Preparation of Capacity Building Program and Modules – In numerous instances, the capacities of locally sourced staff of counter-part Consultants and Contractors are found to be inadequate and ill-equipped to perform environmental (and social) management and monitoring. In these instances, I undertook series of capacity building seminars/lectures/focused discussions to enable “know-how and technique transfer”. In some instances, it was part of the Terms of Reference to provide special Capacity Building Activities (CBA) to the Employer’s staff, at which a more formal processes were undertaken involving capacity needs assessments, identification of CBA objectives and Module Content Planning. Documentations of such activity are also performed as basis for further CBAs. This technical skill, I believe, will be useful in communicating and clarifying Safeguards Requirements in projects and improving capacities of stakeholders.
