Stable URL http://www.jstor.org/stable/2380581 Precisely this sort of learning by doing has been shown to be responsible for dramatic improvements in the operating efficiency of nuclear reactors (oskow and Rozanski 1979). That finding, however, is as much a cause for concern as for hope. It is shocking that there is any room at all left for learning in an operational nuclear reactor, given the magnitude of the disaster that might result from ignorance or error in that setting.
