Welcome and Chair’s Remarks Chair Suprakash Datta welcomed councillors to the first meeting of Council in 2016. 2. Minutes of Previous Meeting (December 3, 2015) (.docx) The minutes of the previous meeting were approved. 3. Business Arising from the Minutes UAP Consultation Submissions FGS UAP Consultation Submission There was no business arising from the minutes. Chair Suprakash Datta noted that UAP documents were linked on the agenda for information about the previous meeting’s discussion, and how discussions were proceeding. 4. Dean’s Remarks
Dean Barbara Crow informed Council that the Faculty of Graduate Studies has met doctoral enrolment targets.
Dean Crow stated that the Faculty has completely changed how it communicates with the community, with improvements in circulating information and distributing notices.
The Dean reported that the Faculty has met regularly with the Graduate Students’ Association and is moving forward together on a number of items.
Dean Crow stated that the Faculty has taken steps to improve and consolidate electronic records and record systems.
Dean Crow reminded councillors about issues related to the University Academic Plan in its current iteration. She informed Council about a working group on revisioning the Faculty of Graduate Studies. The group will consult Council.
The Dean discussed Mental Health Workshops, Sexual Assault and Anti-Oppression Training. In reply to a question, Dean Crow spoke about enrolment targets, now under review. 5. Brief Review of Program, Curriculum and Course Approval Processes Associate Dean Mike Zryd For Discussion Associate Dean (Academic) Mike Zryd addressed Council about collegial processes, including orientation for Standing Committees. The Faculty has been reviewing procedures and policies, including Council membership and petitions guidelines and regulations. Curriculum procedures are being reviewed and improved. 6. New Graduate Program Approved by FGS Academic Planning & Policy Committee on October 21, 2015 * * * F o r A p p r o v a l * * * Proposed Graduate Program in Management (including new degree and rubric: MSTM) Appraisal report | Response to consultants Markus Biehl, Associate Dean, Schulich School of Business, and member of Faculty Council, introduced this new one-year Management Master’s degree, intended for junior managers who may have non-business undergraduate degrees, unlike the work experience required for the MBA. Ananya Mukherjee-Reed, Dean, Faculty of Liberal Arts & Professional Studies, argued against the proposal on the basis of limited consultation. She expressed concerns that the proposal would also limit opportunities for similar new graduate programs potentially offered by her Faculty. She asked how the new proposal would affect existing Graduate Programs in Public & International Affairs and Public Policy, Administration & Law; and if the new program covered government and non-profit areas of study. She also asked about the differences between this program and the MBA. Dean Mukherjee-Reed also stated that University reviews had recommended more professional content in liberal arts programs, and more liberal arts in professional programs. Of great concern was a limitation on offering similar programs of study at the graduate level in her own Faculty. She asked that the Faculty of Liberal Arts & Professional Studies not be precluded from such offerings. Dezsö Horváth, Dean, Schulich School of Business, spoke about the consultation process, and then explained the differences between his Faculty’s two-year and one-year (proposed) offerings. He stated that the new program is not designed for government and non-profit or public servant students. He emphasized that there is no duplication between this new offering and the existing Graduate Programs in Public & International Affairs and Public Policy, Administration & Law. He agreed to remove a reference to government and public sector from the proposal. In reply to Dean Mukherjee-Reed, he stressed that the Faculty of Liberal Arts & Professional Studies is free to consult about and propose new graduate program for approval. Dean Barbara Crow stressed that this new graduate program has followed due process and was scrutinized by the Faculty including its Academic Planning & Policy Committee. Appropriate consultations took place. As well, there have been many conversations about ways to bring professional skills into graduate programs’ learning outcomes. With the deletion of a reference to government and public sector education, it was moved, seconded and CARRIED, “that the proposed new Graduate Program in Management (Faculty of Graduate Studies) be APPROVED.”
It was moved, seconded and CARRIED, unanimously, “that the changes in degree name, fields and admissions and degree requirements proposed by the Graduate Program in Computer Science & Engineering (Faculty of Graduate Studies) be APPROVED.”
Victoria Watkins, Executive Director of the Part-Time LLM program, introduced this item to Council, noting that the LLM specializing in dispute resolution is the only one of 18 specializations that does not yet have a coursework-only option. She stated that there is significant demand among students for this option. It was moved, seconded and CARRIED, unanimously, “that the proposed coursework-only option in the Graduate Program in Law Part-Time LLM Specializing in Dispute Resolution (Faculty of Graduate Studies) be APPROVED.”
Academic Affairs Officer Sarah Whitaker introduced this item on behalf of the Faculty Council’s Academic Planning & Policy Committee. These change, she stated, are being made to ensure quick, efficient and knowledgeable decisioning, among the high volume of petitions and appeals being considered by Faculty governance bodies. The changes institute a 12 month deadline for the initiation of petitions from the time an issue arises; and correct language that describes who in the Faculty may assist in the process. Notifications may proceed by email. After a brief discussion, it was moved, seconded, and CARRIED, “that the proposed changes in Faculty regulations (Faculty of Graduate Studies) be APPROVED.”
