey Motor Vehicle Commission or a 30 day temporary handicapped permit valid only on college property issued by the RSCPD. ARTICLE 7: MOTORCYCLE PARKING Motorcycle parking, as shown in Section IIIa, are reserved areas within the main parking Lots 1-4 set aside for this purpose. Motorcycles may park in other lots as well within designated parking stalls. ARTICLE 8: ROADS AND WALKS WITH VEHICULAR RESTRICTIONS No person shall park or drive a vehicle on the following roads or pedestrian paths, except for emergency vehicles, college service vehicles or other authorized service/utility vehicles in the course of their official duties. College Walk Osprey Walk Lakeside Lane Laurel Lane Fire Lane between Housing 2 and 3 Service Road at the rear of Housing 2 ARTICLE 9: ROADS WITH PARKING RESTRICTIONS No person shall park a vehicle on the following roads, except for emergency vehicles, college service/utility vehicles or other authorized service/utility vehicles in the course of their official duties. Hackberry Lane Waterway Drive Pokeberry Way Louisville Road Delaware Avenue ARTICLE 10: PARKING GARAGE PARKING RESERVED ARTICLE 11: RESERVED PARKING No person shall park a vehicle in a reserved parking space except those vehicles described in SECTION IIIb. ARTICLE 12: THROUGH STREETS Pursuant to the provisions of R.S. 39:4-140, the streets or parts of streets described in Section IV attached to and made part of this regulation are hereby designated as Through Streets. STOP signs shall be installed on the near right side of each street intersecting the Through Street except where YIELD signs are provided for in the designation. ARTICLE 13: STOP INTERSECTIONS Pursuant to the provisions of R.S. 39:4-140, the intersections described in Section IV attached to and made part of this regulation are hereby designated as “STOP” Intersections. “STOP” signs shall be installed as provided therein. ARTICLE 14: YIELD INTERSECTION Pursuant to the provisions of N.J.S.A. 39:4-140, the intersections described in this article are hereby designated as a Yield Intersection. Yield signs shall be installed as provided therein. RESERVED
Pursuant to the provisions of R.S. 39:4-85.1, the streets or parts of streets described in Section V attached to and made part of this regulation are hereby designated as one-way streets in the direction indicated. ARTICLE 16: SPEED LIMITS The speed limits described in Section VI are hereby made a part of this regulation. ARTICLE 17: MID-BLOCK CROSSWALKS The locations described in Section VII attached to and made part of this regulation are hereby designated as Mid-Block Crosswalk. ARTICLE 18: LANE USE The locations described in Section VIII attached to and made part of this regulation are hereby designated as Right-Turn Only and Left-Turn Only. ARTICLE 19: ENTRANCES AND EXITS The locations described in Section IX attached to and made part of this regulation are hereby designated as Entrance Only and Exit Only. ARTICLE 20: TOWING Any vehicles parked on the roads described in ARTICLE 8 or ARTICLE 9, or any vehicle parked in a handicap parking space without a designated handicap placard as described in ARTICLE 6 may be removed by towing the vehicle at the owner’s or operator’s expense. Any vehicle parked or standing as to obstruct or impede the normal flow of traffic, block entrances or exit ways, loading zones, fire hydrants, oil fills, trash/dumpster area, grass area, pedestrian walkway, or present in any way a safety or traffic hazard, or is a persistent violator of the campus parking regulations may be removed by towing or immobilizing by the police, without prior notice, at the owner’s or operator’s expense as described in ARTICLE 2, Parking Prohibitions and ARTICLE 24, Special Parking Regulations. A “persistent violator” is defined as a vehicle or operator receiving four (4) college parking citations in any one academic semester. Towing services are contracted by the College and all fees and costs are the responsibility of the owner and/or operator of the vehicle. The College reserves the right to tow any vehicle that is in violation of any rule and/or regulation, statute, or which presents a safety hazard or security threat as described in ARTICLE 2-11. ARTICLE 21: AUTHORIZATION FOR THE CLOSING OF ANY STREET OR AREA 21.1 The Chief of Police or their designee is hereby authorized to provide for the closing of any street or portion thereof, or any area, to motor vehicle traffic on any day or days during specific hours whenever it is determined that such closing is necessary for the preservation of the public safety, health or welfare. 21.2 Any closing promulgated in accordance with Article 21.1 shall provide for the posting of proper warning signs of such closing on any street or portion thereof during the time that same is closed. ARTICLE 22: PRE-CONSTRUCTION AND OTHER RELATED ROAD WORK 22.1 It shall be the responsibility of any person, contractor or public utility wishing to conduct work on, under or above any street or roadway to contact the Chief of Police or their designee in order to arrange a pre-construction meeting to submit plans for the safe movement of traffic during the period of work. 22.2 Public utilities conducting routine maintenance work need not comply with this requirement. 