Waterside Villas, Jamesburg, New Jersey


A new, independent senior living facility consisting of 101 one and two bedroom rental apartment units, a central dining facility and a fitness center. The Project cost is $9,000,000.00
Somerset Senior Housing, Somerset, New Jersey

A new, independent active adult community consisting of 384 two and three bedroom for-sale residential units, basement parking for 350 cars and landscape building courtyards. The Project cost is $70,000,000.00.


The Siena, Montclair, New Jersey

A new mixed-use development on the site of the former Hahne's Department Store in downtown Montclair, New Jersey. The Project includes basement parking for 113 cars, at-grade parking for 20 cars, 42,000 square feet of ground floor retail space and six floors of for-sale condominium units, totaling 101 units. The Project cost is $17,000,000.00.



CIVIL-HIGHWAY ENGINEERING


  • Road and Bridge Alignment Alterations within Newark International Airport: Paragon designed and developed the complete Plans, Specifications and Estimate and for the South Service Road and N-25 Bridge. Inadequate truck turning radii roadway widths and alignments were improved. Superelevation, adjacent driveways, pavement design and signage were improved. Assessment of traffic flow was conducted.




  • Establishing Safe Driveway Grades for New Jersey State Highways was conducted for the New Jersey Department of Transportation. Paragon determined whether the current NJDOT criteria for the design of driveway grades could be liberalized. Paragon developed a 3D/2D model, simulating sight distances on horizontal and vertical curves, with respect to vehicle speeds, friction factors and critical vehicle dimensions. This model enabled engineers and decision-makers to perform tests using varying design vehicle dimensions and driveway grades. The AutoDrive model was developed in AutoCAD using AutoLisp programming. Paragon wrote the “Installation Guide” and “A User’s Guide.”




  • Staten Island Hospital Access Road and Pedestrian Bridge, Staten Island, NY: Paragon designed the access roadway and pedestrian bridge for the Hospital



  • Numerous Structural Designs (Concrete) for Jersey Precast and Concrete Safety Systems, including columns, slabs, composite beams, parking structures, bridges, related structural components.




  • Florence Shopping Center, Florence, New Jersey, a design-build project wherein Paragon provided full site review, site design, coordination with Owner and Architect, Traffic Study, site access, land survey, drainage design in a sensitive drainage area




  • McGuire Air Force Base Road Improvement: Assessed safety issues concerning on-base intersection and performed traffic assessment. Revised roadway geometry to improve turning movement visibility and safety.

Analysis

  • New York City Transit Route 7 Subway Environmental Impact Study, Manhattan, New York: Paragon deployed 90 staff simultaneously to obtain manual classified turning counts, perform speed-delay travel time runs and field supervision.




  • Brooklyn-Queens Expressway – Atlantic Avenue Traffic Count, Brooklyn, New York: Paragon installed 16 Automatic Traffic Recorders within less than one half day notice by the client. Additionally, 12 counters were dispatched by Paragon to record turning movements with less than 2 days notice, due to tight project and seasonal conditions.




  • Bruckner-Sheridan Expressways Environmental Impact Study, Bronx, NY: Paragon recorded mainline and ramp manual classified traffic counts, plus counts on the service roads.




  • Post 9/11 Traffic Count Study, Manhattan, NY. Paragon collected traffic data along Canal Street and computed critical peak hour data in a study of Post 9/11 traffic operations along this major cross-Manhattan artery and at the entrance/exit to the Holland Tunnel to New Jersey

  • Southern Middlesex County, NJ Comprehensive Safety Analyses: Paragon developed a database of physical features using ArcView. Paragon recorded and distilled Manual Turning Movement Counts and Automatic Traffic Recorder counts, balanced and proofed the data. Intersection Levels of Service were computed and aided Middlesex County to develop an areawide simulation model. Paragon assessed traffic safety.