22.3 Road closings and/or traffic detours shall not be permitted unless approved by the Chief of Police or their designee. ARTICLE 23: PARKING PROHIBITED DURING STATE OF EMERGENCY Upon the declaration of any emergency, there shall be no parking upon streets or sections of streets or roadways or sections of roadways where temporary EMERGENCY NO-PARKING signs are displayed. The Chief of Police or their designee is authorized to declare an emergency and to direct the posting of such signs when weather conditions, accident, road construction, fire or public celebrations dictate or require avoidance of hazards or other conditions which interfere with the free flow of traffic ARTICLE 24: SPECIAL PARKING REGULATIONS 24.1 The following special parking regulations shall apply to residential students: Residential students of Housing II and III are required to park in the designated area of Lot #7. Residential students of Housing 1, 4 and 5 are required to park in the following lots; North Lot, South Lot, West Lot, Greenbrier Court, Heather Court and those lots at all Housing 5 Halls. On days when classes are in session, residential students are prohibited from parking in the main campus Lots #1, 2, 3, 4, 5, 6 and the Arts & Sciences east and west lots, Monday through Friday, between the hours of 8:00 AM and 5:00 PM. In addition, residential students of Housing 1, 4 and 5 are not permitted to park in Lot #7, Monday through Friday, 8:00 AM to 5:00 PM. Disabled/handicapped persons are exempt from these restrictions with proper display of a valid handicapped permit. All residential students must register their vehicle online at HousingNet@stockton.edu and obtain a parking permit at the Office of Residential Life. This permit must be permanently affixed to the outside, rear window, on the left (driver’s) side. Guests and their vehicles must be registered by a residential student if they are in a residential area after 10:00 PM and must have a valid guest pass in their possession at all times. The guest’s vehicle must display a vehicle guest pass on the driver’s side dashboard. All guest vehicles of Housing 1, 4 and 5 residents must park in the North Lot at all times. Commuter students, faculty and staff are prohibited from parking in designated residential parking areas of Lot #7. Commuter students, faculty and staff may park in the North Lot from 8:00 am until 11:00 pm without a permit. Motorcycles are considered the same as an automobile and must be registered. The permit shall be affixed to the left side front fork. 24.2 Special Events Parking Considerations a. Performing Arts Center- All attendees shall park in Parking Lots #1, 2, 3, 4, 5 or 6. No permit is required during scheduled performances. b. Sports Center/Multi-Purpose Recreation Center & G. Larry James Stadium- All attendees to events in these two venues shall park in main parking Lots #1, 2, 3, 4, 5 and 6, unless otherwise directed. No permit is required during the times of the specific event. c. Special Events- Special events, seminars and meetings occur on campus throughout the year. The event may require the use/issuance of a special permit for those persons/vehicles attending. Should such permits be issued, they are valid only for day(s) and times of the event. Issued permits must be clearly displayed on the vehicle’s dash board. Parking for these events shall be in Main Lots #1-6, unless otherwise directed. d. Visitors/Guests Visitors and/or guests to the College are permitted to park in the main parking Lots #1, 2, 3, 4, 5 & 6. They may also park in the North Lot between the hours of 8:00 AM and 11:00 PM. e. Satellite College Facilities Any facility owned or leased by the Richard Stockton College of New Jersey shall be considered part of the campus and all vehicles parking at those locations and/or off-site parking lots shall have the proper parking permit applicable to that facility. ARTICLE 25: CAMPUS CITATIONS, FINES AND APPEALS 25.1 a. All students, staff, faculty, visitors and/or guests are responsible for all fines due to illegal and/or improper parking. All disputed campus citations can be appealed by completing an appeals form on-line at the Parking Services web site, www.stockton.edu/parking within five (5) business days of the date of issuance. The Appeals Form can be accessed on line via the Police Department’s web site. Appeals are adjudicated by the Parking Appeals Board. All required information must be included on the Appeals Form or it will be denied. b. Appeals will not be considered for the following: Lost citation or indication that citation was not received Parking improperly/illegally for a short time period Ignorance of rules and/or regulations Inconvenience of assigned parking area Failure to observe traffic and/or regulatory signs Financial hardship Citing actions of others who parked improperly and/or illegally c. Appeals completed in paper form must be sent to; Parking Appeals Board, Richard Stockton College Police Department, PO Box 195, Pomona, NJ 08240-0195 and include a copy of the Campus Citation. Appeals will not be accepted if not received within the specified time period. All accepted appeals will be reviewed by the Board and a decision rendered within 10 business days of receipt of the appeal. d. The Parking Appeals Board is the final authority for resolving Campus Citation appeals. The Board consists of a Board Chair and will include staff and students. e. Parking fines for campus citations may be paid at the Bursar’s Office. Fines may also be paid by mail or via the web, and must be include the citation number and the issued student identification number (Z number) if applicable. Instructions for this payment method are located on the web site. All citations must be paid within ten (10) days. If a citation is under appeal and the appeal is approved, the student account