  • Route 73 Traffic Signal Optimization, Burlington and Camden Counties, NJ: Paragon optimized a 17-mile corridor of traffic signals on the heavily-trafficked Route 73. Paragon field-inspected this corridor, installed 66 Automatic Traffic Recorders and recorded Manual Classified Turning Movements at 28 intersections, performed Speed-Delay runs, reviewed existing geometric plans, prior studies, other relevant data and optimized the traffic signal network using SYNCHRO.




  • Breakwater Road Concept Development-Grade Crossing Delay Improvement, Lower Township, NJ: Paragon converted a street network where multiple intersections were closed during a railroad crossing by consolidating traffic into a system where only one grade crossing accommodated the multi-location traffic hindered during grade crossing closures and developed a viable traffic circulation network.




  • Extension of Existing UTCS Traffic Control System, Newark, NJ: Paragon optimized signal timing and corridor progression for 25 intersections within Newark. Paragon collected the Manual Classified Turning and Automatic Traffic Recorder counts, determined Levels of Service using the Highway Capacity Software, developed traffic signal timing splits, phasings, pedestrian clearances and corridor/network progression using Passer II and Transyt 7F software. Paragon also upgraded intersection features in concert with the signal improvements.



  • Optimization of 80 UTCS Traffic Signals, Newark, NJ: Paragon collected traffic data and subsequently computed optimal network-wide AM, Midday and PM signal timings for 80 traffic signals within the Urban Traffic Control System-controlled signals within Newark, a major urban city.




  • Green Acres Mall, Valley Stream, NY: Peer review of safety and traffic issues and site access concerns


Construction Staging

  • Construction Staging Plans for “Yellow Flag Conditions, Queens, NY: Paragon developed Maintenance and Protection of Traffic detour plans for six sites involving repairs (known as “Yellow Flag” conditions) to limited access highways within New York City, involving vehicular detour routings, Lane and ramp closures of the limited access roadways, construction and detour signage, construction staging, Details of Safety, Warning and Delineation Appurtenances.




  • Construction Staging for 12 bridges over the Grand Central Parkway, Queens, New York: Paragon developed and implemented a traffic count program to assess and develop workable detour routings in place during bridge rehabilitation. Subsequent to Levels of Service assessments, traffic detour plans were developed.




  • Construction Staging for AMTRAK/NJ Transit Metropark Station, Iselin, New Jersey: Paragon developed a circulation study and Maintenance and Protection of Traffic operating scenarios deployed during the rehabilitation of the parking areas and station frontage of the Northeast Corridor’s Metropark Station.




  • Hudson-Bergen Light Rail Transit Bridge Reconstruction, Jersey City, NJ: Paragon analyzed traffic lane closures to detour traffic during bridge removal and construction of new bridges serving the forthcoming Light Rail operation. The construction staging work consisted of changing street directions, development of adjacent street “couplets” to increase capacity of the open streets during the periods of closure of adjacent streets under the bridges being constructed.




  • Goethal Bridge Closure Construction Staging, Staten Island, NY and Elizabeth, NJ: Paragon developed alternative MPT plans to simulate traffic detours dispersing onto other interstate crossings during scheduled bridge closures. Access and Haul routes were established, placement of Variable Message Signs, traffic lane closure drawings for the outer lanes, daytime lane dropoffs and inner lane closures, plus full closures were developed.

As part of an “On-Call” contract with the Port Authority of New York and New Jersey (PANY&NJ), Paragon developed alternative Maintenance and Protection of Traffic (M&PT) plans to represent and simulate traffic detours dispersing onto the other interstate crossings during the scheduled bridge closures (partial and full) during the ‘Repainting of Truss Span and Structural Steel Rehabilitation’ of the Goethals Bridge.
Services provided by Paragon include:

Developing Stage III contract drawings depicting alternative Vehicular Detour Routings and accompanying specifications.

Developing a list of standard traffic specifications to be included in the construction contract.

Preparing standard M&PT CADD drawings including standard details, notes, and legend