will be credited accordingly. Failure to resolve unpaid parking citations may include the following actions: vehicle being placed on a tow list vehicle may be immobilized/booted campus parking privileges may be revoked Future parking permits may be denied information may be turned over to a collection and/or state agency College wages may be garnished College records will be placed on hold, which will not permit registration for classes, housing, obtain a transcript or graduate f. Any vehicle/person who is a persistent violator of the campus parking regulations may be removed by towing or immobilizing by the police, without prior notice, at the owner’s or operator’s expense. A “persistent violator” is defined as a vehicle or an operator receiving four (4) college parking citations in any one academic semester. In addition, students, faculty or staff may be referred to the College’s Campus Hearing Board for disciplinary action under the College’s Code of Conduct. g. Citations issued to vehicles not properly registered and displaying a valid permit issued by the Richard Stockton College of New Jersey are the responsibility of the owner/operator of the vehicle. 25.2 PARKING FEES AND VIOLATIONS - CAMPUS CITATIONS a. Campus Citation Fines: Campus citations will have a fine of $25, with the exception of parking in a handicapped space, which is determined by the State of New Jersey. Moving violations fines are determined by Galloway Township Municipal Court and/or the State of New Jersey. ARTICLE 26: MUNICIPAL TRAFFIC/PARKING SUMMONSES In addition to the Campus Parking Regulations and the issuing of Campus Citations, there are other means utilized to control parking and traffic on the College campus. The Richard Stockton College of New Jersey Police, Galloway Township Police, the NJ State Police and the Atlantic County Sheriff’s Office have the legal authority to issue summonses for violations of Title 39 of the New Jersey State Statutes on all college properties in Galloway Township. Any person receiving such traffic summons must adjudicate the matter in the Municipal Court in the Township of Galloway. ARTICLE 27: SOLICITATION AND LEAFLETING No solicitation and/or leafleting are permitted in the parking lots or any other areas of the College without proper authorization. ARTICLE 28: OFF-ROAD MOTORIZED VEHICLES No off-road, recreational, or motorized vehicle is permitted on any College property. This includes, but not limited to dirt motorcycles, ATV’s, or any other so called “off-road” vehicle. This prohibition extends to all campus properties and includes paths, trails, fields, wooded areas, and walkways. Off road emergency and designated service/maintenance vehicles are exempt from this prohibition. ARTICLE 29: ISSUANCE OF PARKING OR OTHER TRANSPORTATION PERMITS The Chief of Police or their designee is responsible for the issuing of all parking permits or other transportation permits on the college campus or college property. All requests for parking or other transportation permits must be made to the Chief of Police in writing or via email to police_chief@stockton.edu . ARTICLE 30: AMENDMENTS TO REGULATIONS The Chief of Police may amend these regulations as necessary and/or required for the safety of the campus community. Amendments made to the regulations shall require appropriate notice to the campus community prior to taking any enforcement action. ARTICLE 31: EFFECT OF REGULATIONS If any part or parts of these regulations are for any reason held to be invalid, such decision shall not affect the validity of the remaining portion of the regulations. ARTICLE 32: REPEAL All former traffic regulations of Richard Stockton College or Stockton State College are hereby repealed except that this repeal shall not affect or prevent the prosecution or punishment of any person for any act done or committed in violation of any regulation hereby repealed prior to the taking effect of these regulations. RICHARD STOCKTON COLLEGE OF NEW JERSEY ADMINISTRATIVE REGULATIONS SECTIONS I-XI-ATTACHMENTS SECTION I – PARKING PROHIBITIONS In accordance with the provisions of this Section, no person shall park a vehicle at any time upon any roads, streets or lanes within the College property or grounds. SECTION II – PARKING LOTS AND CONNECTOR ROADS In accordance with the provisions of this Section, parking is permitted in designated lots only. All vehicles must park between the painted lines where applicable. SECTION III – SPECIAL NEEDS PARKING In accordance with the provisions of this Section, certain locations shall be designated and reserved as Handicapped Parking Spaces for persons who have been issued a Motor Vehicle Commission Identification placard (Handicapped Parking Placard) or a Campus Police Department Temporary placard. No other person shall park at these locations. SECTION III a – MOTORCYCLE PARKING In accordance with the provisions of this Section, certain locations are reserved and designated with signage and/or striping for motorcycle parking. Additionally, motorcycles may park in automobile parking spaces. SECTION III b - RESERVED PARKING In accordance with the provisions of this Section, certain locations are hereby designated as reserved parking, and will be posted with visible markings indicating reserved status. All vehicles parking in reserved locations must be properly identified. SECTION IV – STOP INTERSECTIONS In accordance with the provisions of this Section, the following described intersections are hereby designated as Stop intersections: Hackberry Way at Hospital Drive.
